One of the greatest of modern mys teries is why American athletes make such nood records in contests at home and such poor ones abroad. It Is to be feared the promises of some of the city fathers respecting the improvement of Astoria's financial credit have been forgotten. The rumor that certain Astoria banker Is engaged In a systematic scheme to bear the market for city warrant deserves the attention and Investigation of the city council. Let every Democrat favorable to sil ver remember that the blmetallists of Europe, for the sake of bimetallism everywhere, ask urgently that the I'nlted States shall remain on the pres ent basis. Why? Because, as they sensibly say. If free sliver should be established here this year by political action, all the gold of this country would at once go to Europe and de stroy for many years to come bimetal lism In Europe. Every Democratic voter who Is honestly friendly to silver tight to resist this attempt of the free sBver. leaders to capture the Demo cratic flag and fatally damage the cause of bimetallism. And every Dem ocratic worklngman ought to resent this Interference of the free silver poli ticians, which. If It could succeed, would work a vast and sudden contrac tion of the currency, disastrous to very Interest in the country, but .most savagely of all disastrous to those who depend upon their honest labor to sup port their families. The Astorian has several times en deavored to point out the Impropriety of the present method cf making street Improvements. No modern city in the country, if tn the world, now operates under a system of municipal guaranty for the costs of these Improvements. The highest courts ra nearly all the states have repeatedly pronounced such a system not only a vicious perversion of the function of government, but actually illegal and void, under the limits prescribed by constitution for the exercise of the taxing power. The pri mary ground of these decisions Is that costs of special street Improvements cannot be collected as taxes, but must be treated as mere assessments levied for the betterment of private property Interests. Tet in Astoria it has fre quently happened that the most ex pensive street improvements have been totally paid out of the city's treasury, and there can be little doubt that in every recent instance of such Improve ments, general tax payers have In one way or another been saddled with a burden of costs far In excess of any possible public benefit. If the prop erty through which new streets or spe cially Improved streets pass is not worth enough to constitute adequate and acceptable security for these as sessments, the city ought to be re strained from ordering such improve ments. Of course this brings up the threadbare and altogether odious sug gestion of additional charter amend ments, but as the Astorian urged be fore the last session of the legislature, the city can never hope to attain the substantial growth so much desired for it until the miserable patchwork of sel fishness and Inconsistancy now called a charter Is radically revised or thrown verboard completely. The assess ments for all special street Improve ments should be made a pro rata Hen on the property benefited, and the work shouTcl be advertised and done under an express condition that the contractor shall accept and collect these bills from the property owner without the Intervention of the city In any manner, aside from its supervision and acceptance of the work when com pleted. DIVIDfNG THE CARCASS ALREAD Under the manipulation of the silver fanatics the poor old Democratic party has beccme already the sport and the prey oT Populists, Socialist and Anar chist leaders, who. In conjunction with free sliver leaders, hope to control and destroy it at Chicago if they can. The Democratic lion Is already treated as though he was dead, and that, In every sense of the word, original silver man, "Coin" Harvey, who if silver Is to rule Justly feels that he deserves to have his say. publishes to the country in ad vance who will get the loaves and fishes or, rather, who will wear the Don's skin whenever the Hon is actually slain. Here is Mr. "Coin" Harvey's tittle plan, as developed by him in a published despatch: ."For president on the Democratic ticket we favor Bland, of Missouri. If elected, give him the appointment of ene cabinet officer only, secretary of state. Let the Democrats indorse the Populist nominee for vice president on the Populist ticket, Senator Marion Puller, of North Carolina. Let the Populists Indorse the Democratic nom inee for president. Lot Mr. Hutler, if elected, dictate the appointments of secretary of the Interior, secretary of agriculture, secretary of war. and sic retary of the navy. Concede to the sil ver Republicans three cabinet positions Senator Teller, of Colorado, secretary of the treasury; Judge Caldwell, of th I'nlted States circuit court, attorney general; and Mayor Ptngree. of Detroit postmaster genet al." There is not much for Democrat In that program; neither Democratic poli cy nor Democratic administrators. Mr. Harvey need the Democratic Hon at Chicago need him very much; but he means to cut up the poor beast's skin as soon as the live Hon has put him self Into the silver and Populist net. "The silver cause is d-sperato," con tinues iiarv,v, "and we cannot beat McKinlcy unless we combine as I have Indicated. I have suggested the plan to Altgeld. Wand and other leaders, but it hasn't been made public yet. I tell the Democrats not to nuike their plat form loo Dem cratlc. They cannot win as Democrats, but as combined Demo crats, Populists and silver Republicans. I am In favor of Wand for president, because his name Is a platform In Itself. Just as McKtnley name is a whole platform. If they will let a few of u fellows who are next to the people make the platform and name the tick et we w ill win. but I am afraid the pol Iticlans will tlx the ticket so we will be beaten." There you have It. The silver men can't carry the country alone or under their own name. Unless they are al lowed to capture the Democratic party name they are gone. lock, stock and barrel, and Mr. Clarke, of Montana, agrees with Mr. Harvey. He urge the Democrats to "take advantage of this