U. W., met lost night In regular session and voted to donate 309. meals to the worklngmen on the water wortcs who may be in need. A committee was appointed to attend to the mattor. The action of ihe lodge is most commendable and is in line with their usual generosity. No doubt this action will be followed by other societies who are equally interested In the cause of humanity. Today will be ai more cheer ful Sunday tor the men than was an ticipated. While hunting near Knappton yester day Arthur TVentworth scared up a young bear's cub in the brush and shot it with his repeating Spencer. Just-then the old bfar appeared on the scene with two other cubs and after firing the other five 6hots of his gun, Wentworth found he had to run for Mis life. His escape was successfully accomplished, but Arthur thinka he will go back and try to capture the jold bear. 'Mayor Kinney states that some time before the contracts for the construction of the waterworks was let he wrote to the commissioners, In which letter he stated that whoever the contractors were they should be compelled to pay their men once a week In money, as Is the custom of the East, regardless of their 'board. Such a method not only vastly benefits the men, but is also a large benefit to the community In which the work is being done, and had this been done here on the water works contract, the present difficulties would for a large part have been avoided. THE WATER WORKS MUDDLE. No New Developments Yesterday, Save a Few Minor Details. There were no proceedings relative to the water works trouble in court vester- day, excepting that, in the forenoon Judge fticuride signed and directed to be en tered the order made by him on the Tire- ceedlng day directing the water commis sion to turn over to Receiver Hahn the money they -held on account of the Pa clfte Paving Co. excepting the ten per cem reserve runa which the court di rected the commission to hold intact, subject to further orders. . A.though it was thought that there would be some attempt made to rescind or modify the orders maae on the pre vious day, no such action was takn and the legal situation remains the samei The bondsmen are expected to return from Portland today and it Is believed win furnish' satisfactory security to Receiver Hahn for material needed to continue work on the water works system which wlll go on without delay. Mehnwhlle Re ceiver Hahn has been busily engaged In receiving and filing eworn claims of la borers due for wages. Notwithstanding the fact that the labor ers now stand an excellent chance of be ing paid for their work n full, many of them were yesterday compelled, by actual starvation, to offer, and In some cases sell, time checks with- a face value all the iway from HO to $50, for the price of a meal. In a few instances the Asto rian Is sorry to say, these checks were purchased, but most of the men who of fered them for eale at this ridiculous figure, were generously supplied with food by citizens and told to put their checks in their pockets. No pumping has been done at the tun nel for five days, and if the work is to be continued Monday, as many people bel'feve, men will 'have to be put Into the tunnel this morning to clear away the accumulated water to allow blasting to proceed. There is still. 135 feet of solid rock to be blasted dut from this section of the work, and it will take fully two months more to run the tunnel through. THE CONCERT. Large Audience Attends for the Benefit ' of the Piano Fund. Last might a large and appreciative audience gathered at the opera house to hear the concert given for the benefit of the Shlve-ly school piano fund. The pro gram 'was carried out in a smooth ana most satisfactory manner. Flowers were showered upon the stage galore, and It WouM be a difficult matter to pick out numbers more deserving of praise than others. The , managers are to be con gratulated upon the success of the af fair. THE BJI0D MEN. Judge ' Cleveland Says That the Council Was Very Successful. Judge A. A. Cleveland, who has just re turned from the great council of the United States of the Improved Order ot Red 'Men, which recently met In Provi dence, R. I., Bays that the gathering was one of the most harmonious that ever met together. They were In session for four days and transacted a large amount of routine business. The affairs of the order were found to be in a very flour ishing condition, with a' notable Increase of membership during the past year. The next great Sun's session will' be held" the second Tuesday in September Hn Minneapolis, Minn. At this session it is expected that a new ritual will be adopted. One of the most Important mat ters which will then be considered is the proposed amendment to the constitution barring retail liquor dealers from mem bership in the association. After this convention all of the visit ing members were most royally enter tained and all left Provident with a lasting impressKn of her hospitality. The judge states that among the other enter tainments was a monster clam bake given on the beach,. 10 miles below Newport, a drive on the famous ten-mile boule vard at Newport, .when each carriage was provided with ai ft-u4de who pointed out the places ot Interest and the man sions of the rich, there being no hovels of the poor to be seen. Judge Cleveland made the trip both ways over the Northern Pacific and Is loud in his- praises of our transcontin ental roads. Next year the K. of P.'a as weU as the Bed Men meet in Minneapolis and the Northern Pacffic has arranged to take care of the crowds. NOTICE) TO LABORING MEN. Jansen, of Vancouv;r, In the City Yesterday. Yesterday, Mr. Theo. Jansen, the well known manufacturer of vitrified brick, Vancouver, Wasft., visited his old friend Dr. Alfred Kinney. Nineteen yeai"3 ago thcise two gentlemen were old friends in the West, and it has been several years since Mr. Jansen was in Astoria. He says that lie was much surpri.Ted to note the life and activity in business here. 'Mr. Jansen Is figuring on making a contract for paving In Flavel and New Astoria, with his vitrified 'brick. He state? that as soon as the city of Astoria estab lishes its grades it can use vltrllleJ brick to great advantage, and it is a paving that Is being largely used In cities und will stand a large amount of hard usage. '.Mr. Jansen remarked that in his opin ion 'Astoria could pride Itself on having a 'mayor who was alive to the times ana a worker for the city's best Interests. In r.nswer to the question .'is to what he thought of the results of the building of the Goble road, Mr. Jansen said that it was a matter cf the greatest Import ance to not only Astoria and Portland, but to the whole state. Both Portland and Astoria will be greatly benefitted. If Astoria grows Portland will advance, if Portl'and advances, Astoria will grow whatever helps one town will help the other. Wherever the shippers and pro ducers come together there must be the port of shipment. No doubt but that ships with cargo, said Mr. Jansen, wil'. go to Portland to discharge, but rhlps coming to the Columbia River in ballast, for grain, will loid here. Mr. Jansen was much pleased with the fine day fpent in Astoria and expects to return soon and do business here. RAILROAD RUMBLINGS.
