Where did Secreta ry Carlisle obtain the additional ten million dollar that is not reported in the receipts, and which Is not subtracted from from -the available cash balance, and ytt which was expended by the department? Secretary Carlisle and the capable c'.erks who work under his instructions alone cam answer. He does not take the public Into his confidence in the statement that is d'llly ssued. Possibly Secretary Car llsie will be able to- explain the phenom enon when congress asks him to give a detailed statement of the treasury's con dltlon. (ANOTHER APPEAL. We are In receipt of the following com munication from the .well-known Arm of Graham A Boswell, of New Orleans, un der date of July 26: . "We thank yon Ifor having sent us the ' Oommerctai Astorlan, which we have read with much Interest.. We have not any in formation from this section which would Interest your people. But there Is a sub ject (which we know you, as well as the country at large, must universally depre catej that io, THE BRANDING OP TWASH under a label bearing in bold Urge letters the words 'COLUMBIA RIVER 8ALMON." "As we understand It, these two words -Columbia Rlver-is the synonym of the CHOICEST product ot salmon; and that the Columbia River is the home of the tost type on earth. Then why do the honest packers allow a few, or many (as no tue may oej ot uiose who have so little principle to persist in branding TRA8H-whleh Is hardly fit for dogs to tat-under this label T Is It' not possible that a law couHd be framed prohibiting it? Or Is there so little Interest in, the matter that those moat Interested will not make the effort to protect themselves, as well as one of the greatest Industries of this country? "We are sorry to gay, that we have seen samples or eulnxn opened, which bore the label COLUMBIA RIVER, which would make any one turn away in disgust from anything called eaJmon. This pro miscuous labeling regardless ot quality, will, as sure as there Is a Heaven above ue, sooner or titer kill the demard for salmon, no matter how nicely, it may be racked. "Unfortunately, competition has a great deal to do with it; and every one Is striv Ing to get something a little cheaper than his competitor; and thus it goes. We regret to say that, the demand for low grade sailmon under a Columbia. River la bel, is so greatiere that it is quite dim cult to sell anything which possesses genuine merit. "We would Indeed like to see this rem edied; and it should be In some way or uiuw,. or tne industry will te crippled, We can see the demand for al mnn err nil. iwHy'rrawIiwr less all tih while! .n,1 ftin only attribute It to the TRASH which has pansea around under the guise of an arnuB m Q eats . . The albove trenchant and purposeful let ter, ene of dosens of a similar tenor that w receive every week, is a repetition of the. .numberless apptuls made through these columns to the Columbia River can nerymen to save their name and their industry from , annihilation. It goes to show how closely our flgh't is wa.tch.td by interested buyers of salmon all over this continent, and how necessary It was for us ta begin this bogus label crusade In ths Interests of Astoria and the state at targe. That ithe cannerymen should hesitate uy longer to act on this matter Is past our comprehension or belief. It would be hard to conjure up a shorter means of killing, oft the source of their Incomes and the Incomes of thousands of people dependent on salmon fishing for their support, than this policy of dellb- erat and shameful inactivity. The lead rs of the grocery trade In every large centre In the United States are watching their court very closely, and watching it. w believe, with a full knowledge of their dilatory and inexpKcable conduct, And they can't pull together. New that the growth ot Astoria is as sured It would be quite the proper thing for the business mtn to enlarge the mam- bershCp and scope of the Chamber of Com merce. The city will need a representa tive body that can rook after its convnwT- clty interests in a business like and digni fied manner, composed of its representa tive men. The present Chamber of Com merce membership Is not large enough to meet the new conditions and energetic measures should be taken to not only increase the membership but to enlarge the usefulness of that body and place it on la par with other bodies of the curie character on the coast. There Is much work of great Importance that should be undertaken by such en institution that can be better handled by It than by Indi vidual business men, and results can be much more successfully and expeditiously accomplished by combined than by Indi vidual effort. THE TALK OP THE DAT. First Cynlc-Thls fancied distinction be tween a statesman and a politician Is all nonsense. Second Cynic Oh, no, t Isn't; a states man Is a man who deceives everybody when he lies, while a politician is a man who deceives nobody but himself. At a Disadvantage "Willie," said the teicher to the new woman's son, "you are a nice little boy, but you shouldn't give up so easily. You should be more manly." "I can't," replied Willie, In disconsola tlon. "Everybody says I don't take after mother." Washington Star. Through the kindness of the publisher, The Wiley -B. Allen Company, of Port. land, we are in receipt of the "Railroad Polka," a sprightly musical composition written (by Mrs. Brenham Van Dusen, of this city, and dedicated by her to Mr. A. B. Hammond. The production Is most tastefully printed and shows on Its front cover a handsome view of Astoria Inclosed by two railroad trains bearing on their baggage cars the magic letters A. and C, R. R. R. No doubt the merits of the polka Itself will soon be tested In many homes in this city, though Mrs. Van Du sen's latent as a musician is sufficient guarantee that any work from her pen In this direction will meet with public favor. The 'free sllverltes are by no means harmonious as to the policy which they should follow. The difference of opinion is most marked between the northern and the southern representatives of the free silver movement. Not long ago we were told that every advocate of immediate free and unlimited silver coinage was ready to subordinate anything and every thing to the attainment of this one ob ject. The free sllverltes are