Bids for build ing a number of torpedo boats, author ized by the last session of congress, were opened by the navy department today. The act made provision for th ree thirty-knot boat and as many smaller ooais, not 10 exceed ten, as could be obtained for 1500,000. In all eleven firms submitted proposals, but notwithstanding the fact that congress specially provided for favorable con sideration of bids from the Gulf coast Mississippi and Missouri valley, not a single proposal came from either of those sections of the country. The northwest coast, however, was well representee, rne bidding was very complicated, owing to the fact that many bidders made combination pro posals for one to three boats, the great est number that can be allotted any one builder. It will require much consideration by the department expert to pick out the lowest and most desirable bids.
