The project for a new executive de partment, to be presided over by a sec retary of ccrnmeroe, has been discussed tn a desultory way for eotne years, both ki and out of congress. It now looks ma thuufiti it will be carried into execu tion by the next eongrwea, either at the extra session or at the regular one next Pecember. it to understood that Fres-Uent-eiect McKlnley Is decidedly in fa vor of the creation of the new depart ment, and consequently such a bill will probably pass. The treasury department Is loaded down with a collection of bureaus ahlch would naturally come within the purview of the new department. It is proposed to Include In It the following bureaus now In the treasury depart ment: Navigation, customs, internal revenue, statistics, steamboat Inspec tion, coast and geodetic survey, light house board, life-earing service and su pervismg architect's' office. To these wfil be added, from the Interior depart ment, comrnlssioner of railroads, geo detic survey and census; from the war department, Interna improvement, in cluding rivers and tiarbors, and Inde pendent bureaus, the department of la bor, the bureau of American repub os and the Intercolonial railway com mission. These wtU give ample work for the new department, which will become ne of the most Important of the en tire number, and also give needed relief to the existing departments. Especially will this be the case wU the secretary of the treasury, who Is overburdened with details so much so that the office Is one which only a very strong man physically can undertake without risk to his health and even life witness Daniel Manning and William Windom. If this department is created, the cabinet wUl consist of nine members. When Washington assumed office, he had but four cabinet officers the sec retaries of state, treasury, war and atomey general. At that time the sec retary of war had supervision of naval affairs as well. The first addition was When the navy department was created. The next came when President Jack suo invited his postmaster-general. Ma jor Barry, of Kentucky, to a seat in (he cabinet. Cp to that time the post master general had not been regarded as a cabinet officer. The next addition came with the creation of the interior department, of which Thomas Ewlng, f Ohio, was the first secretary. The number remained at this figure until the ereotkm of the department of agri culture Into an executive department during President Cleveland's first ad ministration. As the oountry grows in population and in business, the duties of the gov ernment become more complex, and a subdivision of the larger departments becomes necessary, as a result. The work of any one cabinet officer of today Involves more aotual work than that nt all four of the members of Washing ton's cabinet. Let us have the new department of commerce, by all means. In the legislatures of the fourteen Southern states there are 1,39 democrats, 367 re publicans, and 204 populists.
