Under these circumstances it becomes interesting to note some of the marked features of the Dingley compromise tar iff measure. It will readily occur to people who are well Informed on the economic controversy In this country who take the trouble to familiarize themselves with the provisions of the Dingley bill that it does not respond t) the popular demand. In that it is nekh-r a perfect revenue measure nor a per fect protection measure. One of the principal objections to the bill as a permanent revenue measure fa the fact that a good portion of the schedules represent horizontal In-trtaj-a . Horizontal dealing with the tarli? question will not be satisfactory to the American people. The St. Louis platform pledges the administration to the enactment of a tariff law that shall be adapted to present industrial con ditions. A 15 per cent horizontal in crease on all the schedules but two, which i.i a feature of the bill, di-s not conform to these conditions. The duties en the various articles of import must be governed by conditions affecting the particular Industries which they repre sent. Another feature which the permanent tariff law of 1S:'7 must p9-ss Is the substitution of specific for ad valorem rates of duty. The ad valorem method of levying Imposts Is repugnant to ad vanced ideas of tariff legislation. It opens the door for fraud and misrepre sentation and Is a fruitful source of lit igation. The Dingley -bill could not answer the requirements of a perfjyct tariff law which was Intended for any degree of permanency for the reason that It does not provide for this very desirable change in the imposition of duties. It will therefore be readily seen that whatever disposition is made of the Dingley bill the construction of a per fect tariff law, designed to yield enough revenue for the government and to pro vide for the maintenance of the Amer ican wage standard, must occupy a fcu-ge portion of the time of the fifty fifth congress, whether called in special session or in regular session. The Dingley law is merely designed as a temporary revenue device to pro vide for an emergency. For the pur pose for which It was intended It could not be Improved upon.
