ter conveys the idea that the govern

deception, whether Intentional or not.
Mr. Bryan knows very well that free
and unlimited colnngv Is a proposition
to ttisiene with the protection that the
government now gives to silver, and
simply require It to coin for the owners
nil the bullion that may bo presented.
As for the fixing of a price, that would
depend entirely upon conditions out
side of the act of coinage. The relation
of the government to the transaction
would be merely that of an agent, with
out nny responsibility except that of
accuracy in weighing and stamping the
metnl. In other word' the prop that
now sustain! live silver dollar -'he
pledge to maintain the parity of the
two metals would be withdrawn, and
the new dollars would have to stand
on their own merits, which Is to say
that they would bt worth only the value
of the silver contained in them. This
point is one that can not be too often
repeated. It Is of more Importance than
any other of the pending controversy,
because It shows the fallacy of the free
coinage scheme so far as the continu
ance of th present advantage of the
silver currency la concerned. That ad
vanage would at once disappear, and
the Inevitable result would be a shrink
age of value to the extent of the differ
ence between the actual and the nom
Inal value of such money.

Bryan's majorities In November that is I
principally notable for the fact that )

A MYSTERY.
Every cltlxen and voter should study
the money question with special refer
ence to how- free and unlimited silver
coinage and a debased currency would
affect him not necessarily how It
would affect him for the moment, but
how It would affect him In the long
run. A debtor might possibly gain
temporarily by scaling his debts, but
he might be forced again into the pre
dicament w here he would want to Nar
row once more. A man who repudiated
his honest debts once would have
hard time to repair his credit so that
people with loanable capital would
trust him a second time.
Wheat is rising In the market and
that Is bad for the Pop Detns. Could
anybody who has been listening to the
sad story of the awful crime of '73, and
the mournful demonetisation of the
11,000 tons of silver money we have
packed away In cellars, and the terrible
appreciation of dollars which has been
so dreadful that labor gets more dol
lars than before the crime of the cen
tury was dreamed of, and the submis
sion to the gold system of the country
that produces more gold than any other
could anybody of the Bryan turn of
mind and twist of tongue tell us
whether when wheat is rising silver
fa going up or gold coming down? We
would be glad to know Just that be
fore going further.
Mr. Bynum, chairman of the national
eommlttee of the national Democratic
party, said In his speech notifying
Palmer and Buckner of their nomina
tion, that never was a campaign for
the exalted office of president of the
United States made upon such a low
plane as has been made by the Chicago
nominee today. He referred to Mr.
Bryan's appeals to class and sectional
prejudice and said: "There is no con
flict between the classes of this country.
The prosperity of one depends upon
the prosperity of all. The appeal to
the worklngmen of this country and to
the agriculturalists, in an attempt to
make them believe that they are op
pressed by the wealthier classes, is an
appeal that no true, sincere patriot
sught to make In appealing to the peo
ple for their suffrages." There will be
no dissent from this by right-minded
men, who can understand the tendency
of the demagogic and mischievous ap
peals which Mr. Bryan constantly
makes to the passions and prejudices
of those who hear him. His efforts to
array employes against employers and
to Instill into the minds of wage work
ers and producers hatred of all other
classes to divide the people Into an
tagonistic element cannot but be rep
robated by every citizen who desires
peace, order and a government of law.
Inflaming the spirit of discontent and
Inciting popular discord is most repre
hensible on the part of a man occupy
ing the pof-ition before the country that
Mr. Bryan does and marks him an un
mitigated demagogue. The peoj le,
however, are rapidly learning his true
measure and it is needless to say that
the' knowledge is not to his credit or
advantage.

FIXING THE PK1CE OF PILYEIl.
One of Mr. Bryan's favorite state
ments Is to the effect that any pur
chaser wh J stands ready to talte the
entire supply of any article at a cer
tain price can prevent that article fall
ing below that price; and so the gov
ernment can fix a price for gold and
silver by creating a demand greater
than the supply. This sounds well, but
It Is irrelevant and misleading. Of
course, if the L'nited States should of
fer to buy all the silver in the world at
a fixed price, with the assurance of
ability to do so, nobody would sell sil
ver at any lower price. But this has
nothing to do with the question of free
and unlimited coinage. That theory
does not involve the Idea of the buying
sf silver bullion by the government.
It means tliat the owner of the bulllion
shall be allowed to take it to the mint
and have it coined and returned to him
in the form of silver dollars only that
and nothing more. Under such a policy
there would not be a single ounce of
sliver purchased. The bullion would
not change ownership by reason of
passing through the mint and coming
out as coin; and the only function of
the government in the case that would
