Velos, bound for the stone quarries
at Nelson and (Hadinigton Islands, was
driven ashore on Trial. Island during
a gode lost night and ia a total wreck.
Five men were drowned. They are;
Frederick Adams, a well-known con.
tractor who Is building the capltol
here, aged 65, and married. .
Arthur Bovfers, chief engineer, ag'ed
30, single.
Robert Smith, cook, aged 50, single.
Frank Duncan, deck hand, aged. 20,
single. - '
William Law, fireman, aged 30, mar
ried. The first four were drowned, and the
last named died from exposure in the
rigging. Caiptaln. Andorson swam to
a reef U midnight and was rescued
this morning. The Velos -was towing
a barge . on . which 'were 25 latborers,
and the barge was fortunately driven
ashore on a eandy ibeaoh. The tug was
valued at $10,000" and was tnsured.
REFUSED TO CONGRATULATE,
The Gorman Reichstag Voted Down
the Resolutions of Congratulation
to Prince Bismarck. .
Berlin, March 23. The relchstag to
day by a vote of 163 lo 146 rejected the
proposal of President Ilerr Von Levet
sow that the ihouse congratulate Prince
Bismarck on his (birthday, whereupon
Von Levetsow, amid cheering from th
memlbers on (the right, amnouJiced that
he reslgined the .presidency. The em
peror sent the folrorjirU?' telegram to
Blmnairok: - "I lhavm.MyeT "to yor
hlgtonesa an erppesT of my most
profound indtginaHon U. the resolution
which the relchatag nave Just adopted.
It is In most complete opposition to
the feeling of all German prince and
people." The national liberals Will en
deavor to force a dissolution, of the
raichstag and go before .the people with
Bismarck's name as the rallying cry.
Although it was known that consid
erable opposition existed among th
members to formally congratulating
Prince Bismarck, It was not entirely
expected that this opposition would be
carried to the extent It was. The unit
ed votes of the Centrists, Poles, FreJs
sdnnige, and the members of the Volks
partle, - however, brought about thii
issue.
It was stated in the lobbies of the
reichfctag this evening that the conser
vatives and national Uberals who
were dissatisfied with the preeent com
position of the relchatag, will on re
assembling of the house on Tuesday
endeavor to force the government to
dissolve. If they succeed their plan it
lo go to tihe country with Prince Bis
marck's name as the rallying cry and
enlarging an today's affair as being an
insult to the. founder of the empire.
The general opinion is that the mo
ment is not favorable to the campaign,
and that elections would quite poBsl
bly result In further increase in mem
bership of the socialist party, as thi
latter have lately 'been Improving theii
organization.
In contrast to the action of the relch,-
stag In the lower house of the Prussian
diet today, the Cerrtrteta, Poles, Fries.
sennlnges and socialists again united
-against a similar motion to congratu
late Prince Bismarck on his birthday
but In this Instance (the government
secured the adoption cf the proposition
by a large majority.
The rejection of the .motion is cer
tain to cause a great deal of feeling In
the country. Rlohter, tihe radical lead
er, foresaw this when few days ago
he explained the reasons why the rad
Icals would oppose the propositioo
when he said It was not a que!. 'on of
politeness toward an aged gentleman
Bismarck, he claimed, still repressnts
certain political principles and bis great
personality cannot tie divided into the
Bismarck who achieved so much in
behalf of German unity, and the Bis
marck who has ten thoroughly hos
tile to liberalism. Richter said: "He
does not regard hi political career a
finished. He takes every opportunity
of influencing public opinion by th
authority of nis name fat favor or a
policy which tbe radicals have to com
bat almost dally."

Rome, March 23. A Heavy earth
quake occurred this afternoon at th
town of Comaoohlo, located in the pro
vince of Ferrera. ' Church walls fell,
burying a number of worshippers. Six
bodice have been recovered.
CAPTURE OF NEW C HWANG.

