Commissioner Chad- bourne claiming that Hackett should ad here to hla agreement with the board, and Hackett contending, on the oilier hand, that he had no agreement with tha board. Captain Hackett said that he never again would aak a similar favor at the hands of the commission, Chad- bourne said that thla statement was suf ficient Inducement to make the reduction. and that he would agree to It. On the vote on the proposition ha and Chairman Colnon voted In the affirmative, but Com missioner Cole voted no. Examiner, Captain Lanle'a difficulty over t!ie ship ping of th crew of the Fennla Is being taken advantage of by one Bern, proprie tor of the Washington hotel, corner Third and Flanders street, to postone payment on certain small bills long overdue. The story Bern gives hla creditors Is that he placed on board the Fennla a number of seamen who had been boarding at his house for some time. These men he claim owe him considerable money, which will be paid out of their advance, but that the agents will not turn tlu-ne. funds over until the ship sails. Thin ship having taken a tow four days ngo Hern now claims that he cannot get hold of the money until the Fennla crosses out over the bar.
