Oregon, have determined said do here by determine an Intend to Improve Twentieth street from the north line of Exchange street to the north line of Commercial street extended, and that such Improvement shall be made by special assessments upon the lands and premises hereinafter designated, and which are hereby determined and declared to be benefited by such Im provement.
