If there l one Democratic paper that cannot be Induced to believe In the re cent actions of ita party, that paper Is the Louisville Courier-Journal. It says that the Chicago convention will close for years the career of the Democratic party, and continues In this woeful strain: "Defeat as a result of the con vention is Inevitable. It will come, rest assured. In November, Inglorious and crushing. But If, th-ough any .unlock ed for development, the ticket put forth at Chicago should be elected. It would mean even a greater disaster to the Democratic party than defeat at the ballot box, for with the ruin which such a victory would bring, the party responsible for It would be con signed to an exile far longer and more odious than would follow Its failure at the polls." The avowed theory of free silver coinage Is founded on the assump tion that It will bring more money In to circulation. An Increase of the money stock of the country Is ex pected to raise the prices of agricul tural produce and make the payment of debts more easy. This lure Is dan gled before the noses ot the farmers, and especially In face of the men who have mortgages to pay off. Waiving, for the sake of the argument, any con siderations of the bad faith of this , coinage, and the shock to credit and business. It can be certainly demon strated that unlimited silver coinage would not increase the money stock for years to come. For several years, at least. It would greatly contract the money In circulation. Our mints to day running at full blast could not coin more than eighty million silver dollars In a year. The entire silver product of the mines of the world does not exceed one hundred and sixty millions a year. A great share of this product would be directed inevitably to the consumption of the manufactur ing arts and the demands of other sll cr coinage countries. Under any con ditions several years would be requir ed to produce a stock of silver dollars equal in amount to our existing stock f equivalent gold coins. The advent of free-silver coinage would be in stantly attended by a withdrawal of the gold stock from circulation. This withdrawal Is inevitable on the ground of the recognized Gresham law that in the event of free coinage the coin of least bullion value will supplant the coin of greater bullion value. The op eration of this law has been Invaria ble In the monetary experience of the world. Such a withdrawal would cause a contraction of our currency unexam pled in American history. Instead of having more money in circulation there would be a money famine from Maine- to Arizona. The pinching of credit would be Inevitable, and fear fully disastrous to every business In tereist The only good thing under this black cloud would be the utter col lapse of the free-silver coinage hum bug. THE SUBSTITUTION OF HANXA. It fa evident that the Pemocratic campaign will be largely devoted to the substitution of M. A. Hanna for William McKipley. It has already been proclaimed by the Democrats that the election of McKinley will practically mea.n the election of Hanna, who will be the moving spring of the adminis tration. So SIcKlnley will be twice pelted, once for himself and once for the alleged Warwick who made him. This Is really quite an artful scheme of assault. Thus far the campaign dragnet has failed to bring even a tlnsje of scum to the surface discreditable to McKlnley's private life and personal Integrity, but there Is still some hope of besmearing him in raking over the record of his substitute Hanna. In fact. It is announced by one of the newspapers, which are carrying on the campaign work most ardently, that It has scraped up a pile of scandal touch ing Hanna's relations with his work Ingmen, which It proposes to expose from time to time In the most damag ing way possible to the McKlnley cam paign. Mr. Hanna Is a strong man, abun dantly able to take care of himself, and defend his reputation from libel lous asault. He has had an honorable, and successful business life, and his character has never been seriously threatened or assailed until he exposed himself to wanton calumny by his en trance Into the campaign for his friend, McKlnley. Probably he would face the mud-throwing with silent contempt, If he alone was the object of the pelting. But he will be Justly Indignant, as every honest man should be, at the attempt to cover McKinley with the mud ostensibly cast at his leading backer. The design will probably fall of Its end In detracting votes from Mc Klnley to any considerable extent, for Its palpable Injustice cannot be dls- gulsed, and before the end of the cam paign McKlnley will have marked his own Individuality so unmistakably on the stump that he cannot be compared with Hanna or any other prominent barker. Mark Hanna Is not the Republican candidate for president In any sense, and he will not be president when Mc Klnley la elected. William McKlnley has a mind of his own. a will of his own, and a conscience of his own. as nobody will deny If he lives to be the president of the. United States for a term of four years. The silver bug should not delude him self with the Me that the only enemy he has to combat Is the gold bug. There are others, says the Times-Herald. The copper bug Is