B4 Third street THK RfcPUDIATlOXISTS UNITED, Let no patriotic citizen Imagine that he Repudiatlonlsts of the country will be divided In the coming contest. They will be united from Maine to Califor nia and from the Northern lake to the Southern gulf. They will embrace In their variegated ranks every shade of repudlatlonlsta, agrarians, social 1st, and anarchists, and they will have hundreds of thousands of well- meaning voters to follow the Demo cratic flag, regardless of the revolU' tlmary principles emblazoned on 1L There Is no reason to doubt that the outcome of both the national meetings now assembled in St Louis will be the nomination or endorsement of the Chicago ticket In fact there can be no other object of the silver convex lion, and it la well known that the . leaders of the Populist organisation have already made some deal with the Bryan managers which binds them to turn over the bulk of the votes of that party to the Democratic candi date. It is true there is some objec tion to this movement by some of the Southern Populists, but the convention can doubtless be manipulated to suit the leaders. Agreeing entirely with the principles of the Chicago platform, ft is difficult to see what excuse either the silver or Populist people can And for refusing to accept the Chicago nominee. . But even If the St Louis convention should not formally nominate Bryan and Sew all for president and vice president, the repudiation vote of the country will be thoroughly united on an electoral ticket in every state of the Union. We do not look for any di vision between these three Repudia tion organisations as to candidates, but should they present separate tick ets they will surely unite on an elec toral ticket in every state, and thus poll the full strength of the repudia tion sentiment of the country for any .1 1 i . . :.i . i ..i.t come within range of success in the Electoral college. The lines between the friends of honest money and the maintenance of public and private credit will thus be distinctly drawn by the united action of the Repudiationtsts at the polls There will be Democrats. Republicans and Populists earnestly united to over throw the honor of the republic, and this deadly asault made upon the very life of the nation calls for like nnited action by all patriotic cttisens, regard less of their political affiliations. The question of maintaining a sound financial system is absolutely para mount to every other issue of national policy, and it must be met as people of every faith would unite to confront a pestilence that threatened their homes. The Repudiatlonists will be united In solid column; the patriotic people of the country must unite with equal earnestness to save the honor of the great Republic of the world. Aitgeld, the Govrn?r of Illinois. r:nd m slier user and finisher of the Chlca-! go convention, does not care at all for the silver question. He uses the pub lic misinformation about silver, and especially what "free silver" means to earry on the social agitation and In eendiarUm he has at heart. He is the principal owner of the Unity Block, one of the great structures of Chicago an enforces the collection of rents in -go U coin" the exact language of the leases being "Dollars, payable in standard gold coin of the United States." This is his business! See It appears by the Oregonlan that Sir. Anderson, a salmon buyer of London. Is in Portland "visiting the trade," with the Gorman Commission Com- nanv. Whether Mr. Anderson's com ing was expected, or he Just "dropped in" on his chaperones, is not stated, hut it Is safe to say he will carry away a different Idea of the extent of that firm's pack of Royal Columbia river salmon, and the Immensity of their canning establishments, than he bad before leaving England. Many of the Democrats who got left at Chicago are alking of a sound mon ey congress, and there Is much said that signifies anxiety on the subject If they want a congress to hold down the revolutionists, they must begin at once and make assurance doubly sure of the election of McKlnley, and give their ballots every time and place where they will tell against the white ratal mania. The sliver question is easy to com prehend when defined as It was jthe other day by an employer to his em ployes in the following simple and practical fashion: "My own and your welfare depends npon the credit I can get at the banks. I can not get my pay for this yet for months. To pay you wages I must borrow money. The banks are full of money belonRtng to other people, but the officers will not lend on any se curity unless ihey are sure that they will receive back from me money a good as they lend me to pay you. It the banks are suspicious they will re fuse me money, and I must discharge you. All this talk about free silver make those who lend me money to pay you suspicious. Do you under stand V Mr. Bryan's business partner Is very confident that Mr. Kryan has not been in the pay of any sliver syndicate whatever. Hut In a thing of this kind It la very difficult for a business part ner to prove a negative. The asser tions already published on this sub ject are strongly barked, and the proof will no doubt be forthcoming at the proper time. Most of the big IVni.viallo dailies of the country having repudiated the Chicago ticket and platform, the small organs which remain In the fold are trying to till the vacancies by quad rupling Hie amount of lying which they would do If they had the assist ance which Is denied them by desertions. No reputable lawyer In this coun try will vote for a presidential candi date standing upon a platform of avowed hostility to the federal Judl clary, and a promise to revolutionise the supreme court In the Interest of anarchy and communism. Mr. Bryan Is In favor of reorganis ing the federal Judiciary so as to make it reflect the opinions of the enemies of law and order. WHEREVER MALARIA SC'ST3. The bilious are its certain prey. Astoria, June 25, 189. m Declaration of Principles Th Republican of th United