Mr. Wheeler, of the firm of Hlmnle
ft Wheeler. Nehalem, Is In the lty
registered at the Parker House. His
firm owned the consignment of lumber
on the schooner Albion, that put 'nto
this port last week In a leaking condi
tion, and it was for the purpose of
looking after the discharged lumber
that he came up to Astoria. Mr.
Wheeler states that the people of Ne
halem are looking forward to the time
when the mouth of the Nehalem will
receive government Improvement, ns
the traffic from that place Is Increasing
greatly from year to year. The new
tug service on the Nehalem bar s glr-
ing satisfaction, and now the mill-owners
wonder how they have lived so
leng without a steam tugboat of some
sort.
Nearly the entire force of men em
ployed on the new fortifications at Fort
Stevens have been discharged, only
those working on the steam shovel be
ing retained. How long the latter firce
remains probably depend on the
aanodht of money on hand to continue
the work. It is said that the reason
of this sudden suspension of work Is
on account of the amount of the ap
propriation for the Fort Stevens Im
provements having been almost ex
hausted. For the past five months
from 100 to 150 men have been engaged
on the work, and that they have not
ceased their laJxrs at any time on ac
count f inclement weather is vouched
for by one of the men who was recently t
laid ofT. He states that every day In
the week the men have worked, often
doing overtime, and during the five
months this particular party had lost
but one Sunday. H'" states that the
men were never allowed to beoome fa
miliar with the work, but were con
stantly shifted from one place to anoth
er. The great cement casements are
prafti-ally finished, and ready for the
larger gun carriages. An Immense
bank of sand 32 feet deep and 200 feet
wide is to be filled In around Oie case-'
menis, the big steam shovel is now
taking sand out of the ridge a quarter
of a mile to the south for that purpose.
The gun carriages are all on the spot,
and several of the smaller guns, ready
to be placed In p'atitlon. A mortar bat-
tery, it is said, will be placed back of
the sand ridge where the present ex
cavating Is being done. If the present
congress makes an appropriation for
the purpose of continuing the work on
forthloaAlons, activity at Stevens will
probably omimence again soon.
ANOTHER BRITISH TRIUMPH.
If the Arbitration Treaty Contain a
Menace, Its Fate Quickly Decided.

Before the Ink Is dry on the arbitra
tion treaty the cunning of the British
backdown" Is beginning to reveal It
self. The comments of the London
press disclose the weighing causes In
Salisbury's swift voltface. For years
he had haughtily, even rudely, refused
to listen to the suggestion of any out
side interference In the British purpose
to seize a third of Venezuela. In a night
he changed front and went Just as far
the other way. No one supposed for
a moment that this turnabout came
from a new convirrtion; that the pos
sibility of war frightened him Into un
doing and unsaying what he had been
doing ami saying for 20 years. But the
moment the treaty is an accomplished
fact, the purposes it is intended to
serve are bruited by the preos. The
treaty means, according to the London
wiseacres, nothing less than a vlrtuaf
alliance of this republic and Great
Britain as against Russia! Secretary
Olney Is quoted as substantially ad
mitting this much. Russia is said to
have discerned Its Import and asked
the secretary of stale if this were not
true. Upon this the London press ex
patiate with characteristic hypocrisy

try and her long "rebellious child" Is
for the safeguarding of the decrepit
mother threatened by the recrudes
cence of France and the alliance of
Rusla. that what we were Inno
cently supposing a guarantee of peace
was really com plotted by our "kins
men" as a weim to hold In menace
over our steadfast friend, lliuwla, our
ally and savior. France.
If. on examination, the senate Mruls
that there Is a shadow of a shade of
such a posMibillty in the document, itx
fate will not be' In doubt. However,
the British dlmlomire is one lesson
the more In the perfidy of British di
plomacy. While Secretary Olney flat
tered himself that he waa securing
British co-operation (n the maintenance
of the Monroe doctrine, the British
cabinet w-as accepting his proposal
simply to make use of in the mlriK
clash with KuioUa. That large majority
of the British public that looknl on
I ho treaty as dishonor to the empire
will doubtless modify the Judgment ex
pressed by th London Globe. If It
can be shown tout Salisbury has In
volved this republic Into a fulse at
titude, he will be pinnacled with Pitt
and Castlereagh. Hut on our art we
have a very effective remedy against
this charaot eristic chicanery of the
British cabinet. We can profler Identi
cal treaties to our ancient ally, France,
and our friend and supporter, Russia.

As several statements have leen
made concerning the accident to Mls
Ituby Walter, the following explanation
by the Kev. Mr. Walter, of the facts In
the cawe, Is given: "She was first hurt
three years ago by a thotnrhtless

came home for her vacation, and she
returned seemingly all right; but when

bra were Involved In the injury, and
he ordered her to the hospital without
dHay. He thinks that rest and by the
aid of a plaster cast all danger of a
permanent disability can be averted."
