Bryan must Indeed be driven Into a Oesperate corner when he tries to use the letter that Bismarck wrote to the governor of Texas the other day as an argument for free silver. It Is really a matter of wonder that so astute a man as Bryan Is represented to be should make so many blunders In his campaign around the country. His uotations from Lincoln, Blaine, and ther dead statesmen, have all proved boomerang to him, because they have served to show his unscrupulous ten dency to Juggle with the truth, and to even resort to downright misrepresen tation In order to Impose on the as sumed credulity of the humble people to whom he addresses most of his harangues. In his private utterances since the campaign commenced he has rejieatedly mourned the fact that the Intelligent and conservative elements of the Democratic party were everywhere arrayed against his candidacy, and he has tried to make up for this defection by low appeals tx the ignorant and vieious among the masses of the peo ple. As might have been expected, sooner or later, this Bismarck letter has reacted, and Instead of being an expression In favor of free silver, it turns out to be s strong endorsement of the position taken by the Republican party for International bimetallism. The letter. It seems, that Culbertsoo had the presumption to address Prince Bismarck simply asked his views on the subject of "bimetallism." Any ref erence to the subject of free silver was carefully avoided, and for all that ap pears to the contrary ejid It Is likely that Bismarck, in his Ignorance of lo cality and politics in this country, took that view of it the letter might have been written by a Republican who was seeking to sustain the declarations of the St Louis platform. Of course Cul bertson and Bryan assumed that their letter to Bismarck could not be ob tained In time for publication on this side of the Atlantic before election Last week showed unequivocally that the commerce and industries of the country are beginning to regain con fidence. The certainty of McKlnley's election, and the defeat of free silver Is the main factor In this. Resumption of work Is beginning In many factories and mills, which Is a most cheering sign. The revival Is beginning even before the election. When the result on the night of November S shall be ascer tained, and timid men find that the danger of a change of standards has passed away, we may look for brisk times. Every business man will begin to discount the future. He will know that Republican supremacy means more revenue, proper protection, and a restoration of the conditions whlcl made us prosperous in and lf'.' but Eastern papers have' been smart arli wlth that c"tainty before hitn, he While it is true that the expectation of the IVpivrnts that the silver Insan ity would spread III the East as It long ago did in the West, has not been refi lled, the fact remains that the West and South are strongly tinctured with the heresy, and It vvl'.l require the best efforts whieh can be put forth be tween now and November .1 to achieve a victory which will he a death blow to the ti to I fallacy We do not want to have this same old fight coming up again next year, In the eon so on until the presidential election of lai. The threat of repudiation and the silver standard ruins business every time Trade is stagnant, industry inactive, all over the I'nion this year because of it. Let us deal It a blow that will remove It from the arena of pol itics forever. Nothing but a sweeping, decisive victory In November will do It. Make it art Appomattox! Members of the Republican congres sional campaign committee assure me, says a Washington correspondent, they have no doubt whatever that the next congress will have a large Republican majority. For a time there was some anxiety as to the effect which the sil ver erase was giving to have upon the election of members of the lower hous-. But now all this anxiety is over. The members of the committee believe the Republicans will have a majority over all of at least seventy-five volt's. They expect seme hisses from their present majority, which Is really larger than is nevessary, amounting to more than the whole opposition vote. They also expect an increase in the Populist rep resentation, which now numhers seven. According to their reports, the Republi cans are sure of at least 200 congress men out of 33. and they would not be surprised If their total were to reach 5. There are 2tt Republicans In the present house, 103 Democrats and seven Populists. 0 J) l6.47Tl.EA, 14 i 1-'? An examina tion, however, of Bismarck's letter alone Is sufficient to prove the fraud ulency of this latest campaign move of the Bryanites. The prince repeatedly and distinctly refers throughout his letter to bimetallism, and In one place makes this statement, evidently under the Impression that he was being ask ed to say something In favor of the Republican platform: "I hold to this very hour that it "would be advisable to bring about "between the nations chiefly engaged "In the world's commerce a mutual "agreement in favor of the establish ment of bimetallism." Nothing could be clearer from a read ing of the whole letter than that Bis marck does not mean by bimetallism the free coinage of legal tender silver. There Is no public man or respectable faction or party in all Europe believing In free coinage of gold and silver to gether on the old ratio. The only di vision of this kind among Europeans is between those who favor bimetallism that is to say. the safe us? of silver money with golu at paiity with the lat'jsr and th'se who believe in gold monometallism. Mr. Bryan would have been laughed out of the field there long ago. Bisman k is one of the laiK statesmen In Europe who would advo cate free silvt r on the obsolete ratio. It was In- w l forced th abandon ment of the silver standard in Ger many, and put his country ',n the gold standard at the close of the war v. ith France. If th-re was nothing else to forbid any union of s--n-siment between I!ryani:-m and Bis mark, the old warrior statesman's ar dent belief In protection would bad him to repudiate and d'-spise the crowd that Bryan represents. Nothing could be farther from his thoughts than to make the people of this country be lieve from his letter that he favors the coinage of silver money at any ra tio that does not bring the mint and market value of the metal together. Mr. Bryan and his managers will have to Invent some less transparent fake than a free silver letter from Bismarck If they expect to turn the great Ger man vote of this country auay from William McICInb-y. win oe ready to go ahead with con'i dence.
