The passavgc by the senate yesterday
r a bill appropriating $10,000 for a
quarantine station at Astoria Is not
only a recognition of the Importance
of this port by the federal government
but is evidence that Oregon's represen
tatives are looking after the interests
e their state:
Astoria is certain!:.- coming to the
front aa a seaport. The excitement
yesterday attending the desertion from
the Deleairnle of nine of hr crew. dem
onstrates that at least In some respects
Astoria is on & par with her stste"
porta. Once In a great while she can
scare up a little episode out of the or
dinary. The completion at the Lewis and
Clarke road by the extension of a
bridge Into the cky. is one of the ne
easirJea of the times, adverse criticism
to the contrary notwithstanding. While
tt may be true that the bridge will
only serve about a dosen ranchers at
pre, yet It is equally true and a
fact well known to ail, that within
the past year or two those same ranch
era have spent out of their own pockets
thousand dollars or more for Che Im
provement and construction of the
Lewis and Clarke road, under the dis
tinct understanding on their part that
when their road was completed up to
the banks of Young's river a bridge
should be constructed giving them con
nection with the city. Bid have been
aalled lor by the county court for such
bridge, but there now seems to be
an effort to quash the matter on the
plea of poverty. If the county court
doe Its duty the work will proceed
without delay. The people of the Lewis
and Clarke Valley are eiul-Jcd u have
connection with the city so that they
can bring their produce to town direct
ly by team, and the very fact that this
connection has been established will
develop that territory and Increase the
handful of ranchers to a large and
prosperous community.
A YEAR'S EXPORT TRADE.
The 1140,000, 000 vt gold in the treasury
at the present lime, a compared with
$44,500,000 last February, requires some
explanation, aays the Philadelphia
Times, besides the sale of gold bonds.
Heretofore, when the balance was re
stored by the sale of bonis, as soon
as the proceeds of the sale had been all
paid in the balance began to decrease.
At this time it is mounting higher, and
the explanation is to be found in the
unprecedented export trade for the year
and the corresponding balance to our
credit. The exports for the twelve
months of 1896 rearhed the enormous
sum of 11,005.878,417. or 135,000,000 more
than in any previous calendar year,
While the imports amounted to but
$60,553,233, leaving a balance to our
credit for the year's commerce of $32o,
322.U4, or 120.000,000 more than In 1S78,
hen; we were supplying the deficiencies
Of one of Europe' shortest crop years.
The tcble of exports and Imports ex
tending back to and including 1878, the
year in which specie ipeymeivts were
resumed, Is an Interacting one.
It is found that for a continuous pe
riod of nineteen years our merchandise
exports have exceeded our Imports ex
cept 1n the single year of 18S8, when
the balance on the wrong side was
$33,671,321.
That this immenae preponderance of
sales over purchases will soon be re
flected fn other places than In the
treasury gold balance can hardly be
doubted. The first effect, an abundance
at money at all the chief financial cen
ters, is already very apparent. It Is
true, the money is largely lying idle
at present, but this Is because financial
confidence has not been fully restored.
The very fact that our commerce is in
Hie healthy condition shown by these
figures and that we have so large a
balance in bank to our credit, will tend
to- inspire business confidence, in spite
of any action or inaction on the part
of congress. People will get tired of
keeping their surplus capital idle, and
T-feii the opening of spring these Idle
easft balances 'will begin to find their
way into some line of business activity.
Another thing revealed by these fig
ures is worthy of note. The cry of
hard time ha heen conning up from
the agricultural sections, but as agri
cultural products constitute by far the
largest share of the biggest year ex
port trade the country has ever known,
there must be as much and even more
money among the. farming than
usual. The farmer ton't soil for any
thing but cash, and aa they have sold
more this year, measured by it cash
value, than In any forner year the
farmers of the country a a class can
not be In any serious financial strait.
It Is easy, no doubt, to And Individual
and communities ttiat are suffering fl
nanolal depression from exceptional
causoa, but with this showing of an un
preccdented year' export trad, h can
nH be possible that the great agrlcul
tural Interests of the country are other
wise than fairly prosperous.
The business men of the country
should study these figure and take
courage. All the conditions for a re
vival of business exist except conn
denoe, and those figure should Inspire
confidence. The business men should
stop wailing for congress to revive
bualnee ciinlldem'e and revive business
and business confidence themselves.
