At carrutners' Hall last evening a large number of citizens gathered to discubs ways and means for a Fourth of July celebration. A. R. Cyrus was made chairman, committees were ap pointed, and other meetings will be held. Those present are certain that Asotria will have a Fourth. Instead of the regular meeting of the W. C. T. U. this (Thursday) after noon, a parlor meeting of the Union will be held at the residence of Mrs. Holmes in Uppertown, one door south of W. H. Barker's residence. Every member of the Union is expected to be present with their friends. The Rev. One of the boats from a local can nery cast net opposite town yester day, when It was borne down uion by a party of foreigners who shouted the most Insulting names at the occupants, at the same time giving vent to war - like Insinuations and vengeful threats, coming so close that the boom of their boat swept over the first one. The fishermen never flinched, however, and the bullies were discreet enough to fin ally draw off. The result of the catch was very encouraging and tomorrow will see more who dare to assert their rights. THE CITT COUNCIL An Extended Meeting of that Body. Held Yesterday. The city council met last evening) with Councilman McGregor In the chair during the absence of Mayor Taylor. Councilman Scherneckau was also ab sent After the reading of the min utes and approval of the same, the fol lowing petitions were considered: L. Anderson, and Megler St Wright for retail liquor licenses, referred to committee on health and police; 'has. Wlrkkala for transfer of license to new location, referred to committee on health and police; Union Hose Com pany for two fire axes, referred to fire and water committee; various property owners for Improvement of certain parts of 13rd street. Harrison avenue and S5th street, referred to street com mittee; property owners to Improve 17th street from Franklin to Irving avenue, referred to street committee. A proposition from Geo. D. Barnard & Co., St. Louis, to furnish the city with a steel cabinet for books and papers, referred to committee on health and police. A discussion arose concerning the va rious propositions of various bidders desiring to furnish the city with 1000 feet of fire hose. One proposition was to exchange a hose and cart for En gine No. 3 and city warrants. But as no price could be agreed upon, the proposition was turned down. The bids were then taken up on straight offers for 2000 feet of hose. Council man Young in discussing the matter. said that he though It was a shame he had not been offered 130 feet of gar den hose for his vote by soma of the bidders. Finally, when the ordinances were passed, the bids were taken up and contracts awarded as follows: Fifteen hundred feet of Maltese Cross brand hose, at $1 per foot to the Gutta Percha and Rubber Company; and 500 feet Keystone brand to A. G. Long at 90 cents per foot The committee on Are and water was granted further time In which consid er a plan for remodelling the fire de- J partment i A writ of review was received from the circuit court. In the suit of F. J. Carney et a vs. the city, enjoining and restraining the city officers from collecting further taxes on the Upper- town drain, and giving them until the 29th of June In which to answer. The ways and means committee, In the matter of the Clatsop Mills ac counts, called for duplicate bills and list of warrants paid between January 23d, and December 31st, 1895. The petition of Smith Brothers for a redemption deed to Lot 12, Block 19, Shlvely's, sold under street assess ment was allowed upon payment of 3200 and Interest. The petition of Engine Co. No. 3 for reimbursement of losses Incurred In discounting warrants, was not allowed The committee on ways and means reported recommending that the appli cation of city officials for reimburse ment for discounting city warrants, be. not allowed. The proposition of the First National Bank to pay 1112 for a deed In redemp tion of property sold for taxes in 192, was accepted. The committee of ways and means reported as correct the May pay rolls of city officers, fire department, libra ry and cemetery account, amounting to 31230. The same committee reported upon the communication from the deputy district attorney, suggesting that the county be relieved from the re sponsibility for further city taxes on property purchased by the county at tax sales, and which the county may have to hold from year to year, favora bly. The city auditor and police Judge was Instructed to demand 3297.35 of the county sheriff, being the amount held