JL In the county court yesterday the principal item of Interest was the entry of an order upon the petition of Chair man Estes, of the citizens' committee, of Seaside, offering a reward of 1100 for the capture and arrest of the thief or thieves who have recently been breaking into houses at Seaside. Owing to the repairing which the Catholic church of this city Is under going, mass will be celebrated next Sunday In the new convent of the Holy Names at the usual hours, 8 and 10:30 m. Immediately after the last mass he blessing of the house will take place, and those desiring to visit the building will be at liberty to do so. The friends of the school are cordially invited to attend the ceremonies. As the 5:30 train pulled out for Sea- ide last evening, a gentleman was al most run down by a frisky team of horses being driven along the narrow latform between the warehouse and he train. The platform at the time was crowded with men, women and hlldren, and it would seem to be a langerous practice for teams to drive here at train times. One gentleman aid that he thought it was quite proji for either the railroad or boat ompany to establish some rules gov erning the matter. The steamer Mayflower yesterday morning bore a merry outing party lown the Columbia to Scurboro heads, 'hinook Beach, consisting of Mr. El more and daughters. I't linger, who has Just re turned from a visit to Cannon Beach, says It Is the first time In three years that he has been on that bench, and that he found many Improvements. Be ing the first of the month he witnessed the grand sight of the high tides break Ing over the large nvks off the shore for w hich Elk Creek and Cannon Beac are notrd. He also reports that the new road being constructed over the mountain at Jie Walters' place Is we under way. Mrs. Austin is making many friends by the excellent umnne in which she runs her place, and the Kusscll House at Elk Creek has also made an enviable reputation this sea son. The free coinage of silver at the ratio of U to 1 Is a policy which no nation has ever before proposed, and it Is not Unlay permitted In nny mint In the world, not even In Mexico. U Is pur posed to make the coinage unlimited, at nit absolutely fictitious ratio, llxed with no reference to intrinsic value or pledge of ultimate redemption. With silver at Its pivseut ptice of less than seventy cents per ounce in the market, such a policy means un immediate profit to the seller of silver, for which there Is no return now or hereafter to the people or the government. It mcitus that for each dollar's worth of silver bullion delivered at the mint, practl- cully two dollars of stamped coin will be given In exchange. For 100 dollars worth of bullion nearly :oo silver dol lars will be delivered. Let It ulso be remembered that the consequences of such an act would proliably le cumu lative In their effects. The crop of silver, unlike that of hay or wheat or corn, which, being of yearly produc tion, can te regulated by the luvv of supply and demand. Is tlxed once for all. The silver which has not yet been gathered is all in the ground. IVurlh or other accident of the elements can not augment or diminish it. It is not more than probable that, with the ciior- iMiua premium offered for the mining, the cupidity of man would make an oversupply continuously with the ne cessary result of steady depreciation as long as the silver dollar could be put in circulation at all. Under the laws of finance, which are as llxed as iho.se of any other science, the Inevita ble result would finally be a currency all and absolutely rial. There Is no difference In principle between a dollar half Hat and one all flat. The latter, as the cheapest, under the logic of 'cheap money," would surely drive the ther out. Any attompt on the part of the gov rnment to create by its flat money 1 fictitious value would dishonor us In the eyes of other peoples, and bring Ih finite reproach on the national char acter. The business and tlnunclal con sequences of such an Immoral act uM be world-wile, because our com mercial relations are world-wide. All our settlements with other lands must be made, not with the money which may be legally current In our ow n country, but In gold, the standard of all nations with which our relation are most cordial und extensive, and no eglsl.-tlve enactment ran free us from hat Inevitable necessity.
