THE DAILY AS TORIAN, ASTORIA, tWtSDAY MORNING. NOVEMBER 8 1804 THE COLUMBIA AND EASTERN. Articles of Incorporation of a New Railroad Were Filed Yesterday. Articles of Incorporation of the Col umbla and Eastern Railroad Company, says the. Sun, were filed with the county clerk yesterday afternoon by Colonel R. W. Mitchell, Henry C. Gra dy and C. W. Johnson. The capital stock ! placed at $500,000, divided Into 6000 shares of J100 each. The company proposes to construct a railroad from a point In Clatsop county, at or near the mouth of the Columbia river, through the valley of the Nehalem, then through Columbia, Washington, Multnomah, Clackamas, Marlon, Linn, Harney and Crook coun ties, to a point near the Snake river at Ontario, or near Owyhee. If prac. tlcable, the company will purchase the "Astoria and South Coast railroad, run ning from Young's Bay to Seaside, Rnd connect It with the proposed line. Branch linos will be built wherever and whenever necessity demands. The company will also engage in the man ufacture of lumber, quarrying rock mining coal, and In the operation of ferries. The proposed line will pass through a rich country, epeclally from Astoria to Portland, as undeveloped coal mines abound In the Nehalem valley. This scheme embodies the plans of the Scho fleld line from Portland to Astoria, on whl':h some grading was done In 1892. It Is entirely different In Its features from the line which the Union Pacific Intehded to build. The latter which is a company composed of R. W. Baxter and other Union Pacific officials intend ed to build, was practically a consoli dation of all interests, It being proposed to give Astoria rail communication with Portland by a connection with the Nor thern Pacific at Goble, and to tap the Nehalem by branch lines. Some "rail road men claimed that this scheme would not be profitable one as the company could- not meet river com- petition. They advocated a line through the Nehalem such as the new company Intends to build, with extensions in other directions. From the articles of incorporation, it would appear that the new com pany is incorporated for the object of building a line to a connection with the Union Pacific, which would give that company communication with Portland and the sea independent of the Oregon Railway and Navigation Company. As proposed, the line will run directly from Astoria to Ontario, a town in Malheur county, located on the line of the Union Pacific, forty miles from . Huntington, where the Union Pacific terminates. It remains whether the road Is to be built for that purpose. The Incorporators are well known In Portland. Colonel Mitchell is adjutant general of the Oregon National Guard; Mr, Grady is United States marshal, and Mr. Johnson is a well known rail road man. He was superintendent of the Oregon Railway and Navigation Company about eight years ago. MACHINE VS. HAND COMPOSITION London Printers Have a Falling Out Over Type-Setting Machines. The trouble which has been brewing for some time among the members of the London Society of Composttor9 re garding the American type-setting ma chines, which are now used by many of the journals of the metropolis, has culminated in the secession of many of - the members and the formation of a new trades union, under the name of the Mutual Society of Linotype Opjra- tors and Employes. - The new union is intended to be a national organization, comprising the provinces as well as the metropolis. The desirability of admitting to mem bership such hand compositors as work in offices where tho type-setting ma chines are now In use, is now under consideration. It is not thought, how ever, that such a move will be made, us the opposition of the hand compos itors to the machine operators has been bitter. PROBATE COURT. In the matter of R, S. Jones, deceas ed, ordered that the will be admitted to probate. In the matter of James P. Met-!, de ceased, confirmation of sale of real estate allowed. In tho matter of the estate of Sarah E. CofTman, deceased, order made that tbe administrator answer the petition of F. Beerman within ten days, and set for hearing November 20th. In the matter of W. S. Woolsey. de ceased, ordered that letters of admin istration be issued to A. J. Gragg; bonds, fixed at $1,210. In the matter of the estate of F. E. Nelson, order made allowing final ac count and upon administrator filing receipts to be discharged. In the matter of the estate of J. W. Bottom, deceased, continued until De cember 12th and alias citation ordered issued. In the matter of the estate of John Williamson, deceased, ordered that the executor sell real estate as prayed for. Richard Cearns and James Redde way, both natives of Great Britain, were admitted to citizenship. I CONSOLIDATION. ' Boston has a consolidation problem. The Beacon, in commenting on this, says: There is, of course, sorfjtnlng fascinating about the idea of making Boston a city of a million inhabitants, simply by a stroke of legislation; but the experience we have had with an nexation on a comparatively small scale in the past cannot be regarded as on the vhole favorable to this later and far more ambitious plan for in creasing, not only the city's population, lut also its public debt and its respon sibilities, In th way of street derelop. ment, policing, education,, fire protec tion, water supply, and other Important municipal requirements." The Boston annexationists propose to add tw.enty- alx possibly twenty-eight towns, which have upwards of five hundred thousand Inhabitants. Antl-annexa- tionlHts hold that the project if con summated will add enormously to the city's debt, without securing .my cor responding benefits; The consolidation of New York and Brooklyn is a much larger undertaking and its advocates claim that it would result in reducing the rate of taxation. Those who vote for consolidation ' for this reason will be much disappointed, because even if the two cities are united, some magnificent scheme of Im provement will be Immediately intro duced that will keep up the tax rate as high as the people are willing to pay. There is no denying the fact that the tendency of large cities Is to absorb outlying districts, but it does not follow necessarily, that this Is a tendency that should be encouraged.
