Contrary to the expectation of some people, the sound money campaign has really Just opened In Oregon. It be come plainer every day that this will ke the sole issue In the election ot the Beit president As Judge Nortbup truly said, lu his speech at Astoria, the Re publican party cannot control the situ ation two If it would, because the tree silver people of all parties have entered into a combination to prevent the dis suasion of any other question, and to ob struct any form of tariff or financial legislation until the free silver issue is settled. The business men of the coun try, therefore, have no other alternative; they must fight the battle to an abso lute finish. It is now settled that the Chicago con Tention will declare outright for free silver, and In pursuance of arrangements already made with the Populists, the aominee of the Democratic convention will either be Indorsed by the Populist convention, which meets In 8L Louis two weeks after the Democrats at Chi cago, or the silver men of all parties will be asked to secretly support the Democratic electoral ticket In the field In November. Failing In either one of these schemes, It Is understood to be the purpose of the Uver mining people who are contribut ing the funds of the free silver propa ganda to buy enough Democratic and Populist votes In the electoral colleges to constitute a majority for either the Populist or Democratic presidential can didate, thus overcoming the Republican plurality or preventing the election from being thrown Into the house, whore It would be decided In favor of the sound money candidates. On leaving Portland the other day, the Weaver-Sovereign combination gave no tice that they intended to return and help carry Oregon In November. The fight therefore for sound money and the preservation of public and private credit Is only Just beginning, and there a lll be more demand than ever for the distribu tion of sound money literature and the dissemination of true facts on tne money question among the voters of Oregon. The time has come, that is to say, when very patriotic citisen must be o-i his metal, not only to save the sound money electoral vote of Oregon, but. as far as can be, to wipe out the stain of last Monday's disgrace by rolling: up an un precedented majority for the Republican electoral ticket in November. The report of the sub-committee on reciprocity of the committee on ways and means makes Instructive reading. It shows in dollars and cents the benefits derived by the producers of the United States, especially the agricultural caes, from the Elaine reciprocity provisions of the tariff of 1890. It shows also the in Jury done to those producers by the re peal of those salutary provisions and the abrogation of the commercial agreements made under them. The repeal of the reciprocity clauses was one of the most Indefensible acts of the Democrats. It was in violation of their own principles. They claimed In 1!2 to be in favor ot free trade. When they assume ! control they found on the statute books a law providing for free trade between this country and others, as far as a lare number of Important articles were con eerred. They repealed It That law was based on the theory of the free in ternational exchange of non-competitive products. Thus the Latin-Am. rl.an states produce coffee, sutrar, tnpkal fruits and other commodities which .!!s country does not produce at all or In in sufficient quantities. The United States, on the other hand, Is a great exporter ot flour, salt meats and manufactured ar ticles which the Latin-American states cannot supply themselves with. The Democrats, by their Wilson-Gorman law, broke up a beneficial free trade which they found established and which had nearly doubled, as compared with 15. the volume of American exports to South and Central America and the West In dies. They substituted for It on ap proximation to their Idea of what con stitutes free trade. That Is, the free admission of competitive articles. While the free trade of Blaine reciprocity cheapened the price of necessaries of life, like sugar, to worklngmen and farmers snd opened new markets to the products of both, the free trade of the Democrats closed those markets to them. At the same time It cut down the wages ot American worklngmen by sharpening the edge of European competition. L''ss protection was given them against the low wage scale of foreign producers. Ko inevitably their wages sank. The people have come to understand this. Hence they demand reciprocity and more pro tection. They cannot get them now, but they will as the result of the next elec tion. Tt was useless to attempt to pass a reciprocity measure at this time. A Democratic-Populist senate would defeat It But the facts set forth in Congress- man Hopkins' report on the subject will be uutlllxcd by the next congress, which will be a Republican one. The suggestion made In another column that the county court of Clatsop county would probably be doing the right thing If It offered a reward of for the ap prehension of the party or parties en gaged in the cowardly deeds being per petrated along the banks ot the Colum bia river. Is a good one. In other coun ties, both In the state of Oregon and oth er states, when heinous offenses are com mitted, It Is customary to offer a reward for the arrest and conviction ot the parties who commit the crime. It cannot be said that Clatsop county is now mak ing a very savory refutation. The de velopment at yesterday's Investigation or the Lambert affair, following closely on several other similar happening, and the report In last night's dispatches ot the firing from ambush, at Clifton, upon fishermen endeavoring to make an honest living, all call for the most stringent ef forts in putting down a lawless element seemingly bent upon bringing disgrace upon the county. It Is evident from the expressions of opinion of both packers and member of the fishermen's union, that neither party to the present ttslilns difficulty wants to see any violence com mitted or to countenance any such actlo:i. A large reward offered by the county might have the effect of bringing the guilty to Justice where other means would fall. The expeilment at any rate Is worth trying, a well as every other posslt' means for ferreting out the guilty party WHEN' THE SWALLOWS HOMEWAH FLY.
