That cable should be built by this coun try and be kept under American con trol. Captain McCoy's promotion is In every way ait honor worthily bestowed. but it will be a source of regret to his many Astoria friends that the service at the mouth of the Columbia Is thus to lose a sfliilor who is at once an ac compliahed officer and a perfect gen tleman. The Portland Telegram says that the platforms of all parties endorse the Nicaragua canal. The Telegram Is mis. taken. There Is not a line or a syllable In any platform but that of the Repub lican party on this subject, nor has Mr. Cleveland m any communication he has sent to congress since his last elec tion made any mention of the matter. The daughter of Claus Spreckles re cently married a poor young man be cause she loved him. Her father ob jected to the marriage, but the girl was bd urate, and said she bad enough aioney to care for them both. Spreckles refused to be reconciled, and the spir ited young woman returned to him all the property and money he gave her. and the young couple start into married life to make thetr own living. Earthquakes seem to be such ordina ry and arasual occurrences in Oakland that the press reporters of that city never think it worth iwhlle to send out any account of them unless they can be coupled with some such interesting r humorous story as the description f the consternation and panic which twat poeseasfoni of one of the most fashionable church congregations in the city during the last visitation of that character. It must have looked right funny to see the worshipers, deacons and minister tumbling over each other to git out from under the falling roof f their church building last Sunday morning; but we wonder what the citi ens of the village who were otherwise engaged at that hour must have tbftught of an earthquake shock of suc& severe nature. According to Bradstreefs. there were 15,112 business failures in the United Stat in 1836, "an Increase of 16 per eent over 1K93, when the total increased ? per cent compared with- 1894, In which year failures fell off IS per cent from 1R93, when the total was 15,560, the larg est on record." Dun ft Co. put the num ber of failures at 14.890, against 13,137 Juut jw. ."with liabilities of about .225,000,000, against $173,196,000 last year, an increase in number of about 12 per cent, and in liabilities of 29 per cent." A period of prolonged depression al ways works that way. After the first crash, in w hich the weak business con cerns go to the wall at once, there is a decline in the number of failures, fol lowed, as time goes on, by an increase. The latter is due to the fact that firms have M yield finally to the pressure. If a revival had speedily followed the crash of l93, they would have recov ered, but the long-extended depression finally compelled them to yield to the inevitable. What do the people of Clatwp coun ty now think of their folly In sending Populists to represent them at Salem? Neither Messrs. Gratke or Svendseth have any interest in the senatorial problem, even If their refusal to attend to the business they were sent there to do could be excused on this ground. They even have nothing to gain as partisans or individuals in the speaker ship muddle. Th house Is overwhelm ingly Republican, and whoever Is ulti mately elected speaker must be a mem ber of that party. What are they do ing, therefore, but neglecting their pub lic duty In order to aid the schemes and advance the political ambition of their boss, Mr. Jonathan Bourne? Were these men sent there to represent Mr. Bourne, or are they supposed to be the servants of the tax -payers of Clat sop county? It serves Clatsop county exactly right for her supreme exhibi tion of Idiocy in sending two such spe cimens to Salem to perform the respon- si We duty rf making law In the state assembly. There need be no trouble whatever In passing such charter amendments the reenwmslble dtlscns of Astoria want passed through the legislature. If the two Individuals who misrepresent Clat sop county In the Vver house at Salem see fit to refuse fhe behests of those who are presumed t be represented by them there, let a evlal committee of the rouncil go to Salem with the legislation It Is deeared to have adopted, and plenty of gl Republican mem bers in the legislature will see that it Is put through without change and In short order. Appoint your special committee to go to Salem with the charter amendments, Mr. Mayor and Members of the Council, and you will be enthusiastically sus tained by public sentiment. If the city treasury cannot In? made to stand the expense of bridging over such an ex traordinary emergency, there are hun dreds of private Individuals who will be glad to contribute the amount neces sary to send your committee to Salem. Appoint your committee: do It without delay, and the decent and enlightened cltiiens of Astoria will see to the other details. It will not be the first time that a suffering community has been thus obliged to go around the custom ary methods of obtaining legislative relief by calling upon those represent ing other sections of their state to de spatch public business for them. COTTOX ASKS FKOTECTION. The cotton states of the South have for years been a stronghold of free trade ideas. But there has come a change view among the cotton plant ers. Time was when to talk of Im porting raw cotton Into the I'nlted States was as silly as "to carry eoals to Newcastle." But that time has gone by. The cotton raised in Egypt is im ported into the I'nlted States and used by our manufacturers. Raised by fel lah labor, among the cheapest in the world, it can be sold here at a good profit. This Egyptian cotton comes Into di rect competition with the "extra" or long staple cotton of the South: and the competition has become so severe as to threaten to drive the Southern long staple out of use in our own mills. Dur ing the fiscal year ended June 30, last. American cotton mills used 43.000.onO pounds of Egyptian cotton. Hence it is not strange that representatives of the cotton-planters of Louisiana. Mis sissippi. Tennessee and Arkansas ap peared before the ways and means com mittee, asking for a duty of three cents per pound on imported cotton. Some of the Southern moss back poli ticians are horror-stricken at this move, but the politicians have always been a curse to the South, and it Is a cheering sign that the men of affairs down there are beginning to look on the tariff question in the right light as a busi ness proposition and not as aj political tenet. In the early days of the repub lic, before the blighting slavery ques tion arose, a duty was imposed on im ported cotton, and John C. Calhoun was Its champion. There is no reason why cotton planting shall not be properly protected, the same as wool-growing and other similar industries. THE IDEAL PANACEA. James L.
