hie part played by newspapers In the
present campaign. Campaign orators
who speak to hundreds are enabled to
reach hundreds of thousands through
the medium of the press. Every phase
of the great Issues Is discussed and ar
gued In the newspapers and all the
facta required to form sound conclusions
are Impartially set forth. Questions are
answered and Illustrations furnished.
No newspaper reader can complain of
lack of opportunity to Inform himself
fully upon the merits of the contending
parties to the presidential contest. It Is
almost impossible to Imagine how the
campaign could be prosecuted without
the agency of the newspaper.
Four years ago the Democratic cam
paign hinged upon high prices. Far
mers and worklngmen were told they
were paying too high prices for every
thing they had to buy, and were ex
korted to bring on a millennium of
cheapness by voting for free trade. We
mil know what the result has been. Now
the same crowd are howling that prices
are too low. The farmers are told
that tbey are not receiving high enough
prices for what they produce, and the
worklngmen are expected to vote for
a policy which. It is declared, will make
them pay double for all they have to
buy. Are the people of the United
States Idiotic tnough to be fooled twice
by the same conscienceless set of demagogues?
heard for the principles and policies
which tend to produce the highest state
ff national prosperity, and bring the
greatest happliwss to the greatest num
ber of people. There Is no representa
tive of the great ecclesiastical body to
which he belongs nor of any other re
ligious sect or organisation who.ls more
universally respected or who wields
more inlluence than this great Catholic
prelate. His ringing words will find
an echo and carry a w eight far beyond
the con tines of the state honored by his
residence, and It Is not too much to
say that nothing thai has been yet said
or which may be said before the cam
paign closes In November will do more
to roll up the majorities essential to
vindicate the honor and intelligence
and restore the credit and prosperity of
the nation than this powerful appeal of
Archbishop Ireland.

The treasury statement for October '.
foreshadows the coming bankruptcy of
the government under the detlcit-pro-ducing
Wilson tariff law. The revenues
were over $"..000,000 less than the es
penditutvs during September; and for
the first three months of the fiscal year
the deficit exceeds $i.OM.0Otf. And dur
ing those three months the expenditures
over receipts have been $6,000,000 more
than for the corresponding period last
year.
If this rate of shortage In revenue
continues for three months longer, the
treasury will not have money to meet
the ordinary daily expenses of the gov
ernment, unless it ues the gold reserve
to meet them. The gold In the treasury
has gained Ke.OOO.OOO In three months,
greenbacks being tuken out as the gold
was paid in. This has diminished the
currency in the treasury that much.
What will Cleveland do? The law
gives him authority to Issue bonds to
keep up the gold reserve, but not to
meet the ordinary governmental expen
ditures. The treasury would have been
bankrupt long ago, had it not been for
the previous bond issues. True, the gold
was not used directly for expenses; but
w hen It was drawn out greenbacks were
paid In; these greenbacks went into the
general fund, and were used for ordina
ry expenditures. In effect, the proceeds
of the bond issue have been used to
cover thi deficit created by the Wilson
law.
The people should take note of this
condition, and vote on November 3 for
a policy which means abundant revenue
tnstetd of monthly deficits.

It may be wrong to bet on the re
sult of an election, but the way in which
the beta are placed give a good idea of
the trend of public opinion. As a rule
the men who put up money are busi
ness men, and they do so on purely bus
iness principles. There is little senti
ment about it, and the bets are offered
purely as a money making venture. In
New York the bets on the result are of
fered at 14 to 1 00 McKlnley. Even
money is offered on McKlnley carrying
New York City, California, Kansas,
Kentucky, Maryland, and West Vir
ginia. Odds are offered that Bryan
will carry Alabama, Arkansas, Colora
do, Georgia. Idaho, Mississippi, Mon
tana, Nevada, South Carolina, and Tex
as. Odds are given that McKlnley will
carry all other states. The states In
which odds are offered on McKlnley
have an aggregate of 236 electoral
Totes, or 12 more than enough tq elect.
The states, on which McKlnley odds
are offered and on which even money is
bet aggregate nearly three hundred
electoral votes. The total electoral votes
of the states In w hich odds on Bryan
are offered is 164, or 60 short of the
number necessary to nominate. This
gives a good idea of the feeling as to
the result. The men who are willing
to put up their money are not guessing
on the result. They firmly believe Mc
Klnley will be elected.
In reply to a request for Information
the American Economist has received
replies from $55 manufacturing estab
lishments of the country giving the
number of hands employed in July last
and the number employed In June, 1S92,
together with the amount of wages paid
in the two months. These replies show

It is the current rumor in Washington
political circles that the report of the
Venezuelan commission will be adverse
to all claims of Great Britain. It is fur
ther alleged that their decision will be
communicated confidentially to the Brit
ish government, coupled with the Inti
mation that. In due time, It w ill be com
municated to congress; and that It may
e-expected that this will result In the
adoption of a resolution instructing the
president to notify Great Britain that a
persistence in occupancy of Venezuelan
territory will be considered an act un
friendly to the United States. Such a
notification, translated from diplomatic
language into plain English, would
mean, "Get out or fight." It is ex
pected that Great Britain will heed the
private intimation, and make some ar
rangement with the Venezuelan gov
ernment directly, which would obviate
a "back down" to this country. Again,
it Is deemed probable that Lord Salis
bury will play for delay, In the hope of
postponing a decision until the new ad
ministration comes In on March 4, next.
But Cleveland and Secretary Olney will
undoubtedly press the matter to a con
clusion, If possible; for they desire to
wind up the case and get out of It
whatever glory may accrue. We have
never supposed that the finding of the
Venezuelan commission would support
the land-grabbing propensities of Eng
land; and the trend of events, so far as
they have been made public, shows that
the British government has always pre
sumed that this would be the outcome.
Great Britain can not afford to go to
war over this matter, and the only un
solved "Jesobleni In the whole matter is,
what method she will choose to get out
f the scrape.
Archbishop Ireland's earnest address
to the business men of Minnesota is one
of the strongest appeals for the election
of McKlnley and the cause of sound
money uttered during the entire cam
paign. Bishop Ireland has long been
recognized as one of the greatest living
patriots In American history. This is
not the first time his voice has been

When the thousands of other establish
ments are considered some Idea may be
had of the loss to the country, through
