The passage by the Georgia legisla ture of an act maintaining' the gold standard In that state, la highly credit able not only to Georgia, but the entire South. Astoria wants free towage. Astoria will have free towage If Mr. Ham mond can arrange It. With a free port at San Francisco, there Is nothing else for the business men at the mouth of the Columbia to do but make a free port here. Mr. Hammond Is coming in the wry .near future, and every Astorlan is re joicing over the foL With many schemes on hand for the development the city, it would be strange indeed. If Mr. Hammond could not Infuse some life Into this port and imbue some of Its business men and property owners with a little energy and indomitable mill. It behooves Astoria ns to be ready to meet Mr. Hammond and bold up his hands In any and every enterprise that may In any way develop the resources af Astoria, W'arrenton, FlaveU New As toria, Alderbrook, South Astoria or any other Astoria. Secretary Francis comments on the increase In th list of pensioners, which he takes pains to emphasize is now the largest ever known in the history of the country. He follows this with the some what obscure explanation that the ap parent Increase is due to the Increasing deaths among old soldiers apd the di vision of their pitiful allowances among minor children and widows. We would like to ask the honorable secretary If this doesn't prove tha the Kns:.-.n list is actually decreasing rather than in creasing, as the italicized portion of his report was evidently Intended to show. Like a good many other South ern Democrats, Secretary Francis is probably somewhat prejudiced against the nation's dependents, but we doubt if any disbursements made by the gov ernment tends to do so much general good among all classes as the pensions paid to its old defenders. The letter from Gen. Charles Grosve nor, published a few days ago In Cin cinnati, taken in connection with other things, declares on high authority that the policy of the new administration mill be to assume at once full respon sibility fcr the tariff for revenue though not for revenue only legislation that is inevitable; and to call an extra session of congress. This Indicates a positive policy the casting aside of all makeshifts, such as the Dingley bill, which Is of an avowedly temporary character, and alBO the Issue of certi ficates of indebtedness. The fact is, the McKInley administration will be confronted by a deficient revenue, and It Is, so far as there are signs of the times, the purpose of those who are to assume authority, to go at once to work to find revenue and protect Industry, as (he first and Imperative business of the new administration. In the belief that the tariff can be revised without disturbance or delay. THE ENLARGEMENT OF TRADE. It is not probable that the mercantile interests of the country expected any marked improvement in trading activ ity so soon after election. Indeed, the more conservative houses that have had wide experience In the matter of not ing the effect of changed governmental polities and prospective legislation upon business conditions did not anti cipate any revival of business before spring. While there has bem a marked re vival of activity in the manufacturing industries owing to an increase of con fidence on the part of capital, it follows from the nature of things that mer chandising would be the last to feel the effect of a more optimistic business outlook. Unemployed capital must be distributed by reopened productive In dustries before there can be any in creased soles In merchandising. Another reason why the Indications or returning prosperity are not so marked In mercantile quarters as in manufacturing Industries Is the fact that milions of dollars' worth of orders were given before election conditional upon the triumph of McKInley and sound money. This, of course, cannot be classed aa new business, and yet the subsidence of these deferred orders does not Indicate a decrease of business. The gain has been greater than anybody loked for, and It ta to be expected that a small part of It Is In excess of the present consuming demand. The best and surest Indication of a certain re vival of mervhantlle activity Is fur nished by the heavy orders lhat are be ing placed for foreign merchandise. In the manufacturing Industries It Is estimated that nearly S5.000 men have been given employment since-the elec tion of McKlnlcy. In the estimate compiled they are rlaasliled as follows: Nineteen thousand one hundred and ninety iron and steel workers. K!15 glass milkers, 13,Stl5 Intplement-mukiTS, !.(il2 clay workers and helpers, UW lum bermen. .5W shipbuilders, furniture and paper nxtkera It la true that thousands have not yet felt tho returning tide of provrlty. The railroads will not experience any marked revival until a season of In creased productivity In the factories and mills ha given them the big freight business which they lost under the Wilson tariff law. Hut general prosperity is surely on the way. The Inauguration In March and the extra scwion of the new congress are cer tain to be followed by an awakening In all lines of productive and trading ac tivity. 11 Kit PIES.