commencing to understand that they might have free silver coinage and still remain unhappy. Hence these divergencies between the leaders on all Important details. The Buffalo Courier describes the burn ing of the steamer Cfbola, of the Lewis ton and Toronto line, as a "lurid sensa tion." As "lurid" means wan, gloomy, dismal, it is a little hard to see how the adjective applies to a Mazing boat. Tho Chlc-r Times-Herald offers a prize of J3,u,j and a gold medal for ths best horseless carriage propelled by elec tricity or any other mechanical agency, to be determined by public competition. Here's a modest hallelujah tfor the good, good times. When the poet won't annoy you with his sad, mad rhymes; When the man who wants exchanges will cease to be a bore. And will only stay a minute and politely shut the door! It's coming we can hear It That much desired day; The world Is getting near It, And wa're happy on the way! Here's a modest hallelujah for the good, good tlmej, AVhen we'll spend a hundred dollars like we would a hundred dimes: When every pathway'll blossom "with a violet and rose. Interesting Letter on the (Pioneer of Civilization'. It appears from the last number of BMdstreet'a that the Nicaragua Canal Commission has reached Washington, and Is about preparing its report upon the feasibility of the projected canal across the isthmus, The report being Intended for the special information of congress, It Is unlikely that its conclusions will be formally made public before the meeting of . congress in December. It 4s difficult, however, to prevent Information of the kind contained in the report from being made public in advance of official time, and while the members of the commission decline to discuss the nature of their re port, H appears to be generally under, stood that it will be favorable to tht completion of the Nicaragua Canal. It Is probaWe that . slight change In the route wXl be recommended In order to avoid some serious obstacles to the sue cees of ttu engineering work. It Is ld that the members of the commission es timate that the canal can be finished in seven years about, at total cost of tUO, 000,000. One ot the features of the report, according to rumor, will be a criticism In some respects of the past management of the canal. Becretary Carlisle is an admirable Jug g'.er of figures. The treasury statement for June 29, the last one Issued la June, reports that ths treasury's available cash balance, Including the goCd reserve, ag grvsjuted $193,828,636. 05 then. The last treas ury, statement Issued, that for the 26th of July, reports the available cash bal ance. Including the gold reserve, to b llfll.STt.OSC.ll. Ions Of but $2,201,804.94 since Juns 85'.h,. Therefore, according to Bec retary Carlisle's figuring, while there has Editor Astorlan: The writer left Astoria on the Tele phone at 7 o'clock on the 27th and about 12 hours afterwards got the Sunday Ore gonlan of the lath, at Portland contain ing an editorial under the heading, "Iso lated Free Holders," which Is directly ap plied to that class of Isolated settlers of the timber lands of Clatsop county, and In regard to whose life, as a class, the article says: "Isolation of this character do.w not conduce to good1 citizenship, or to any thing. Indeed, beyond a selfish grovel, ing, welQ-fod contentment, but It Is for less pernicious, Ibecause ot its narrow scope, than the extreme that leads peo pie, whether Americans or foreigners, to require companionship at the expense of want, beggary and the various vices that wait upon the crowding to gether oX hu man beings In poverty. "A desire to possess land, a place of abode, where no landlord can claim r.nt or cause eviction for lack of payment. pushes these people Irs to 'these wilds, The realization of this desire makes them content to pass their lives in solitude, with no thought of the great world out side of their retreat, except perhaps to b glad that they are not miserable strlvers for Its favors. Such lives ure ekdences of a valiue set upon and a desire to pos, sess land that comes of cramped con ditlous unknown to Americans; ot cen turles of landless toil and a detestation of landlordism as the most oppressive ot all Tiowers." I have given ttie quotation in, lull be cause 'i tnintt every wora ex. cept the first three lines Is remarkably oll written. I think It is a mistake to suppose that people who live in that v.ay are more sellltfh. or groveung tnan cltlz.ns of much more ample means who live by trade In cities are found to be! and as to the higher alms of citizenship, I would take the bick woods settler, who seeks by self-reliant labor an Independent maintenance for himself and family all the time, before the wugeman of the city who has settled down to the conviction hat it Is somebody's duty to provide him with work and wages that will en able him to live according to his views of comfort and pleasure. An amount of selfishness -necessary to self support Is tot orviy allowable but commenuYible in liny man and can well be applied to the Scandinavian fishermen of the Columbia river, who have made homes In tho woods ot Clatsop and Columbia counties; not think. In groveling1 contentment so much as a goopelng upwards from the landless condition of dependence upoii other men or the unstable water for the means of existence The backwoods clearing, and the farm of which the clearing Is the beginning, has heretofre played too Important a part In the de-fence of the advancement of thj United Btates on the way to great r.ess, to permit the application ot the words "fe.tlsh and groveling" to the Is. Scott ot tho Ore Konlan has been spoken of as having lived In an Isolated catoln during por tion of his "boyhood and It is not 1m- pouib.e there was born in his youthful mind the groplngs of an ambition since realized. It is nearly thirty years since ths writer called the attention of the Ore gon putxlc to the uNVhalem vaKey s an inviting held for settlement. Now it has embryo towns and postottlces. A farmers' organisation recently Invited Commis sioner Doach to go and Instruct them In horticulture. They kept him talking till near midnight and a paper published at a pjjee called Pittsburg, half way between the Columbia and the Nehalem, contains 'ads" of hotels In N-.halem valley towns.
