Tflie Monroe doctrine may lhave no actual or definable existence, but the fact remains that all the world re spected It until the accession of the present administration. Jts traditional spirit, If not Its' Wtter, had become a part of the common law of Internatlon- ' al comity, and but for the way the British have split upon and defied us at Cortn'to, it amy he BJoiu'bted If Its force would have ever been questioned by any country, Mr. Cleveland's apathy over England's outrage on the NkM.ra.gu an xepubllo wl1l loss this country all tJie prestige and Influence rained 'by the immortal Blaine's pan American conception. None of the Central and South American" Spaniards will hereafter have any Incentive to prefer us to any other nation In trade relations or alliances. Cleveland Is known to be a man of Kite most obsti nate prejudice and jealousy, and nearly til the mistakes of his foreign policy are attributable to his puerile and un wortfhy determination to overturn and let aside every prominent act of Ills Republican predecessors. The people of the Pacific coast have especial cause to remember this weatawew of Mr. Cleveland. His first official act after his first Inaugural was to destroy the Fratlnighuyaen arrangement under which the Nlcarauan canal would now toe open and In active operation under tine auspices of this government. Our appalling loss of trade by the re peal of the Harrison reciprocity trea ties Is another instance of the presi dent's blind egktthnni and prejudice; while the trouble over the attempted reversal of Che Harrison Hawaiian pol icy Is too recent to require reference. It is a pity .there is no man in the president's cabinet strong enough to prevenlt these frequent exhibitions of passion and .weakness. There Is reason to believe that iwlhen England corn mencek) lhar fluster against Nicaragua she anticipated a protest from tints country, and expected to make that an excuse for tier failure to annihilate the Oenltrad American republic To her surprise no objection at all iwas made; and so, of course, a bolder attitude was aissumed, uiVUIl she finally effected an actual (lodgment In the place of all ofhers she wanted, but which the world never dreamed we would allow her to oooupy. She will undoubtedly make good use of her opportunities and we may expect very shortly to realise the extent of tone president's mistake In the difficulty we shall expe rience in nualatalnlntr control of the great canal, and tine contempt felt for us by all the Latln-Aimerloan govern ments. Bimetallism is a misnomer from the standpoint of the stlverltes. It Is a fraud used in working upon tiho pre judice of the uninformed. Everybody believes in the use of both gold and liver as money. If that li bimetallism all rltftrt, but everybody does not be lieve, by a long shot, that the two metals are of equal value now, or that tjhey could be made so by legislation alone; everybody does not believe, by great deal, that tt (a possible to have two standards of value, any mora than as has often been said, it is possible to have two yard sticks. One or the other of Khe money tneHala is bound to be the standard. In fact, (whatever the legislation may be) as Ions; as one Is worfih mure as uncoined metal than the other. Just as the buyer wants his calico measured by the yard stick eha't measures thirty-six inches to the yard and not twenty-four Inches, with equal self-interest and self-proctln will pflle demand that their dollars, in purclusSng power, do not fall short of one Jiundred cents. Gold being the on!y tiMtal htot twets the requirements of such a standard, the most ordinary common swise reconimenJs lu use as a flari5.ird. WJwn silver grows to be more valuable than gold by reason of !r:ir i!y of the former and abundance r ,f f'.r 5 lrr, cr from any other cause, . K.i .n ri-i' HiAiitreand silver be- come the standard. Can not any one see that values are relative, but In or dr tWat the government may fix them as money, dt (musrt have a starting point, and that Charting point win nat urally be somethinjg the value of which Is h'.gh, inherent tand Independent of the state Itself? Shall gold be con demned (because from natural causes It la more valuable than any other met al? Shall men be called dishonest If they know and ackuowledge this fact and are governed In their aots by such knowfledge? Will the farmer, the mine-owner, itJhe Populist himself, be any better off when the more valua ble money is iwi'Uhdraiwn from circula tion, as It would be under free coinage, and the greater volume of sliver money has dropped to Its natural level, car rying down with K all taper money convertible into coin? We shall be very fortunate If the avarlse of some of Astoria's leading oitlzons does not result In an Indefinite postponement of the railroad. (The loss to the city by the delay already experienced would have bought all the rlirtvts required by Mr. Hammond, a great many times. It Is little won" der If Mr. iHammond Is beginning to lose all patience. No other city In the country would have trifled with Its opportunities as we have appeared to do from the beginning. A HOr, SKIP AND JUMP. An athletic caper of this sort would scarcely be considered indecorous in one, cvim of mature age and sedate In a bits, Impelled thereto by excess of Joy on recovering ims Indigestion 'through the instrumentality of Hostet Iter's Stomach Bitters, foremost among remedies for dyspepsia, biliousness and constipation, a trio of evIlsusuaJly found in conjunction wirtlh each other.
