Captain James Claire, master of the llrlllah bark Jessie Unburn, In a lengthy conimunli alien concerning the uirt nf Honolulu, makea some very strong statements concerning the port charge and refers to Captain Johnson nf the barkentlne Jane L. Stanford and Captain Frater, of the llrlllah bark Corolla, to aubstantlate his statement All were coal laden and It Is to coal cat goes he particularly refers. With out giving the letter In full, he claims that under the usual charter a Vessel could he kept six mouths awaiting discharge, and be unable tn obtnln de murrage. He claims iirltlnh ships par ticularly have no chance at Honolulu. Further, the claim Is made that few vt-Ksels turn nut bill of lading quantity ouIiik to a local system, which they claim In Honolulu "suits themselves," by which the ships Invariably turn out short tvt-lght. Although the wharves belong to the government, there Is a chitige nf two. cents gold per ton per dny, which the captain claims goes to the cniislKliee nf the cni'gii and not to the government. The captain further suites that In his own case, he was 'J) tons over bill of lading quantity, according to his displacement scale, but was only allowed twenty tons, whcrcuM the Stanford was 15 tons short besides the two per cent allowance. Only M tons per day Is the amount stipulated to be received from the ship and that Is the maximum amount which they will take. Vesnels going to Honolulu must get a freight which will ullow thrill to lie Idle for two weeks to a mouth, and then figure that Si tons per day only w ill lie discharged. These are some of the grievances, which the captain wishes to air, although he adds In his letter many minor grievances, which, summed up, evidently mndc the stay In Honolulu a very unplensant one for I1I111. Sun Francisco Commer cial News. WOMAN AND FINANCE. The Natlon.ii American Woman Suf friige Association placed In operation lust year a three years' course of study in Political Science. Clubs en gaged In the study of the course have been founded 111 nearly every state and territory. In an niinouneemeiit nf the work, the committee say: The second year's course of study deals with the two great problem of Finance and TcrliT concerning which the presidential campaign of 1W Is to be waged and won. The course of it tidy Is distinctly non-partisan In Its character. It espouses no cause, but presents the claims of all sides of the subjects under Investigation, In the words of recognized leaders and au thorities. It has been said these ques tions are purely commercial and do not concern women; that they bear no direct relation to the home and Its In terest. No statement can be farther from the truth. Nearly every article which enters the household for use In dally life Is Influenced In price by the tariff. The profits of the manu facturer and the wages of the day laborer are controlled largely by the tariff, and, In consequence, the priva tion or the comfort of the home de pends upon It. One side of the great discussion contends for "High Tariff for Protection to Home Industries;" the other for "Low Tariff for Revenue only." Each party claims for Its side the low prices, the high wages and the comfortable homes. Incomes, the sufety of business enter prises and Inveatments. Shall we maintain the present gold standard; or shall we go back to the double standard of former years through the free coinage of illver? These are queatlons which must be answered In the coming presidential election. Each side declares If the other wins, disas ter, panic and hard times will result. Hard times not only rob the home of Its comfort, but they breed tramps, thieves, suicide, murders, and all klnda of evil. They drive men to pen itentiaries, women to houses of prosti tution, and children to reform achoola Their Influence extends to the remot est corner of our country and affects the life of the moat insignificant Indl vidua!.
