We commend to the consideration
of the Democrats of Oregon the fol
lowing extracts from the Associated
Press dispatches of last Sunday even
ing, from f-L Louts. Comment would
be superfluous:
"Senator Jones (chairman of the
Democratic national committee) was
asked as to what the Populist party
could expect In the way of recognition,
in case Bryan should be Indorsed by
the Populist party. Senator Jones re
plied that In the event of Bryan's
election to the presidency, he would
know no party, and would recognise
all who had rallied to his support.
Populists were not to be looked upon
as step-children. The recognition of
all stiver men woul be equal. This an
nouncement was received with ap
plause by the Bryan Populists pres
ent."' "I am for Bryan (said ex-Governor
Waitel because I believe the plat
form on which he stands Is an excel
lent one. I believe In his sincerity and
dIltjr to the Populist principles of
ALTGELD and FEXXOTER, who.
with Bryan, dominated the Chicago
convention. The Populists can do no
better than to nominate or indorse
Bryan.""
There are two classes of gold coun
tries in the world, and they are known
as the distinctive gold standard and
as the gold and silver standard coun
tries, differing chiefly In the fact that
in the gold standard countries silver Is
a legal tender for a very limited
amount. The gold standard countries
are Austria-Hungary, BraxiL Chill.
England and her colonies. Including
Canada and Australia; Egypt, Fin
land. Germany, Portugal and the Scan
dinavian Union embracing Norway, i
Sweden and Denmark. The gold and
sliver countries In which both gold and
silver are legal tender, but where the
gold standard of value is maintained,
re the Argentine Republic, Bulgaria,
Hayti, Netherlands, Roumanla. Servia.
Spain, Turkey, United States and the
Latin Union embracing Belgium,
France, Greece. Italy, and Swltxer
land. The silver standard countries
ef the world are Central America, Chi
na, India, Mexico, Russia. Bolivia,
Colombia. Equador, and Peru. Venez
uela has recently adopted the gold
standard. The silver countries In buy
lng from all other nations In the world
pay two of their silver dollars for one
dollar of value. In the United States
the amount of money per capita, that
is, for every man. woman and child tn
the nation, is as follows: $8.78 In
gold, IS.98 In silver, and 15.92 in paper
money, making a total of 123.59. The
ether gold and silver nations vary
from M per head In Turkey te $35.77
per head In France, $22.19 of this being
gold and 112.51 silver. In the silver
eountries the amount of money per
head varies from $2.08 in China to
I05 In Mexico, and J IS in Russia.
But the Russian currency Is mostly
paper, and the government Is now ac
cumulating gold with a view to put-
ting it on a gold ! asls. The an-ount .f !
money per capita in England Is $20.78,
and In Germany $17.50.
THE NICARAGUA.
The suggestions contained in this
morning's Astorian from Hon. Horace
L. Hotchkiss, treasurer of the Nicara
gua Canal Company, on the Import
ance of the early consummation of
thaf great enterprise, should make an
Impression on the business men of the
entire Pacific Northwest. Mr. Hotch
kiss has no doubt that the bill for the
construction of the canal can be push
ed through the next congress, rjvld
ed an effort is made In that direction
by the people of this coast. The fact
that the Republican party has seen fit
to pledge Itself by the Ht. Louis plat
form to the completion of the canal
under tne auspices of the government,
ought to encourage some form of Im
mediate and concerted action. It will
not do to wait for the eastern friends
of the canal to take the Initiative in
the matter, nor Is It saf- to trust to
the influence of an aroused public sen
timent rn favor of the canal to force
it through congress. The scheme has
many determined and Influential op
ponents, and tt is natural to assume
that Its strongest friends must live
west of the Rocky Mountains. But If
those friends sit still and depend simply
on the merits or national Importance
ef the canal to put it through congress,
they will not live long enough to see
the canal in operation. There is too
much disposition on the part of west
ern people to trust to the natural at
tractiveness of their section for the in
vestment of capital and immigration.
They do not seem to realize that the
average Easterner knows nothing
whatever about the advantages and
resources of the great Pacific coast re
gion. Other sections of the country
ply the world with their advertise
ments and inducements for Immlgra-
tlon and settlement, but the only In
formation obtainable about the Paci
fic coast, aside from an occasional
magaglne article. Is the word of mouth
tales of travellers, which, however
good as far as It goes, never reaches
the great majority of people who are
seeking new homes or hunting new lo
cations for profitable enterprises.
Throughout the whole East there Is
an utter lack of all Intelligent Idea and
conception of the Immense Importance
of the Nicaragua canal. Many have'
heard of It In a general way and favor
It on general principles. Just as they
do any proioed public enterprise of
magnitude, but ,few know what It
would really mean to this coast and
the entire country If the canal were
built and In operation. In the fullness
of time the canal will doubtless be
built anyway, but If the people now
living on the Paclrto coast expect to
realise any benefit fr.ci I! they will