by him as percentage for the collection city taxes during '95 and '99. If the amount Is not paid, the city attor ney Is Instructed to bring suit for the same. The report of the city attorney on the claims due the city as per ex perts' report, was ordered placed on file. The petition of John HendrlVkson for a retail liquor license was not granted for the location asked for, aa reman strances were received from a large number of Vnlontown resident a. He ! was given permission to select another ; site. Cole A Wright were not granted li cense for a retail liquor store, as tley desired to withdraw their application. I'pon recommendation of the commit toe on streets ami public ways, the council accepted the Improvement of 10th street, between Commercial and Exchange. The petition from the trustees of the FlnnUh M. E. Church for a reduction of assessment for Improvements to 1Mb street, was denied. The petition of It. It. Marlon f' I pay for excavations made In 1SS1, was refused. The petition for vacating certain streets for the depot site, waa referred to the proper committee and placed on file. The petition of Morris Wise for re fund of 35.44, waa allowed. The petition of T. C. Trulllnger and others for the ten-year plan of pay ment of assessments for the Improve ment of 14th street, was allowed. The committee on streets and public ways recommended that the proposed Improvements of 33d street, Harris) avenue, 35th street, and Irving avenue, should not be allowed, aa the profverty would not stand the necessary assess ments without too great a burden up the city. The same committee recom mended the payment of the claims of Urlftln & Keed. 31.50; H. F. Prael. 35 G. A. Stinson 31.75; Astoria Box Co, 322.16. The fire and water committee rec onimended that an allowance of 3150 be made for the extension of the fire alarm system to the Union Hose Co. headquarters, Unlontown. The Alert Hook and Ladder Co. was denied any further monthly allowance. The communication from the water commission notifying the council that ninety hydrants were ready for service and asking the city to pay 3250O for the balance of this year for their use, was reported upon by the fire and water committee, acknowledging the receipt of six keys, and recommending a re fusal to pay the money. The matter waa referred back to the committee with Instructions to confer with the water commission concerning said pay ment, and also with regard to the rates to consumers. The following claims were allowed by the fire and water committee Bremner & Holmes, 33.25; Richard Cearns, 33; Charles Justlngs, 33; M. C Crosby, 35c; Terry Coe, 39; Watson Binder, 12.50; Astoria Transfer Co., 32.50; C. E. Foster, $1. The following ordinances were read first and second times: Vacating por tions of streets 14, 16. 17, 18, 19. 20, 21 22, 23; authorizing the committee on fire and water to spend 3150 to extend the fire alarm system to Unlontown. The following ordinances were read third time and passed: Authorizing the mayor and auditor to Issue street bonds to 8. Normlle for the Improve ment of 10th street, 31569.92; appropri ating 314u out of the general fund for S. Normlle; authorizing the auditor to Issue warrants for the collection of as sessments remaining unpaid on the Im provement of 18th street; appropriate In 336 from the general fund for J S. Delllnger. The requisition of Chief Green for two dozen hydrant keys was approved. A resolution to give notice to Im prove 17th street from Franklin ave nue to Irving, was referred to the street committee. A resolution was adopted instructing the engineer to recommend grades for Irving avenue and Harrison avenue between 24th street and the claim line between Shlvely's and Adair's Astoria. The fol lowing resolutions were also adopted: Instructing the board of assessors to levy assessments for Improvements on 10th street; giving notice for the Im provement of Crand Avenue and 5th Awarded Highest Honors World's Fair, Old Medal, Midwinter Fair. Captain Day himself will leave on July 2nd for a years leave of absence. While waiting for the 'Frlco steamer. Captain Day told his men that since they had been closvly con fined for many months, they could paint the town If they wanted to, so long as they shoievd up for roll call before the boat left In the morning. Only two had to be sent for, and the captain thought that was a remarka bly good record. The steamer Potter did not arrive yesterday until after 4 o'clock, having been detained the night before by her Fort Canby trip. Receiver K. McNeill has gone cast on a business trip.
