Secretary Carlisle's speech to the Sound Money Convenltlon at Memphis contained a most (mpotant statement In regard to the course of prices and wag-3 of labor In ithe United Stoltes during more than half a century. Mr. Carlisle was a mem ber of the senate tub-committee which Investigated this subject, and therefore speaks with, authority as to Its conclu sions, He awld h committee selected iH artticles In common ue, which It was greed constituted the bulk. of the con sumption amd expenditures of the people, and separated them Initio eight classes or groups. It twias Hound thialt for 1892 th .prices of articles used for food, taking them al'togellher, trad fallen less than 10 per cent since 1873, while the prices of clothes and clothing hud fallen 32 per Vent, fuel and light nearly 21 per cent, metals and implements 36 per cent, lum ber snd building materials nearly 20 per cent, drugs and chemicals 31 per cent, house furnishing goods 27 per cent, and miscellaneous articles 10 per cent. At the time the Investigation was made, In 1892-93, articles of food etood nearly 4 per cent higher than In 1860, clothes and clothing It per cent lower, fuel and light ing per cent lower, metals and Imple ments K per cent tower, lumber and Iroust-bullding materials 22 per cent high, r, house-furnishing goods 30 per cent lower, and miscellaneous 6 per cent lower. The results of the Investigation establish three facta which have Important bearing on the contention of the free silverites. The prices of articles of food which are the product of farms, gardens, orchards, and dairies of the country, were 4 per cent higher than in 1800, long before the silver legislation wMch is complained of. The fall tn the prices of these furm pro ducts since 1873 was much less than In the prices of the commodities the furmers have to buy wtth what they receive for their pnoduce, and the reductions In prices have not been uniform either as to particular articles or groups of arti cles. Therefore Whey cannot be attributed to one and the same cause to the appre ciation of gold, for Instance. CoOton and wheat are the commodities most frequently referred to by those Who contend that the fall In pricey Is due to the appreciation of gold, but thero Is nothing 4n the methods of producing thoao articles, or In transporting or selling them, which would make the "apprecia tion of gpld" affect the prices of other comrnqjlttles produced by our people. Both have been seriously affected by the enormous increase In their production Sines 1872, which was the last crop year preceding the legislation In regard to silver. The production of cotton in 1898 M was nearly thres times that of 1872-'7S, snd the wheat crop of 1894 newly twice as much, while there has also been an enormous Increase of production In com peting eourttriea. (And the prices of both are now rising.) Tho one Thing that has beeti loss af fected by the changes In the relation be tween supply and demand, by Improve ments in the methods of production and distribution, and by the other Influences that cause fluctwiltioins In prices of com modities generally, Is lubor; and it Is by far the moot Important single source of Income possetised by our people. The cost of labor in the manufacturing and mechanical Industries for the census year 1889 was 1,263 million dollars, nearly two and a half times the value of all the wheat snd eotlton produced In the coun try, and if we add to this the aaipunte paid Dor farm labor and for the many other occupations which give employment to our people w shall have a sum al most if not equal do the value of all our agricultural products. Wages were near ly ft per cent higher In 1W2 than In I860, which was rhhtcen years before this sil ver lobulation, and more Khan I per cent higher than In 1873, when that legislation was adopted. The readiness with which nearly all Democratic papers and the politicians of Hint school fall into the discussion of silver, to the -exclusion of nearly every. thing else, is pretty good evidence that they are ready to forget the desperation Into which they threw the country by adopting and attempting for a few short months to carry out the policy of the O.ilcaRU platform of 1892. Not one of thi.n peeps a word about the tariff fal lacy, which ttosvbo dear to them two years ago. You would not conclude fitom hearing them talk or reading their pa per that they ever held that protection wa.3 unconstitutional or that tihey were in ft-.vc'.- of cutting down duties on imports to Increase the revenues; that "Republl- oaa misrule" had brought the country to the verge of destruction, and that the election of Grover Cleveland was Its only saivoitlon. Far half a century, since the time tlhey went toward Mexico for the sie of acquiring new territory In whiah to extend and expand the blight of human slavery, that party has, never pronounced a single political doctrine, never advocated a policy or followed a single creed of fadth or practice which has not been injurious to the country or played "havoc and let slip the dogs of war." They may Itry to forget what they advocated and pnomlHed, but they are widely deficient In principles, sadly want ing In practice, and at war with the In. terejts of the country in all their theo ries, and the people have found them Out. .
