The fact of most Importance with regard to the existing financial trou bles of the government is that they ore primarily and principally attrlbu table to Democratic incapacity in the management of public affairs, says an exchange. It is easy to give technical reasons why this or that particular thing comes to pass Jn the current rmeratlons of the treasury, but such explanations Should not be allowed tt obscure tho original cause of the mis fortune or to modify the responsibility of the party In power. The simple truth is that Democratic rule Is not conducive to the prosperity of th country. It creates distrust, and cm tarrasses business, and depresses all kinds of Industries. This Is not a matter of conjecture of speculation, but of practical experience. The diffi culty began soon after the present administration came in, and it has con tinued ever since. That is to say, at no time during that period has there been a feeling of perfect security. On the contrary, there has been a constant apprehension of evil, because of thf demonstrated unfitness of the Demo cratlo party for (he great task careless ly Imposed upon It by tho election of 18i2, The theorists and experts may present as mnny definitions as the please, but this Is the main fact aftei all. There Is no scarcity of money in tlu country, tout an ahundwnce of It that lies Idle for want of Bafe and profitable .chances of Investment. All of the va rious forms of currency circulate at par, and people are glad to get any of them In return for labor and in pay ment for products. If every dollar ol sliver and paier money should be miraculously turned Into gold tomor row, It would not make the situation any fetter so far as the principal source of food times la concerned. We do not need any more currency, or any new kind of currency so much as we need conditions under which the pres. ent supply can be actively ami benefi cially employed. When the Republican party was In control of the govern ment there was plenty of revenue and no trouMe about the currency. General prosperity prevailed, and all clauses of cltlxeni were contented and happy. 11 will not do to say that the sorrowful change which him ensued Is due to other than political causes. The thing can not ibe accounted for by any kind of mathematical Juggling. 8uch events do not come to pass by reason of tech nicalities In the science of finance, or accidental circumstances In the trans action of the public business. They are produced by general and fundamental causes, and In tills instance it la waul of confidence in Democrats as states manship. Minor Influences contribute In some degree to the misfortune, of course, but they would amount to noth ing In the absence. of tho fact that the affairs of government are being con ducted by an Incompetent and dis trusted party. The prediction haa been made that the New York banku will put the end less chain In motion again as soon as the president's new bond loan lias been made, and empty the treasury of gold once more. There is no great danger of thut. Whatever banlicrt. may think of Mr. Carlisle, or of plac ing, a loiuiv nbroail tdley certainly have no Interest In creating a panic or In dragging the country down to the Silver basis. They are Interested In promoting, not destroying, the general nmperlty, and they rnny be depended n to pursue a course calculated to pro mote their own welfare, whether It u (Official Report.)
