It hi hard to understand why toe Columbia river was not Included among the points at which th ship iu ordered to stop, but the state of Oregon does not seem to be recognised by the navy department as having any seaports. Of course Portland, for ebvious reason, never puts in a bid for any favors of this sort, and the peo ple of Astoria have become so accus tomed to beinK passed by thett they never make any protest. It Is understood that Mr. McKlniey favors the project to create a depart ment of commerce and manufactures as a cabinet post- If this be true, this addition to the presidential council will probably take place within the next year or two, for the movement in that direction is favored by most of the ommerctej exchange of the country, and apparently baa strong popular sup port Addition to the cabinet took place in the presidenttel term of John Adam. Jackson, Taylor and Cleveland, and another la evidently near at hand. Washington' council consisted of four members secretaries of state, treas ury and war and attorney general and MoKlnley is likely eventually to have nine officials. This is a great gain. The country, too, has grown somew hat since Washington's day. THIRTY YEARS iLATER. It might be Inferred from much of the talk heard In these days that the Unted State I pursuing a downward course, and that a comparison of the present with the piat would give many reason for discouragement. The re verse of this Idea Is true, says the Globe-Democrat, after admitting that the country has for four year been passing through an unsatisfactory ad ministration. The memory of the ma jority of men reaches back to the year 1867. That was a flush year at the end of the war. The government had said out immense sums in closing up military accounts, and hundreds cf thousands of soldiers had received pay ment In full. It is. therefore, a sharp test of m to ;put ft under definite an alysis beside 1867. Persons who are celebrating the good old times (and grumbling about existing conditions should welcome the deadly parallel, and not find fresh cause for complaint if this trial by simple arithmetic goes against the n. The figures are from the nineteenth annual abstract of the Bureau of Sta te tics, which ha Just come from the goverenment printer. Let the much discussed "per capita" open the tour ney. All who can recall the year 1867 have the impressicn that the circula tion of money was then lively. In that year the per capita was 120.11; In 1896 is was $32.86. The pa- capita of money In circulation In 167 was J18.28, one half of it valued in gold at 72 cents n the dollar; In 1S96 the per capita cir culating was $21.10, all valued at par nl gold. The per capita of the national debt in 1867 was J6S.26; the year 1896 saw it reduced to $13.41. Between the same years the per capita cf Interest on th? debt declined from $3.84 to 49 cents, and the annual national tax on each citizen from $9.87 to $4.94. These change-j for the better are so striking that no disgruntled citizen will ven ture to mention the subject of per cap ita unless he Is thoroughly misinformed about It. In other directions the comparison comes out quite as well. Our ppulatlon has about doubled since 1867, when the estimate was 36,211,000. Now it is 71.263.00O. Each citizen now averages an - annual expenditure of $1.16 on the postofflce, against 42 cents m 1867. The average expenditure on public schools h 50 percent greater than in 1867. The two Kerns show a positive advance hi civilization. Imports are aliout' the some per capita, though the volume has doubled. In thirty ' years duties on dutiable goods have declined from 46.67 per cent to 40.18 per cent, and on All Imports from i44.6 per cent to 20.67 per cent. Exports are greater per head In the proportion of $12.11 to $7.73. The average American uses more than twice a much cotton as In 1867, two and a half times aa much sugar, 0 per cent mar coffee, 20 per cent more tea, and nvwe wheat by one nfth. About 40 per cent lw spirituous liquor Is used by the average Anur tewn, though the consumption of malt liqur haa largely hcreed. These figures mean a higher degree of wmfort and lighter burdens for our dUtera than fell to their kit in IS7. if prwperlty Is lacking at this moment the reason must be temporary and urrnolal.