abroad In the land. His headquarters are not In the Auditori um. He Is not backed by and sena torial syndicate. The ,w net s of the big copper mines In the Lake- Superior re gion have not guaranteed a big cor ruption fund f r the campaign In case a copper bug Is nominated. for pivsi dent Put the copper bug Is making good headway just the same. His ar guments are finding fixed lodgment In the minds of many who have rejected the gold bug and the silver bug. His theories are not constructed with spe cial reference to the copper business. Thiy are built on the same lines of architecture adopted by the silver bnirs. Every argument advanced for free silver applies with greater force to free copper. The widow's mite was copper; the money of the poor Is cop per; It has been coined into money by nearly all the nations of the earth for a thousand years. If the government with Its stamp can make 53 cents of silver worth a full dollar it can make 3 cents worth of copper worth II. If the &!-cent sliver dollar will bring prosperity and give money to all the people the 3-cent copper dollar will bring those blessings In greater meas ure. If the debtor can save 47 cents on every dollar under free sliver he can save 97 cents on every dollar by paying with a S-cent copper dollar. The copper bug certainly has a better scheme than the silver bug. If the ar guments of the silver bug are sound those of the copper bug are sounder. But let us suspend Judgment, breth ren, until we hear from the man with the leather dollar. We believe the repeal of the reci procity arrangements negotiated by the last Republican administration was a national calamity, and we demand their renewal and extension on such terms as will equalize our trade with other nations, remove the restrictions which now obstruct the sale of Amer ican products In the ports of other countries and secure the enlarged mar kets of our farms, forests and factories. Protection and reciprocity are twin measures of Republican policy, and go hand In hand. Democratic rule ha:i recklessly struck down both, and both must be re-established. We condemn the present administra tion for not keeping faith with the sugar producers of this country. The Republican party favors such protec tion as will lead to the production on American soil of all the sugar the American people use, and for which they pay other countries more than $100,000,000 annually. We denounce the practice of the pension bureau so recklessly and unjustly carried on by ths present administration, of reducing pensions and arbitrarily dropping names from the rolls, as deserving the severest condemnation ot the American people. Foreign Relations, Our foreign policy should be at all time firm, vigorous and dignified, and all our Interests In the western hemis phere carefully watched and guarded. The Hawaiian Islands should be con trolled by the United States and no for eign power should be permttetd to In terfere with them. The Nicaragua Canal should be built, owned and op erated by the United States, and by the purchase of the Danish Islands we should secure a proper and much-needed naval station In the West Indies. Armenian Massacres. The massarrea In Armenia have aroused the deep sympathy and Just Indignation of the American people, and we believe that the United Slates should exercise all the Influence It ran property exert to bring these atrocities to an end. In Turkey, American resi dents have been exposed to the gravest dangers and American property de stroyed. There and everywhere Amer ican citizens snd American property must be absolutely protected at all hazards and at any cost. Monroe Doctrine. We reassert the Monroe doctrine In Its full extent and reaffirm the right of the Unulted States to give the doctrine effect by responding to the appeals of any American state for friendly Inter vention In case of European encroach ment. We have not Interfered, and shall not Interfere, with the existing possessions of any European power in this hemisphere, but those possessions must not, on any pretext, be extended. We hopefully look forward to tho eventual withdrawal of the European powers from this hemisphere, nnd the ultimate union of all the English speaking part of the continent by the free consent of Its inhabitants. Independence of Ctilia. From the hour of achieving their own Independence tho peopla of the United States have regarded with sympathy the struggles of other American peoples to free themselves from European dom ination. We watch with deep und abid ing Interest the heroic battle of the Cu ban patriots against cruelty and op pression, anil our best hopes go out for the full success of their determined con test for liberty. The government of Spain, having lost control of Cuba and being unable to protect the property or lives of resi dent American citizens or to comply with Its treaty obllgatlones, wa believe that the government of the United States should actively use Its Influence and good offices to restore peace and give Independence to the Island. Enlargement of the Navy. The peace and security of the repub lic and the maintenance of Its rightful Influence among the nations of ths earth demand a naval power commen surate with Its position and responsi bility.
