remedy for the evils complained of by
our correspondent. Is furnished by his
own suggestion that the fruit packers

fers to have taken measures to pro
tect themselves against the Imposition
of false labels. The fishermen and
packers of the Columbia river have a
mutual Interest in the preservation of
the salmon industry from the fraudu
lent practices of their fellow crafts
men elsewhere, and It occurs to us that
the best way to obtain the benefit of
all needed protection Is by a little con
certed action and more harmonious
agreement among themselves.
If our esteemed correspondent will
take the trouble to call at the Astoiian

The reasons assigned for this are that
new men have come Into politics the
last fouc years, and many old ones have
never received any recompense for their
work done in the past. For this reason,
as far as possible, the offices will be
distributed among the new men, or
those who have not been honored In the
past. Should this prove to be a correct
guess, there are a lot of gentlemen all
over the country who will be sadly dis
appointed; for, as a rule, the man who
has once held an appointive position Is
very anxious to get hold of It again or
something better. .

PROTECTION AGAINST FALSE LABELS.
Referring to the bill recently intro-i
duccd in the s.-nate by P-nato- Mitc!iell !
on the subject of salmon propagation,
the full text of which we print In an
other column, one of the best known
cannerymen on the Columbia river
writes the Astorian as follows:
"In connection with Senator Mitch
"ell's bill for the hatching of salmon,
"would It not be well to agitate the
"feasibility of securing national legls
"latlon In the protection against false
"labeling by outside packers, or the Im
proper use of the 'Royal Chinook' la
"bel? After we have ptopagated and
"packed the choicest salmon In the
"world, we would like to reap the
"benefit In price. The standard is be
"Ing lowered, as we know, by inferior
"fish being put under these labels by
"nearly every packer outside of the
"Columbia on the coast. The fruit
"packers have taken measures for pro
jection against this Imposition, and
"only the salmon Industry is without
"this defense. In your opinion could
"not the United States government fur
"nl&h protection to the consumer and
"packer?"
Our correspondent has evidently got
a wrong idea of the principle upon
which the government can with pro
priety extend federal aid to encourage
the propagation of salmon in the Col
umbia river. The government could
have nothing to do with the protection
of the salmon fiherlrs !n th? Crl ixbia
river for the sake of furnishing him a
better market or a better price for his
pack of Chinook salmon. Indeed, It may
!) said, in any money it might appro
priate fir that purpose it would have
exactly the contrary object In view. It
is to cheapen such fish and b-ing them
within the means of the largest possi
ble number of consumers, and for that
purpose only, that the government can
find any warrant In the constitution
for the setting apart of public money
to Increase the supply of Chinook salm
on. The government may propagate
Chinook salmon in the Columbia river,
just as it propagates catfish in the
tributaries of the Mississippi river, or
the peculiar varieties of fish Indigenous
to the waters of any other section of
the country for the sole purpose of
serving the public Interest; and to this
end It would make no difference to the
government how- much other fish were
packed and falsely labeled as Chinook
salmon so long as the Chinook salmon
which It might help to grow in the
Columbia river were caught and eaten
by It own citizens.
The Astorian knows of no federal
legislation that could be adopted within
constitutional limitations which would
prove effectual to protect the Interests
of the salmon packer against the Im
position of bis dishonest rivals in trade
any more than those of the fruit raiser
or wheat grower. It Is or ought to be
an accepted maxim In theology that
