There Is good deal of force in tht suggestion of e. recent writer that tht tmvemrnfmt Is at a disadvantage In deaiUng with the trusts and other largt interests by reason of the fact that 1' does not conduct its affairs with du regard for the value of expert knowl edge. The big oorpo rations make It i point to employ Bhe best avallabli talent In the different branches of theli business, and to act upon the advlci of men who are thoroughly qualMef to point out the safest and most profit able course. This Is Illustrated ncarl; every day In legal controversies and In legislative proceedings. The corpora tions always have the most capable lawyers and the shrewdest men in theli service. They have learned that It pays to secure the assistance of those who are specially fitted by education and experience for given and important duties. Thus It comes that they are ready for any contingency that may arise, and quick to profit by ever) opportunity that Is presented. They make themselves powerful by reason of the superior ability that they bring to bear in the management of their en iterprises and the promotion of their prosperity. That is the great secret of their success, and the principal source of their vitality. It is a lamentable fact that the oper ations of the government are not car rled on according to suoh a theory, There Is too often medlocnacy where there should be superiority; and what is worse, the Incompetents are unwll ling to learn by listening to the advise of 'those who have proper knowledge. The average congressman, for example, scorns to consult an expert upon any subject, however Intricate and confus ing It may be to him. He imagines that ho lowers his dignity and dispar ages his reputation when he solicits In formation from anybody about any thing. It suits ihlm better to go blun dering along wltih a protense of fitness for this work than to take counsel of men who really understand, the matter that is bothering him. In the case of a measure affecting financial and com mercldi interests he does not seek en lightenment from (bankers and boards of trade. On the contrary, if they ven. ture to express an opinion to him oi make a. request of him, he is apt to rebuke them for their impertinence. He speaks lightly and derisively of ex pert knowledge, and has a great deal to say nJbout the annoyance of cranks and dreamers. It Is a part of his philosophy that ignorance well stuck to is as good as wisdom. The govern, ment endures in spite of the presence of so many such men in its service; but surely its benefits would be much greater If these individuals would con sent to be Instructed by those who are capable of telling them more than they know. THE BALANCE IN THE SENATE. By the filling of the vacant seats In the senate from Washington, Wyoming and Montana, which has Just taken place, the control of that body has passed out of Democratic hands. The vacancies had existed for two years, and wert due to deadlocks In the legis latures of those states. On this account there were only eighty-five seats filled In the senate of the present congress thus far. Out of this number the Dem ocrats had forty-four, the Republicans thirty-six, and the Populists flv. On this basis the Democrats had a plural ity of eight over Uie Republicans and a majority of three over the Republi cans and Populists combined. Tht Democratic vote was reduced one by the death of Senator Vance, of North Carolina, and the (Republican vote in creased to the same extent by the re cent election of one of their party to flil Vance's seat for the remainder of t'.ie term. In this calculation Stewart and Jones, of Nevada, formerly Re publicans, have been classed as Popu lists. When all the new members take their : :.i.b In a few days ithe strength of the parties in (he senate will stand thus Derrocrats, forty-three; Republicans, forty; and Populists, five. The Demo crata will have a (plurality of three, but th3y will Ibe It wo short of a majority of the whole 'body. The Populists will hold the balance of power. Ordinarily the Populists would! Ibe more likely to vote with the Democrats than with the Republicans on strictly (partisan issues. Host of them stand with the Demo crats on Che tariff, and all of them are on the side of the majority of that party on the silver and general finance questions. The tariff is probably shelv ed for two or three years, but the sliver Issue Is always wltfh us. The state "bank question Is -liable to come up again at any time, and on this subject the Populists are In harmony with the bulk of the (Democratic party. In Che next senate also Whe Populists will be the decisive factor in the divis ions between' the two great parties, There will Ibe forty-three Republicans, thirty-nine Democrats, and six Popu lists In that body. The Republicans and -Democrats will change places at end of the present term three weeks from nex,t Monday, and, as Is the case with the Democrats at present, the Re publicans will be a little short of the number required to put them under control. They will have four more votes ithan the Democrats, but they will be it wo Bhort of the combined. Demo cratic and Populist atrength. This Is an unfortunate condition of things. It would be better for each of the great parties and also better for the country If one or the oOher of Hhem were In the lead. Undor existing -conditions the handful of Populists will be in a post Hon to dictate terms to many times their own number. Their votes will be sold to the hlgihest bidder, and dead looks In legislation and disgraceful and demoralizing deals wlil be commor until the eleotloh of 1896 put the Re publicans in undisputed control of all 'branches of the government. REJECTIONS ON THE DEAD. Philadelphia Press: Thank heaven we shall at last with this day be rid of this unapproachable congress. Buffalo Express: But why prolong the tale? The Fifty-third congress li dead at last. And It rotted before it died. New York World: It can be said of congress, at any rate, that It might havo done a great deal worse If It had not been hampered on one side by ar almost complete lack of ability to dc anything at all. New York Bun: The Fifty-third con gress, Inspired and abetted by the Dem ocratlo executive, has preserved Mo Klrtlevlsm. adapted Populism, and brought widespread disaster upon th nation.
