Why should he speak of "a sound money scheme" ns some new plan which the Republican are contending for and would put In op eration if successful at the coming elec tion, and then go on to predict conse itnnccs likely to result from the ex periment, which he knew would excite not only apprehension In the mind of every credulous person who might hear him. but which wore Intended to arouse the passions of hatred and malice to wards the Imaginary beneficiaries of this proposed "scheme" cf swindle and plunder? Was this the riuht way to reason with and enlighten those who were looking up to him for Instruction on the free silver question? A man of his un doubted ability does not have to pros titute his talents In the service of such a class of papers. No person of good taste or morals has ever seen any hu mor in his grotesque caricatures of men who never did him any injury, albeit they may be his master's enemies. Continually there is breaking out In Bryan's talk the studied policy of ex citing the "classes," as he arranges the communities, against each other. He regards himself as a revolutionist, whose mission Is to rule or ruin the gov ernment of the United States, and he Is pushing- hard In that direction. The theory of the capture of the Chicago oonvention by Altgeld and Tillman was that the Eastern States were to be thrown away with the object of plc Ing p the West and South, and uniting them In a sectional system of spoliation cf the Northwest, based upon the old slave state notions that we ought to sell raw material to Europe and get ur manufactories from the nations that combined cheap capital and cheap la borand that laws promoting home manufactories robbed the farmer. The West and South sectionalism Is there fore simply to return our states so far as possible to the condition of the col onies. In order to work up public opin ion to this effect it Is necessary to cause intense dissatisfaction among the peo ple, and there have been strenuous ef forts directed to that object for several years. There has been a conspiracy of detraction of the government of the United States, the cultivation of mon strous and barbarous calumnies against ur government, and the silver scheme Is embodied In the hope to acquire pop ularity by a policy of repudiation. Bry an Ism is the blossoming of this scan dalous treachery to the constitutional republic of the fathers. PENNOYER S DEMAGOGISM. Pennoyer is reported to have said at his Friday night meeting: "Tile so-called sound money Bcheme is "one which will do away with treasury "notes, necessitating the issuance of "bonds and compel us to borrow money "of the bankers, who In turn are allow "ed to Issue national bank notes. If "gold continues to be the sole money "of redemption all that money will be "in the banks and nothing but bank "notes will be in circulation. Then, "when ane wants gold, he must take "those notes to the banks and pay what ever premium the banker may choose . "to demand. The scheme is one of the "bankers to place the people In their "power. When congrefs does its duty "and makes silver full legal tender, "there will be no such thing as a 33 "cent dollar, but the white metal will "remain at par the world over." If the ex-govcrnor used this lanimae, and there Is reason to believe he did, he is certainly one of the most unscrupu lous demagogues who ever disgraced American politics. He knows that in every community in this country today there Is a considerable element t.f the people the "common" people, a? Mr. Bryan delights to call them who ar earnestly seeking the truth about the Issues of the campaign. He knows these people are nol actuated by any party spirit; that the personality of any candidate is a matter of indifference to them, that, In short, these voters are Influenced solely by the intensity of their personal concern that the elec tion shall be carried on the side of the best interests of the country. Pennoyer knows that In their eagerness to learn the truth, these people are thronging every political meeting, that they are giving the most respectful attention to every decently appearing speaker who comes to their locality, and are receiv ing with almost childlike sincerity and trustfulness all Information on the sub ict which seems to come from respect able authority. He knows, too, that the extent of this inquiry and study on the part of the particular class here alluded to, Is a new feature in our pol iticsthat It amounts to almost a phe nomenon in our political history, and that it Is the duty of every honorable and patriotic citizen to rejoice over this new development In our experiment of popular government, and that every effort should be put forth to protect their minds from the path of reason which they were endeavoring to follow, and arouse In them emotions of In dignation and vlndlctlveness against those who opposed the election of Mr. Bryan. The ex-governor was thus guilty both of a shameful betrayal of the confidence reposed In him and a base requital of the compliment shown by these people In coming out to hear him. Happily these honest truth seek ers knew more about the real Issues of the campaign than the ex-governor thought they did. They detected the sophistry which constituted the very beginning of his discussion, and recog nized that the conclusion he pretended to reach the effects he Invented and described as the result of the gold standard to be based upon a false and fraudulent premises. They know the Republicans are advocating no new "scheme" are proposing n untried ex periment, but. on the contrary, that is exactly the thing they are flirht- Ing. They know that It is the ex-gov ernor and his fellows who propose the new "scheme" It Is he who wants the country to try an experiment, and that so far as the question of money is con cerned, the Republicans are merely de fending a system under which this country has grown to be one of the greatest on earth, and which has been in operation ever since Its government was founded. Pennoyer Is a fraud and hypocrite of the first water. His Friday night ef fort was not the first time he has tried to humbug an Astoria audience. It is within the memory of many reputable people here that during his candidacy for the office of governor he publicly proclaimed from a hotel balcony In this city, that "sixty days after his Inaugu ration every Chinaman should be sent out of the city." He Inveighs against the gold standard, denouncing it as a scheme of the rich men to rob the poor, and yet exacts the gold clause In the 10 per cent Interest bearing morv gages he takes as a money lender from poor people In Portland. He knows that he is loathed and despised by in telligent people throughout Oregon, and he advocates free silver not because he believes in it, but because It gives him an excuse to abuse the honest and respectable element of people and thus make himself solid with the lower and vicious classes, upon whose votes be a -tr. .