gic via San Fnanclsco (March 23d The
detail of the capture of New Chwang
have been received. After the contest
had lasted several hours, the Chinese
were driven toward New Chwang with,
in the fortifloatlons which .they estab
lished themselves, apparently deter
mined to defend, the position in good
earnset. The attack was made on
March 4th. Two points at the north
and west .were assaulted at dawn and
at 10 o'clock the gates were .forced
and breeches made in the walls. The
reslstence was stubborn and It was
not until 11 o'clock at night that th
struggle ended. (Eighteen hundred of
the Chinese were killed before the
streets were cleared and victory wai
proclaimed. Five hundred prisoner
were taken, and the remalndtr of the
beaten army escarped in the darkness.
Sixteen large guns and an immense
quantity of other wur material were
taken.
CHANGED HIS PLAN3.
Admiral Meade Did Not Visit Cuban
Waiters.
Washington, March 21. Admiral
Meade has cabled the navy department
that he has sailed with his squadron
from Son Domingo for Kingston,' Ja
maica. According to the program ar
ranged for the cruise of the North
Atlantic squadron before it sailed from
Hampton Roado, the vessels wre to
atop at Port Au Prince after leaving
Han Domingo, and to proceed to San
tiago de Cuba. Just Why Admiral
Meada omitted this potait in his cruise
was not explained in the cablegram.
The explanation -that finds general be
lief Is that Admiral Meade has heard
of the difficulty that has arisen be
tween the United States and Spain over
the Alllainca affair, and Is indisposed
to complicate the diplomatic adjust
ment of the case by paying a visit to
Cuban waters that might .be construed
by the Spanish press into a demonstra
tion of force intended to coerce fhelr
government.
A DENVER HOTEL, BURNING. .
Several Firemen Durned to Death by
Falling Floor. ' i .
Denver, . March 24. The St. Janie
Hotel, one of the finest hi the city, is
burning. The fire broke out n the
basement shortly before midnight and
soon after the floor of the rotunda col
lapsed letting the flames and smoke
into the office and corridors. The fire
men seem to have the fire under con
trol, although it Is burning stubborn
ly. The loss has already reached $40,
000, and unless soon extinguished, will
greatly exceed that amount. Whlla
the fire was at Its height, the floor
sank, throwing several men Into the
pit of dense smoke below.
At 1:45 p. m. three bodies have been
taken out, as follows: .Harold W. Hart
well, Captain of Hose Company No. 3;
Richard Damhrldge, plpeman; Steven
Marshal, pipeman; There 1 one other
body In the ruins, probably another
fl remain.
PHOBBE LOVED HIM.
Senator Fair and Phoebe Cousins Were
Engaged.
"San Francisco, March 23. The Call
will publish tomorrow a long story
telling of ithe affection that existed
between the late James G. Fair and
Mis Phoebe Cousins, the well-known
lecturer and woman's rights advocate,
According to the Call they were en
gaged to be married and only the death
of the millionaire prevented the mar
riage. Miss Cousins is at present In
San Jose taking care of tier brothei
who Is 111. To a Call reporter she told
of her affection for Mr. Fair.
APPROPRIATION BILL, APPROVED
Olympla, March 23.-The governor ap
proved the general appropriation bill
without any changes whatever. The
total amounts to $1,313,928, which, wltr.
the heavy deficiencies running back to
1891. and Interest, together with the
special appropriation acts, will be ap
proximately 11,950,000.
The governor ha vetoed special act
amounting to nearly 190,000, including
120,000 for a state wagon road (through
the Natches Pass, t&O.OOO for free text
books, $2,500 for an artesian well In
Walla Walla county. $4,500 for the
Eastern Washington hospital. The to
tal of appropriations is 1n excess of
the probable revenue according to the
most conservative estimate somewhere
between $300,000 and $400,000.
The governor also vetoed the bill
appropriating $25,000 for the construc
tion of a wsrvshop at the Eastern
Washington bospirta.

Belleville, III., March 23. Anna Kaha
who was convicted of murdering her
husband, was granted a new trial to
day on the ground that In a murder
case Hke the one in question the male
accessory Is always mors guilty than
tbe female accomplice. 6he thereupon
pleaded guilty. Judge 'Wilderman then
sentenced her to life Imprisonment.
Her aocomprice, George Central, suf
ferad the 4eath penalty some months
ago.

Denver, March 83. A News special
horn Santa Fe., N. M., says: Phil. Hef
ley killed Ben Holman at Lordsburg
without provocation and without giv
ing his victim a dhance to defend him
self. He was acquitted by a Justice
of the peace and has since been play
ing the part of a town terror,' making
many (threats. W. B. Connor forbade
him to come to his house to see his
daughter and he stated this week that
he would kill Connor. The latter arm
ed himself and toy chance met Hefley.
Hefley shot at Connor with his six
shooter and Connor returned the fire.
Hefley shot again, and Connor then
shot twice, and Hefley dropped dead.
The coroner's Jury brought 1n a verdlot
that Connor was Justified In shooting
and he was released. Holman was the
sixth mom Hefley bad killed.

morial museum that has been built
at Golden Gate Park from 'the funds
remaining from the-Midwinter Fair
was dedicated to the public this after,
i.oon. Several thousand people attend
ed the ceremony. The museum bulldi
Ing, which came to be known during
the Midwinter Fair as the fine art
building and a magnificent collection
of curios, bought at. the expense of
$147,000, were presented by the board of
directors of the fair association to the
toard of park commissioners as repre
sentatives of the people.'- It was stat
ed .that the total receipts of the Mld
winter Fair were $1,269,113, and the to-
tal diabursemonts $1,133,121. ;

that he was the most expert diamond
cutter 1n the world. He claimed to be
worth $100,000 and declared that 'he
came over to visit Mr. Clsterman, one
of the Cincinnati firm who are suppos
ed to have contracted for the men. Ills
examination will be continued Monday.

Stockton, Cal., March 23.-Two bunco

drawn the money from the Lodl bank

THE HUNT iNEARING THE END.
' Seattle, March 23. The man hunt Is
drawing to a close and with the cap
ture of R. H. Ford, alias Manning, ev
eryone of the notorious members of
the gang that walked out of the coun
ty Jail last Sunday night save the
bunco man Frank J. Hart, has been
captured. Ford was captured In this
city this afternoon by Chief of Police
Rogeri and Detective Cudlhee.

the whisky (trust presented their resig
nations to Federal Judxe Grosacup to
oay. They were Receivers Lawrence
and Mitchell. General John McNult
was continued by Judge Grosscup as
sole receiver. The Jud?o said the resig
nations were rendered because it wa
thought that the business of the rei
cetvership .had reached such ft stage
that one man could conduct it without
.difficulty. There has been no trouble
between the court and the receivers.
In flnanctal circle it Is the general
belief that despite assertions to tlie
contrary the resignations were a result
of a merry war between the three men.
It is asserted today that the court's
proceedings were arranged solely for
the purpose of letting Receiver Law
rence down easy, and his resignation
was not Wholly voluntary. It is com

union crews, which afforded consider