Stales, assembled by their representatives In National Convention, appealing for th popular and historical Justification of their claims to the matchless achieve ment of thirty year of Republican rule, earnestly and confidently address themselves to the awakened Inlelll- Hence, vxperlcnr and conscience of their countrymen In th following dec imal Ion of fuels and principle: For the first time sine the Civil War tht American people have wit ncssed the calamitous consequence of full and unrestrained IVmocratlc con trol of the tiovernmolit. It ha been a record of unpuiullcd Incapacity, dis honor and dlsnstei In administrative munament It has ruthltasly sacrific ed Itullspenslbl revenue, entailed an unceasing deficit, eked out ordinary current expense with hot rowed money, piled up the public debt by t.'ttS.OOO.OOO In tune of peace, forced an adverse bal ance of trade, to a perpetual menace hanitlng over the redemption fund, pawned American credit to alien syn dicate and reversed all the measure and results of successful Republican rule. In the broad effect of It policy It has precipitated panic, blighted In dustry and trade with prolonged de pression, closed factories, reduced work and wages, halted enterprise and crip pled American production whll stimu lating foreign production for the Amer ican market. Every consideration of public safety and Individual Interest demands that the government shall be rescued front the hands of those who have shown themselves Incapabl of conducting It without disaster at horn and dishonor abroad, and shall b re stored to the party which for thirty year administered It with unequaled success and prosperity. A Protective Tariff. We renew and emphasize our allegi ance to the policy of protection a th bulwark of American Industrial Inde pendence and th foundation of Amer ican development and prosperity. This true American policy (axe foreign pro duct and encourages horn Industry; it puts the burden of revenue on for eign goods. It secure th American market for the American producer; It uphold th American standard of wages for the American worklngmais; It puts the factory by the side of th farm, and make the American farmer less dependent on foreign demand and price; It diffuse general thrift and found the strength of all on th strength of each. In Its reasonable ap plication It la Just, fair, and Impartial, equally opposed to foreign control and domestic monopoly, to sectional dis crimination and Individual favoritism. We denounce the present Democratic tariff as sectional, Injurious to the pub lic credit and destructive to business enterprise. We demand such equltabl tariff on foreign imports which com Into competition with American pro ducts as will not only furnish adequate revenue for the necessary expenses of the government, but will protect Amer ican labor from degredation to the wage level of other land. We are not pledged to any particular schedule. The question of rates Is a practical question, to be governed by the condi tions of the time and production; the ruling and uncompromising principle Is the protection and development of American labor and Industry. The country demands a right settlement and then It wants rest. Reciprocity Willi other Nations. We believe the repeal of the reci procity arrangements negotiated by th Inst Republican administration wa a national calamity, and we demand their renewal ami extension on such terms ns will equalise our trade with other nations, remove the restrictions which now obstruct the sale of Amer ican products In the ports of other countries and secure the enlarged mar kets of our farms, forests and factories. Protection and reciprocity are twin measures of Republican policy, and go hand In hand. Itemocratlc rule has recklessly struck down both, and both must be re-established. Protection for what wc produce, free admission for the necessaries of life which we don't produce, reciprocal agreements of mu tual interest which gain open market for us In return for our open market to others. Protection builds up domestic industry and trade and secures our own market for ourselves. Reciprocity builds up foreign trade and finds an outlet for our surplus. Protection to Sugar Producers. We condemn the present admlnlstra tion for not keeping faith with th sugar producer of this country. Th Republican party favor uch protec tion a will lead to the production on American soil of all the sugar th American people use, and for which they pay other countries mor than $100,000,000 annually. Wool and Woolens. To all our products to those of tha mine and the field, as well as to those of the shop and the factory to hemp to wool, the product of the great Indus try of sheep husbandry, as well a to the finished woolens of the mill we promise the most ample protection. Merchant Marine. We favor restoring the early Amerl- OP THIS REPUBLICAN PARTY. can policy of discriminating duties for the up-bulldlng of our merchant merino and lit protection of our shipping In the foreign carrying trade, so that American ship th product of Amer ican labor, employed hi American ship yards, sailing under th Star and Htrles, and manned, officered and owned by American may regain th carrying of our foreign conunerc. Thf Financial Issue. ' "The Republican party Is unreserv edly for sound money, It caused th enactment of the law providing for th resumption of specie payments In 1S7V; since then every dollar ha been as good a gold. W ar unalterably op posed to every measure calculated 10 d bas our currency or Impair the credit of our country. W are, therefor, op. posed to th fre coinage of silver, ex cept by International agreement with th leading commercial nation of the world, which w pledge ourselves to promote, and until such agreement ran be obtained we beltev the existing Hold standard must be preserved. All our silver and paper currency now In circulation must be maintained at a purity with gold, and w favor all measure designed to maintain Inviola ble the obligation of th 1'nltod States, and