To th Hon. th Members of th Concresa ot th I'nlted mate, Washington, D. C.1-. Tour metnoraltst th Chamber of Com. mere ot Astoria, Oregon, beg to call your attention to th Importance ami need ot fish protection and propagation In th Columbia river, and th propriety ot th I'nlted State government acting In th matter. And to th fart that th nh will be come extinct unteea properly protected and artificially hatched. This la no long' rr qteetloniHl by ot servers of th Ash Industry. Aa to th magnitude of th salmon flab Industry In th Columbia river. It Is only neceasary to consider that th business of canning fish her has been carried on for a lout thirty years; and last ysar mounted to a park of tour hundred and fifty-seven thousand eight hundred and twelv (IT5,tl3) cases of "Chinook" salm on: seventeen thousand tlx hundred and thirteen (1TS13) case of "Blue-Backs; thirty-four thousand nine hundred and ntty-on iKXd) case of "Steel-Heads: one hundred and twenty-seven thousand and eighty-four (UTuM) rase ot 'Tall Fish,' all aggregating a vaht ot Three Million, Thro Hundred and Forty-two Thousand Nine Hundred and Twenty eight Dollar (U.U!.Na. Ther wer also shipped away and oth erwlse consumed In fresh fish, an amount estimated at a value ot One Hundred and Twenty-threw Thousand Five I hind red and Sixty-four Dollars, ttiqCMK Three thousand seven hundred and seventy-five fishermen and 1671 operatives are employee! directly in the Industry. The "Chinook Salmon" is the falteat and (Inert salmon In the world. Nowhere In the ltd Slates or In the North American continent ar they found In such abundance or In such tine condition as In the Columbia river. From this river they eta tn find such feeding grounds or water a ar necessary to and do promot growth and fatness. Th waters of lh Columbia seem so Well adapted also to th habits and needs ot the fish that they always return to this river. If the Columbia river wer entirely within tn nounrtarlo or th Stat of Or egon, or subject to Its sol control, ths state could take ample provision for ths preservation of th fish supply: but th Columbia river Is a common boundary to Oregon. Washington and Idaho, and many of Its tributaries extend Into lh body ot each stste. Ther Is at present a conflict between the statute of the bordering states. Any appropriation by on state, for propagation, could not be expended for the exclusive benefit of Its own clttsens, and Joint appropriation ts almost Im possible. This fish Is largely consumed through' out the I'nlted Stat, and all ar Inter- eeted In preserving an abundant supply of such wholesome and economical food. The duties collected by th government upon the tin plat used In this Industry approximate Sixty Thousand Dollars rpu.uni annually, aslds from what Is collected on the twin Imported and used In th fishing gear. A small portion of this duty expended in propagation would keep up th sup ply. It therefore seems to your roemorallst that this Is a ptoper subject for the na tional government to tak hold ot ener getically and without delay. . As In duty bound your menioralist will sver pray. O. W1NOATK. Attest: President. E. C. IIOLDEN, Secretary. January Tth. !. As parties closely Interested In the salmon canning business. Secret ry llolden also addressed to th president or re ceivers of all the transcontinental rail way lines doing business on the Pacific coast, a request for their co-operation In th matter, as follows: Astoria, Or.,- Jcnuary to, 11M. Slrr- The Chamlwr of Commerce of Astoria, Oregon, desires to rail your attention to the enclosed copy of a memorial It has sent to congress, and asks your aid and co-operation therein. The salmon product of th Columbia River amounted this last year to about eighteen hundred (100) carloads, fifteen hundred of which went cast Ily a small expenditure annually by th government, this amount can be main tained a; d probably largely Increased.
