rain squalls and thunder storms may
be expected. Squally weather may be
expected In the vicinity of the Hani
lian Islands, and thunder storms on the
coasts of Mexico and Central America.
In passing through the region of the
doldrums, after crossing the line, ves
sels bound north for the west coast
of America, may expect heavy rain
squalls, thunder storms and frequent
wind squalls. As a whole the chart Is
very complete, and shows the Interest
manifested by the shipping fraternity
in whose behalf It was decided to issue
the chart
THE BANK OF FRANCE.
The London Economist says: "It is
announced officially that the negotia-
tloos between the government and the
Bank of France, for the renewal of the
charter of that establishment. have
been reopened. A decision Is now a
matter of urgency, as the privilege ex
pires at the end of next year. The
question hag been pending for more
than five years. A convention was con
cluded between the state and the bank
In 1S90, to ratify which a bill was pre
sented by M. Kouvler, minister of 3
nance, in January. 15.U. The bill came
up for discussion In the chamber, but
caused such embarrassment to the gov
ernment from the demands put for
ward by deputies to impose more oner
ous conditions on the tank, each con
cession male by the bank to reduce
the period for the new privilege, and
Increase the shire of profits to be paid
to tne state, while rstricting the Inde
pendence of the bank, being followed
by further demands, that the govern
ment withdrew the bill under the pre
text of leaving the matter to the new
parliament that was to be elected In
1893. Nearly three years have elapsed
since the general elections, but until
now the successive cabinets have evad
ed the question. Many deputies are in
favor of making the bank a state es
tablishment, or at least conferring on
the government the control of the note
circulation. The present minister of
finance. M. Cochery, may, however, be
trusted to resist such a revolutionary
measure, ifo far the basis of the pres
ent negotiations have not transpired."
