Is located at the terminus of the Astoria and
Colntntia River Railroad, at the mouth of the
Columbia River.
. It fronts on the deep water of the Columtia

These facts were reconked ty the Astoria
& Columtia River Railroad Co. when
New Astoria Was Selected as
the Starting Point for their Railroad
and the Location for the Terminals.
New Astoria Is platted upon a plane high
enough for perfect drainage, and well protected
ty a high ridge behind it.
Its streets and avenues are wide, and, in

sued to S. Normlle for the grading of
two blocks on Grand avenue, and
bonds to the amount of 83,502.67 and

In the matter of the ferry to con
nect with the Lewis and Clarke road,
there Is apparently some hitch con
cerning the approaches on the Astoria
side. The county court has received
and opened bids on the west aide ap
proaches, but will not let any con
tracts until the city council provides
for the approaches on the Astoria side.
As soon as the city completes the
approaches to the Young's river ferry
connecting with the new Lewis and
Clarke road, teams from the Wallus
ki and John Day can drive right
through to Seaside. Fifty teams. It is
said, will come to Astoria for the re
gatta if they can get Into the clty. The
west side approaches will be finished
in two weeks.
Fishermen who returned yesterday
from a trip In the Nehalem, report
that some of the residents In that vi
cinity are in the habit of using dyn
amite in the streams, thus killing
quantities of fish which only rot. One
of the principal offenders was last
year fined for this same practice. The
authorities should see that the cus
tom Is stopped.
A gentleman who came to Astoria

Work on the entire railroad Is now
In progress. The last contract u
let yesterday afternoon on the main
line. A. C. Goerlg was the successful
bidder who secured the contract for
the foundation pile driving for the
yards as well as the contract for the
Scow Pay depot. Honeyman, Dellart
Sk Co. have a force of men at work
and will increase the number of gangs
as rapidly as possible. A large part of
the grading on the main line to Goblc
will be completed by the time winter
seta In. The Seashore division Is In
good shape, and the rolls across the
Young's Hay bridge will be laid as
soon aa the first ship arrives. The
I Flavel dock will be ready In a few
J days for the unloading of these rails.
and old seamen expressed the opinion
that If the southwesterly wind now
blowing continues for a short time, one
or the other or both ships will show
up. The Warrenton depot Is rapidly
approaching completion, and by next
summer all will be In readiness to
handle the new wheat crop. Prominent
property owners yesterday expressed
the opinion that the work had been
pushed forward with greater rapidity
than they had antlcpated. The rail
road company, In fact, has done more
than it promised to do this season,
and Is spending many thousands of
dollars which have helped to make As
toria a good business point In spite
of hard times.
Mr. A. B. Hammond arrived yester
day morning and says that he Is here
to stay to look after his Interests and
those of the railroad. When question
ed by an Astorlan representative aa
to the probabilities of other enter
prises being taken up this fall, Mr.
Hammond said:
"Men with money to Invest In pay
ing enterprises, do not have to be
hunted for with a gun. You cannot,
however, expect outsiders to take hold
of propositions which the residents
and property owners of your own
community are not willing to take
hold of themselves. What Astoria
needs besides a railroad is payrolls,
and these can only be secured by Ini
tiatory action upon the part of lead
ing business men and property owners
In any community. There are won
derful opportunities here for the de
velopment of natural resources which
will make this one of the richest com
cemclat centers on the coast, but It
seems to me that such enterprises as
sawmills, flouring mills, elevators and
dry docks should be started by Asto
ria ns. Others will quickly fall Into
line when they see a determined spirit
manifested by your own people here."
Many times In these columns have
prominent business men and visitors
eulogized Astoria and commented at
length upon Its extraordinary natural
resources. Beyond a question of
doubt, however, the fact remains that
little can be accomplished towards es
tablishing manufactories and develop
ing those resources unless Astorlans
themselves first put their shoulders to
the wheel. Take the one matter of a
sawmill. This port should control not
only its own factories for home con
sumption, but also the shipments of
lumber to foreign ports. ..Today It Is
Impossible to let contracts In this city
for large amounts of rough or Unladed
lumber, or sash, doors and blinds, to

say nothing of high grades of mould
ings, flooring, panel work. etc. Con
tractors are obliged to go to Port
land for this class of work when It Is
wanted In large quantities. Thia Is
not a favorable comment upon a dis
tinctively lumbering town and dis
trict. As It was remarked yesterday,
the principal occupation of Astorlans
seems to be the booming of unim
proved property and waiting for out
side capitalists to come in and buy It
at fancy prices. Certainly little can
be accomplished for the advancement
of the city and the lower Columbia by
such methods. The rule does not ap
ply to all aa there are many notable
exceptions who have given liberally
and worked hard to secure the rail
road and have made advances tow
ards securing manufacturing enter
prises. The work, however, of build
ing up this port has only Just com
menced. The railroad, while It Is the
beginning, and a most important part
of the march of events, 1 really the
smallest part. The hard work la yet
to be done. The merchants who ex
pect things to com? to them, should
turn In and do something themselves
towards establishing payrolls In this
city. It Is by these enterprises that
they are to be permanently benefited,
and the merchants should be In the
front rank of every movement looking
to the securing of factories, ware
houses and drydocks. Had there been
(urge establishments here, with the
nerve and grit to enter the field. It is
not probable that the contract for
building the line to Goble would have
been let to Portland merchants at
one hundred thousand dollars less
than the lowest Astoria bid.
One of the first enterprises needed
Is a sawmill and sash and door factory
capable of supplying the needs of the
home market as well as furnishing
cargoes for shipment to the Orient.
It Is almost certain that the next con
gress of the United States will pass
the Nicaragua canal bill, and before
many years Oregon lumber will not on
ly go to a few markets In the orient and
along the American Pacific coast, but
It can be put Into the markets of the
Atlantic seaboard and Europe. All
these matters hnve to be taken in time
and preparations made to meet fu
ture conditions which will arise as
surely as the sun set lost night. Other
lines of Industry are Just as Important
and need the same attention. It goes
without saying that those same ener
getic, hard-working business men
who have so far stuck to the Astoria
proposition will continue their good
work and enthuse their lukewarm
brethren.
