At the port of New York, at which 75 per cent of all Immigrants land, the Juiy report shows arrivals aggregating iw 049, of which not over one-half are Im migrants proper, while the departures were 19,903 steerage passengers, pre sumably, emigrants. It would be natural to suppose, If foreigners were returning to their own countries from the United States, fiat the number of Immigrants would Bhow a falling off, ani the treasury report for the fiscal year 1894 just Issued does show o falling off of. 180,632 In the numbar of Immigrants this year over 1893. Ono peculiar feature of this ex hibit Is that there Is no country that has not sent us fewer Immigrants this year than last. It Is believed that foreign lmmlsra- lion reached Its climax In 1892, when fiin.320 aliens came to the United States, The next year the number was reduced to 497,930, and In the present fiscal year It has been again reduced to 311,404, or only about one-half the number that inn.lPd in 1892. The hard times here may have had something to do with the movement of Immigrants, but times have been harder In those countries from which we receive tho most Immi grants than we have been here. Strict Inspection has had much to do with the d3errse. During the present fiscal year 2.3M Immigrants have been burred from the United States, of which number 1,527 were contract laborers und 780 were paupers. This has had a re. training effect In foreign countries, and haa prevented & lurgur number from coming here than the mere fig ures r?present. It Is not probable that the foreign population Is to be seriously reduced by the return of any consider able number to their native lands, but It Is reasonably certain that we are to got fewer Immigrants and these of a better class. While they are In many Instances unsightly things, they are considered a public necessity, and are not only here to Btay. but their number will without doubt be augmented from time to time. Why not, then, make them as pleas ing to the eye as possible? Why not follow out the law laid down In the or dinance relative to pulea bearing wire In the publlo streets of Astoria, and paint them?