opportunity," to get the Populists, too. In with them, ami well, and then, and then well, and then, and then there Is to be not a Democratic, but a Popu list silver administration, don't you see? Mr. Harvey. Mr. Clark and many other silver man are crying out for a square issue, a square right and all that But a Democrat may reasonably sav: "Gentlemen, If you are so hungry for a square Issue, why don't you hold a square stiver convention and nomi nate a square silver ticket on a square silver platform and fling your square liver banner to the breee? If you are as strong as you pretend to be with the voters, that Is the square thing to do." But no. the silver men are not that kind of men. They know themselves to be really weak In the country. A Mr. Harvey confesses in the Interview quot ed above, "the silver cause Is desper ate." To go to the country in a square, honest way. they dare not. They hung around the St. Louis convention a beg gars, and got nothing. Now they are trying to play a big game of bluff at Chicago. They wanted to go to the country In the Republican name. That failed. Now they want to secure the Democratic name, and desperately hope to get themselves taken up at Chicago. "The silver cause Is desperate." says Mr. Harvey, and he know he has the best reason to know. The silver cause Is desperate, and It now appears that the Democrats of Chicago are foolish enough to take It up, and If they do Mr. Harvey kindly proposes to sail under the old Democratic flag as the pirates In the West India seas used to hoist the flag of the Union to deceive honest merchantmen and If the trick should happen to succeed well, then he proposes a Populist cabinet, with a Republican secretary of the treasury In the person of Mr. Teller. And if the Democrats at Chicago don't Jump at this wonderful proposition, then well, then, Mr. Harvey admits, the free sil ver cause Is lost. The country demands a right settlement and then it want rest. Reciprocity With Other Nations. We believe the repeal of the reel procity arrangement negotiated by th laM Republican administration wa a national calamity, and we demand their renewul and extension on such terms as will equall our trade with oilier nations, remove the restriction which now obstruct the sal of Amer lean products In the ports of other rountries and secure the enlarged mar kets of our farms, forest and fuctorles. Protection and reciprocity are twin measure of Republican policy, and go hand in hand. Democratic rule has recklessly struck down both, and both must be re-established. Protection for what we produce, free admission for the necessaries of life which we don't produce, reciprocal agreement of mu tual Interest which gain open markets for us In return for our open market to other. Protection build up domestic industry and trade and secure our own market for ourselves. Reciprocity builds up foreign trade and finds an outlet for our surplus. Protection to Sugar Producers. We condemn the present administra tion for not keeping faith with the sugar producers of this country. Th Republican party favors such protec tion a will lead to the production on American soli of all the sugar th American people use, and for which they pay other countries more than 81W.0O0.0O0 annually. Wool and Woolens. To all our products to those of the mine and the field, a well a to those of the hop and the factory to hemp to wool, the product of the great Indus try of sheep husbandry, as well as to the finished woolens of the mill we promise the most ample protection. Foreign Relations. Our foreign policy should b at all Urn Arm. vigorous and dignified, and all our Interest In the western hemis phere carefully watched and guarded. Th Hawaiian Islands should be con trolled by the I'nlted States and no for eign power should be permltetd to In terfere with them. The Nicaragua Canal should be built, owned and op erated by th I'nlted Plate, and by the purchase of the Danish Island we should secure a projier and much-needed naval station In the West Indie. Armenian Massacres. The massacre In Armenia have aroused the deep sympathy and Just Indignation of the American people, and we believe that the I'nlted Plate should exercise all the Influence It ran properly exert to bring the atrocltlea to an end. In Turkey, American resi dent have ben Mpoacd u the gravt danger and American property de stroyed. There and everywhere Amer ican cltlsen and American property must be absolutely protected at all hasard and at any coat. Monroe Doctrine. We reassert the Monroe doctrine In It full extent and reaffirm th right of the fnulted States to give the doctrine effect by responding to the appeals of any American (tat for friendly Inter ventlon In case of European encroach ment. We have not interfered, and shall not Interfere, with the existing possession of any European power In this hemisphere, hut those possession must not, on any pretext, be extended We hopefully look forward tn the eventual withdrawal of the European power from this hemisphere, and the ultimate union of all the English speaking part of the continent by the free consent of It Inhabitant. Independence of Cuba. From the hour oi achieving their own Independence the people of ,t he United State have regarded with' sympathy the struggles of other American people to; free themselves from European dom ination. We watch with deep nnd abid ing Interest the heroic battle of the Cu ban patriots against cruelty and op pression, and our beat hope go out for the full tucce of their determined con test for liberty. , 'The government, of Spain, having lost control of Cuba and being unable to protect the property or lives of resi dent American citizen or to comply with It treaty obllgatlune, we believe that the' government of the United State should actively use It Influence and good offices to restore peace and give Independence to the island. Enlargement of the Navy. The peace and security of the repub lic and the maintenance of It rightful Influence among the nation of the earth demand a naval power commen surate with Its position and responsi bility. We therefore favor the contin ued enlargement of the navy and a complete ayaluin of harbor and lea coast defense. Iiiiiiilnratlnn Laws.