all our money, whether oln or paper, at the present stnndmd, the stundurd if III most enlightened na lions of the earth." Pensions for Veterans. Th veteran of th Union armlra de serve and should rcelv fair treatinant and generous recognition. Whenever practicable they should b given th preference In the matter of employ' tnent, and they ar entitled to th n actment of such laws a best calculat ed to secur th fulfillment of th pledge mad to them In the dark dys of th country' peril. W denounce th practlc of th pension bureau o rockleuly and unjustly carried on by th prevent administration, of reducing pensions and arbitrarily dropping name from th roll, a deserving th severest condemnation of th American peopl. Foreign Belatlons. Our foreign policy should be at all tlma Ann. vigorous and dignified, and all our Interest In th western hemis phere carefully watched and guarded The Hawaiian Island ahould be con' trolled by the United Slate and no for eign power should be permltetd to In terfer with them. Th Nicaragua Canal should be built, owned and op erated by th United State, and by the purchase of the Danish Island w should secure a proper and much-need ed naval station In the West Indies. Armenian Massacres. The massacres In Armenia hav aroused the deep sympathy and Just Indignation of the American people, and we believe that tha I'nltrd Slate should exercise all the Influence It can properly exert to bring these atrocities to an end. In Turkey, American rest dents have been exposed to the gravest danger and Amerlran property de stroyed. There and everywhere A mer lean citizen and American property must be absolutely protected at all hazards and at any cost. Monroe Doctrine. We reassert the Monroe doctrine In Its full extent and reaffirm th right of the I'nulted States to give the doctrine effect by responding to the appeals of any American state for friendly Inter ventlon In case of European encroach' ment. We have not Interfered, and shall not Interfere, with the existing possessions of any European power in this hemisphere, but those possessions must not, on any pretext, be extended e hopefully look forward to the eventual withdrawal of the European powers from this hemisphere, and the ultimate union of all the English speaking part of the continent by the free consent of Its Inhabitants. Independence of Cttlia. From the hour of achlovlng their own independence the people of th United States have regarded with sympathy the struggles of other American peoples to free themselves from European dom ination. We watch with deep and abld ing Interest the heroic battle of the Cu ban patriots against cruelty and op pression, and our best hopes go out for the full success of their determined con test for liberty. The government of Spain, having lost control of Cuba and being unable to protect th property or lives of resi dent American citizen or to comply with Its treaty obllgatlnnes, we believe that the ' government of the United States should actively us It Influence and good offices to restore peace and give Independence to th Island, Enlargement of the Navy. The peace and security of th repub lic and the maintenance of Its rightful Influence among the nation of the earth demand a naval power commen surate with it position and responsi bility. We therefor favor the contin ued enlargement of th navy and complete system of Imtlior and sea coast defenses. Immigration Laws. For the protection of lit equality of our American vttlsrtishlii and of th wage of our win kinsmen against th fatal competition of low-priced tabor, we demand that the Immigration lew be thoroughly enforced, and so etnd ed as to exclude from entrance to th I'nlivd State thos who ran nlthr read nor writ. Civil Service. Th Civil Service law was placed on th statute book by th Republican party, which-ha always sustained It, and we renew our repeated declara tion that It shall b thoroughly end honestly enforced and extended whir ever practicable. Free Halloi. W demand that every cltlsen of th United Stat shall b allowed lo cast on fre and unrestricted ballot, and that such ballot shall b counted and returned a cast. I.jliclll g Cotlill'tlltlt'll. We proclaim our unqualified i-oiidem nation of the uncivilised and barbarous practice, well known a lynching ar killing of human beings, suspected or charged with crime, without process of law. National Arbitration. We favor the creation of a national board of arbitration to soltl and ad Just differences whlch may arts be tween employer and employed engaged In Interstate commerce. Free Homesteads. W believe In an Immediate return lo th fre homestead policy of th Republican party and urg th poasag by congress of th satisfactory free homestead measure which ho already passed th house and la now pending In th senate. Admission of Territories. We favor the admission of th re maining territories at th earliest prc-( llcabl dat. havng du regard to th Interest of th people of th terrlto rle and of the United State. AH th federal officer appointed for the terri tories shall be selected from bona fid residents thereof, and th right of self government shnll be acorded a far a practicable. Alaska Representation. We bellev the cltliens of Alaska should hav representation In th con gress of the United States.to th end that needful legislation may be Intelli gently enacted. Sumptuary Legislation. We sympathise with all wis and le gltln ato effort to lessen and prevent the evils of Intemperance and promote morality. . Rights of Women. Th Republican party I mindful of the rights and Interests of women. Pro tection of American Industrie Includes equal opportunities, equal pay for equal work and protection to the home. W favor the admission of women to wider sphere of usefulness, and welcome their co-operation In rescuing the coun try from Democratic and rontillst mis. management and misrule. Such ure the principles and policies of the Renubll- can party. By these principles we will abide and those principles we will put Into execution.