JUST WHAT IT MEAN'S.
Let us try to put this silver ques
tion plainly, so that any worklngman
can understand It.
When you get your wagxa on pay.
day you probably receive various
notes. If ou rend what Is printed en
them you will find that they are not
all alike. One says that the United
States will pay one dollar: another
promises one silver dollar; another one
dollar In coin; but you never bother
yourself about these differences. The
notes are all alike to you, because you
know they are of equal value.

changeably and behind them all Is the
pledge of the government of the Unit
ed States to maintain them at parity
with gold. And you know that as long
as the present law remains nnd Is ad
ministered as it Is now, every one of
these notes Is good for a dollar's
worth of gold, nnd has exactly the
value of a dollar In gold all the world
over.
Now, what does the free coinage of
silver mean? It means that Instead
of redeeming these notes In gold, the
United States shall redeem them In
silver. And not with a dollar's worth
of silver, mind you, but with a coin
containing 4124 grains of silver, one
tenth alloy, which is worth anywhere
In toe world today about S3 cents tn
gold.

We renew and emphasise our allegl
ance to th policy of protection as the
bulwark of American Industrial Inde
pendent and the foundation of Amer
Iran development and prosperity. This
true American policy taxes foreign pro
ducts and encourages home Industry;
It puts the burden of revenue on for
eign goods. It secures th American
market for the American producer; It
upholds the American standard of
wages for the American worklngman;
It puts the factory by th side of the
farm, and makes the American farmer
less dependent on foreign demand and
price; It diffuses general thrift and
founds the strength of all on th
strength of each. In Its reasonable ap
plication It is Just, fair, and Impartial,
equally opposed to foreign control and
itomestlc monopoly, to sectional dis
crimination and Individual favoritism.
We denounce the present Democratic
tariff as sectional. Injurious to the pub
lic credit and destructive to business
enterprise. We demand such equitable
tariff on foreign Imports which com
Into competition with American pro
ducts as will not only furnish adequate
revenue for the necessary expenses of
the government, but will protect Amer
ican labor from degredatlon to th
wage level of other lands. Ws are not
pledged to any particular schedules.
The question of rates Is a practical
question, to be governed by the condi
tions of the time and production; the
ruling and uncompromising principle
is the protection and development of
American labor and Industry. The
country demand a right settlement
and thea It wants rest.
Reciiro iiy With Oilier Nations.
We believe the repeal of the reci
procity arrangements negotiated by the
la.st Krpuhllcan administration was a
national calamity, and we demand
their renewal and extension on such
terms as will equalize our trade with
other nations, remove the restrictions
which now obstruct the sals of Amer
ican products In the ports of other
countries and secure the enlarged mar
kets of our farms, forests and factories.
Protection and reciprocity are twin
measures of Republican policy, and go
hand In hand. Democratic rule has
recklessly struck down both, and both
must be re-established. Protection for
what we produce, free admission for
the necessaries of life which we don't
produce, reciprocal agreements of mu'
tual Interest which gain open markets
for us In return for our open market to
others. Protection builds ud domestic
inousiry nnu trade ana secures our
own market for ourselves. Reciprocity
builds up foreign trade and finds an
outlet for our surplus.
Protection to Sugar Producers.
We condemn the present admlnistra.
tlon for not keeping faith with the
sugar producers of this country, Ths
Republican party favors such protec
tion as will lead to the production on
American soil of all the sugar ths
American people use, and for which
they pay other countries more than
1100,000,000 annually.
Wool and Woolens.
To all our products to those of the
mine and the field, as well as to those
of the shop and the factory to hemp
to wool, the product of the great indus
try of sheep husbandry, as well as to
the finished woolens of the mill we
promise the most ample protection.

Pensions for Veterans.
Th veterans of th Union armies de
serve and should receive fair treatment

th practice of th pension bureau so

pensions and arbitrarily dropping

severest condemnation of the American
people.
Foreign Relations.
Our foreign policy should be at all
time Arm, vigorous ant dignified, and
all our Interests In th western hemis
phere carefully watched and guarded.
Th Hawaiian Islands should be con
trolled by the United States and no for
eign power should be permltetd to In
terfere with them. The Nicaragua
Canal should be built, owned and op
erated by the United State, and by
the purchase of the Danish Islands ws
should secure a proper and much-needed
naval station In the West Indies.
Armenian Massacres.
The massacres In Armenia hav
amused the deep sympathy and Just
Indignation of the American people,
and we believe (hat the United Slates
should exercise all th Influence It ran
properly exert to bring these atrocities
to an end. In Turkey, American resi
dents have been exposed to the gravest
dangers, and American property de
stroyed. There and everywhere Amer
ican citizens and American property
must be absolutely protected at all
haiards and at any cost.
Monroe Doctrine.
We reassert the Monroe doctrine In
Its full extent and rcalTlrm the right of
the Unulted Stales to give the doctrln
effect by responding to tho appeals of
any American state for friendly Inter
vention In case of European encroach
ment. We havo not Interfered, and
shall not Interfere, with the existing
possessions of any European power In
this hemisphere, but ttuisn possessions
must not, on any pretext, be extended.

powers from this hemisphere, and the
ultimate union of all the English
speaking part of the continent by the
free consent of Its Inhabitants,
