This evening at 8 o'clock begins th' first of the Lyceum' meetings at the Presbyterian church, under the auspices of the Young People's Society, which will be given every other Friday even ing during the season. The programs will consist of lectures, table-talks, readings, music and social pastimes. All are Invited. The Sarah Dixon has been hauled off the Portland-Astoria route, and her rur taken by the George W. Shaver. The Shaver Is a comfortaMc- boat, and pas s'marers will receive the same courtesies on her that have always been shown the travelling public on the Dixon. Wm. Hendron is cutting a log Into cord wood at Scow Bay that Is probably o!d?r than the oldest Inhabitant of Astoria thouch there Is room for doubt. It was cut on uie beach ut Heap river and towed over recently by the steamer Mayflower. It measures 93 feet In length and 4 feet In diameter at Che small end. Mr. Ilenuron expectE to get 20 cords of wood from the log. County Commissioner Peterson and John Ohltwood have cut and rtady for the mill fully 2,000,000 feet of spruei logs. About 1,200,000 feet of logs have been taken over Young's River Falls and are now In tide water, while the balance remains above, awaiting a freshet. They have decided to remove their camp to the Lewis and Clarke, and the donkey engine will be taken up next week and transferred to that place. The lbiuor license granted the Casinc at a special meeting of the city council Wednesday nlgtit, dias, as yet, not beer issued. A question has been raised at to the legality of the meeting, and Mayor Kinney has decided to await 8 decision from the city attorney on that point. The Casino Company has pale its money and holds the treasurer's re ceipt, but it Is not probable that they will attempt to do business until the license has been properly Issued. Mr. Alex Meglcr fays that he ha? had suoh a 'demand from people who wa.it to be head waiters, domestics, etc., at the Seaside Hotel, that he If at lart forced to deny the article pub li.-thed in the Astorian a day or so age to the effect t'hat he had leased tha hosulry. The place was offered to bin last jaar, and 'he thought some of tnk lug it, but concluded that he woulu have his hands full looking after th Occident this summer, so let the chance so 'by. There were so many valentines mail ed up to yesterday morning with but .mo cent stamps on the envelopes, the during the day the stock of pennler at the postolllce dwindled pretty low, making dhange for parties Who paid ,-vtra postage. Nearly 2000 pennies were thus turned into circulation. In yes terday's Issue of the Astorian a warn ing to senders of valentines, against putting one cent stamps on sealed en volopes, had the effect of cutting down the number of envelopes Bhort of post age, placed In the box during the day. Several times during the last two months I have witnessed the punish, ment of a certain small boy who, In spite of I1I2 mother's warnings and ex postulations, lias repeatedly engaged In flsrhtln? wIUi ills companions. The punishment has been In the cases ot served a vigorous use of tha proverbial slipper, and, Judging by the amount of noise produced by the unfortunate cul prit, the mode of punishment should br very effectual In preventing a repetition of the offense. I ihave noticed that If boys are as sured a spanking for fighting, they Invariably lose their desire to fight The possibilities of a thrashing at thf hand of the youthful antagonist, doer not seem to deter them from entragirw In the brutality of a iflst fldht. but tfhat ncsslblllty coupled with the certainty of a thorough chastisement at thf hands of a wise mother Is a greater risk Dhan most boys care to take. Consequently I am led to consider the spanking operation an unqualified suc cess. It occurred to me the other day while reading the accounts In the dally pa pers of the threatened personal encoun ters In our national legislative halls, 1 hat something of Bhe same kind might je productive of very great good If ad ministered to those honorable (?) con gressmen who were of so pugnacious a turn of mind. It Is becoming quite fashionable for members of congress to desecrate the halls whioh should be held sacred to the memory of a V.'eb 3ter or Clay, by Indulging In language mused by gentlemen, and In lxfliavloi unfitting to rational beings. And to the nd that reformatory. Influence may be brought to bear w-here most needed I have undertaken to suggest a return to some of the "good old ways" that ex perience Oias Mhown to be worthy of "onsideratlon at least. In short, I seriously recommend the reatlon -of the office of congressional spanker the duties of which office be- !ne to subject to a severe Bpanklnp my member 0 congress Who shall at tempt or threaten to fight on the floorr of either house. Of course this punishment could not be administered by hand, but It would require the expenditure of only a small sum of money to fit up a small roorr w here the refractory M. C. could be nispended In mld-nlr In sueh a posi tion as to be the recipient of the ma terna caresses of a huge mactilne con structed for that purpose. The o.Tice would require the services ot only one person so that the salary need not be an objection, and, Indeed, I am quite confident that there are 'hundred:) of our unemployed Who bnve been throwt cut of work under a Democratic ad ministration, who would be glad of an opportunity to spank the discordant 'e-rislators who have brought them to misery. But as I was about to say, the ser- Tcant-at-arms could ba required to ns 1st In securing fjhe miscreant ar.d hoist ing him to position, when the proper ifllcer might touch the button and eave the machine to do the rest. No one can doubt that this woulfi e effectual In putting a stop to thl ongresslonal boyishness which is at iresent a rebuke to our form of gov-M-nment. An then, too, this mode of "ninlsftiment might be made a source of evenue for the r;fllllng of our sadly lepleted treasury. If the spanking machine were placed 'n a large hall and a good round sum -iharged for admission, our money roubles would for a time, at least, V settled. Of course, this would not ' rpa.nkiri!? for revenue only. I had often thnueht of this mode of o'-inlfhmcnt ns a sure euro for prlze r'rhtlng, for It certainly wou'd take a!" he spirit out of Jas. J.
