Home of the disturbing clement In the recent fishermen's strike at River's Inlet has at last been loeuted, says the UdKir, and although all will not be brought to Justice, one at least of the Instigators "III be placed In "dur ance" fur a few days to come. He Is the captain of a small twenty-ton schooner called the Han Mateo, which belonga to I'ort Townscnd. and which of late has been doing much mischief In llritli.li Columbia water. It was this crsft which helped to carry the rlir-raff of the Hound to River's Inlet, and which at the termination if the strike there conveyed them away to parts unknown. Hhe has, however, been raptured, and her Illegitimate buslnees for months past Is ac counted fur In voluminous documen tary evidence of which Collector A. It. Milne Is now In possession. Mr. Milne has been In correspondence re garding her for several days, and yes terday wired Inspector Clute at New Westminster to scire the vessel and hold the captain accountable for car rying passengers without a license and for other misdemeanors. The schoon er lies at Hteveston where, according to the Information which Mr. Milne has obtained, she landed forty-two strikers after carrying them from River's Inlet. It Is now known that thirteen of these American schooners have been engaged In the same unlaw ful with. In which the San Mateo was employed, and It will not be well for any of them If they come anywhere within the reach of the vigilant cus toms officers. SECRET OF A CITY'S WEALTH. Hut at the last meeting of the club one of the members started the conversation by a remark which led to an Inter esting talk over the table and toetlps of the club. The leader In the conver satlon this time was the laboring man. who, after carefully adjusting himself so as to secure a comfortable position in his chair, whllo his feet rested cross wise on the edge of the table, de manded the attention of the club by asking. "Why Is It that the people In small country towns are usually bet ter off than the people of the cities?" Teacher "What makes you think that Is true? I had never supposed It to be so. Of course we find extreme poverty In cities, as also we find ex treme wealth. You don't find million aires In country towns, nor could you expect to find the extreme of poverty ihere. I venture that the majority are as well off on an average In the city as In the country towns. Lawyer "I question that. It may be that the people of the city live as well as those of the village perhaps better, hut that Is not necessarily a criterion of their flnnminl condition. There arc plenty of people In this city who live well, but yet are no better than paupers. In my business I sometimes have charge of the accounts of merchants nnd It Is astonishing what a large number of families are supported year after year without ever paying their bills." Merchant "You are partly mlstaK- cn there-tbnt Is, If you Inrer that the bills are not paid. The bills must be nal.l. If the imrchaser does not pay the orlces must be advanced to cover the loss, and the man who does pay his bills. In reality pays also those of his poor or dishonest neighbor." Laborer "But what led me to mage h remark was that I waB up in Port land last week and the week before I was In Tillamook. Now I am certtiln that there Is far more free money in Tillamook than In Portland. That Is, the people of the city down the const have more money to spend for their comfort than those who live In the metropolis." Doctor "I think there is no doubt of that and It is easily explained. The examples you have taken are extreme rases: Portland Is a business center, while Tillamook, although called a city, Is, In a sense, shut off from the rest of the world. But she has this advantage that although far less money Is handled by her Inhabitants. There are twenty ways of standing money In Portland to one In Tillamook. The common people of Portland spend their money as fast as they get It, whllo it Is not so In the country towns. Perhaps 1 don't make myself clear. All the transient dealers, peddlers, fakes, shows, etc.. go to titles like I'ortland, work It for all It Is worth, and go off some where else to spend their money. It Is not so In a town like Tillamook. Th secret of wealth Is to spend less than you earn. It Is true of cities as well as of Individuals. If people would make their city pros lierous they should bring In ev rry dollar they possible can and not let It go out again unless It .Is neces cary or best. "I have noticed that the man who gets rich la the man who always has something to sell. It may be his ser vices, the product of his lalKir, or his knowledge; but If he sells more than he buys his success Is assured." Minister "Thut Is rother a selfish principle to tuke for a guide, ln't It? If we expect others to buy from us we should be willing to buy from them." Doctor "It Is a question of self preservation. 1 do not advocate liv ing entirely within ourselves; that Is not what we are building a railroad for. But what I say Is this: If you are buying a broom and can take your choice between one manufactured In Astoria and one made In Portland, take the Astoria broom every time. If you are hiring a man and can em ploy a man who has a family living here permanently, give him work rath er than the man who will be gone aa soon aa he has obtained few dollars to carry him on a few hundred miles." Laborer "If you need the services of a physician call one who lives here and spends his money here, and not a quack who comes to stay only as Ions- as he can fool the people." Lawyer "When a book-agent ap proaches you, ask him where he lives and If he Is not a resident of Astoria, kindly show him the door. Book agents must make profits, and those profits can as well be kept here ss not." Merchant "But this Is not a good rule to follow In .employing ministers and teachers. We get some of our best by sending away for them. Of course It Is wlsa to employ the good ones we have, but It Is better to lend abroad rather than get poor service." Minister "I agree with that. Travel polishes and perfects a man, especially a professional man. Astoria Is about to complete close connection with the niimldo world and soon we will be troubled with what we have thus far been fairly free from the traveling fakes.
