The city council met in regular ses sion last evening at 7 p. m.. all the members being present, and Mayor Taylor presiding. Aid. Parker was ex cused i from attendance on account of important business in connection with the regatta. Upon motion, the read ing of the minutes o'f the last meeting was dispensed with. Petitions for retail liquor license were filed by H. B. Parker and I. Larson, and referred to the committee on health and police. The report of the treasurer of the public library, showing the disburse ment of the allowance for the month of June was read and referred to the committee on ways and means. A remonstrance against the propos ed amendment of Ordinance 1259, pro viding for the time and manner of Im proving Genevieve street, signed by C. R. Thomson, as attorney for Mary P. Thomson, and also other property own ers, was read and referred to the city attorney for his opinion. Committee on ways and means re ported bae?" and recommended payment of the following claims: Evening News, JL92; 2Sc; 32c; 65c; 97c; 80c; 20c; 28c; 33c; 11.12. The same committee reported on the application of the A. and C. H. R. R. for a redemption deed to the frontage of east half of Lot 2, Block 129, Shlve ly's Astoria, and recommended that the same be granted. In the matter of the application of Herman Wine for the rebate of cost charged on certain de linquent taxes, due. on Lot 6, Block 90, McClure's Astoria, and offering to pay the amount of such taxes, provided a quit claim be executed to him by the city, the committee on ways and means recommended that said application be granted, and it was ordered that said deed be executed on the payment of the whole amount of tax thereon by lir. Wise. The committee on health and police reported back and recommended pay ment of the following claims: Astor House, 318.50; James Petty, 15.50; Gus Gustafson, 12; P. B. Klmer, 14; B. F. Allen, $1; A. L. Fulton 14; Estes-Conn Drug Company, 60c. The pay roll of the city surveyor for levying on property liable for dejln quent taxes due on 18th street assess ment and Adair's drainage district, in 211 First Street Branch 188 Tenth Street, Corner Duane, and THE LIJDWIG, CHICKERING, HABDMAN, FISCHER AND ALL THE LEADING MAKES OF THE WORLD OF THESE FIABJOS WILL BE SOLD AT MANUFACTURER'S PRICES OJXT THE IJtf STAIiLMEttTT PLAN-EASY PAYMENTS. Fri.."lman for re bate on auc tioneer's license or an exten sion in the time for payment ther-of, was referred back by the committee on health and police with a recommen dation that it be not allowed. The consideration of the report of the committee on streets and public ways relative to the surveyor's recommen dation for the grade on 3Mh street, was postponed until next meeting. The committee on streets and public ways reported back and recommended for payment the following claims: 11 F. Prael & Co., J1.25; Foard & Stokes Co. 54. The ordinance confirming the assess ment on Exchange street was called up for the second and third readings. but was referred back to the committee on streets and public ways. The committee on fire and water re ported favorably on the following claims, and they were ordered paid Astoria Transfer Co., 15; Clatsop Mill Co., 49c; C. J. Trenchard, assignee, 11.75; Bremner & Holmes, 120.75; E. C. Foster, 12.50. The committee on fire and water re ported back the petition of Rescue En gine Co. No. 2, for allowance of dis count on monthly allowance warrant, and recommended that the same be not allowed. The report of the water commission for the second quarter of 1896, was re- ported back by the committee on fire and water and ordered filed. Committtee on "public property sub mitted a requisition for repairs on roof of Rescue Engine house, and certain supplies therefor, and same was order ed allowed. The city surveyor's estimate of prob able cost of Improving 10th street be tween Grand and Harrison avenues, one block, In the sum of 15,554, was ordered filed. The city attorney filed his written opinion relative to the liability of the county court to turn over to the city moneys collected for road taxes within the city limits, in which he recommend ed that no action be taken until a decision was reached in a similar case now pending in the supreme court on appeal from Oregon City. The following ordinances were read first and second times: To establish the grade of Irving avenue; to establish the (crude of Harrison avenue. An ordinance providing for the time ond manner f improving 10th street from the south side of Grand avenue to the north side of Harrison avenue, was read the first time. An ordinance to establish the grade of Duane street from ISth to 23d streets was read the first and second time and a motii.ri of AM. Johnson; to appropriate l-'25 out of the road and crossing fund for the benefit of Clinton & Co.; to appro priate !:) out of the general fund for th- police court and Jail; to estab lish the grade at the intersection of 9th stn-et and Grand avenue; to es tablish the grade of Irving avenue; to establish the grade of Harrison avenue; An ordinance appropriating IP us) out of the roid and crossing fund for the benefit of Clatsop county, was read the first time. On motion of Aid. Welch further consideration of the same wa then ordered postponed indefinitely. ordinances appropriating out of the general fund 1100 for stationery, blanks and blank books, and 1120 for the pound, were read the third time and passed. A resolution offered by Aid. Parker providing for a meeting of the board of equalization on September 2nd, 119. at 10 o'clock a. m., to consider the assessment of Franklin avenue, was adopted. On the Joint recommendation of the city attorney and the committee of ways and means, It was ordered that an old Hen of the city subsisting on Lot 2. Block 51. McClure's Astoria, be cancelled, in order to clear the title to said lot, as prayed for by A. G. Spex arth. The following claims were read and referred to the committee on fire and water: Thomas Olsen, 129.75; Portland Electrical Works, 134.07; Columbia Iron Works, 50c. Claims read and referred to commit tee on ways and means as follows: Griffin & Reed, 15.15; seventy-three sep arate claims of the Evening .News Publishing Company, for printing city notices and other advertisements. On motion, adopted by unanimous vote, It was decided that the council should meet and participate as a body In the annual parade of the Firemen's Association today. Th- council thereupon adjourned.
