The Daily Astorian's circulation Is tive times as great as that of the com bined circulation of the other dally pa lters of Astoria. The WeeVIy Astorlan, the third olu rst weekly In the state of Oregon, has, next to the l'ortland Oregonlnn, the largest weekly circulation in the state. Subscribers to the Astorlan are re quested to notify this office, without less of time, immediately they fall to receive their daily paper, or when they do not get it at the usual hour. The recent strike, with its mob vio lence, loss of life and business disturb, ance, mokes it apparent that some way must be found to prevent such ca lamities, and naturally every one turns to arbitration voluntary, if possible, compulsory If necessary. Compulsory arbitration could not be enforced against irresponsible persons unless an Imprisonment penalty were provided, nor would it prove uaUnfuc tory to either employer or employed except when rigid Invetftigatlon wus made Into details, and the commission composed of men above suspicion or re proach. The responsibility of deciding a con troveray and enforcing a verdict thut would work hardship to hundreds of wage earners, or, perhaps destroy valuuble Industry, is greater than most conscientious men would like to us. sumo, and . in framing a compulsory . arbitration law It muHt bo remembered that it may also be used ns an Instru ment of persecution. Voluntary arbitration is a correct method of settling labor troubles, be cause an agreement to arbitrate shows a disposition on both sides to moke concessions, and when employed gener ally results In a peaceful solution of the controversy. But employers ore not al ways willing to arbitrate labor differ ences, and for that reason voluntary ar bltratlon Is sometimes Impracticable, The right way to prevent strikes and preserve harmonious relations between employer and employed is to contract for flxed muges for the various classes of employes. This system is now em ployed by various labor unions with suc cessful results and should bo adopted in every industry throughout the coun try. When the scale of wage prices Is flxed for a certain porlod in advance employers know how to muke contracts with customers, for the labor coot of their products is unchangeable. It also satisfies wagu-earners that their post tion is secure, provided trade is pros, Jicroin ftJi'l the business of thelr-cmploy ir is properly managed. Nothing udds more to the stability and prosiertty of n business enterprise than the certainty , that no labor troubles Will ensue, and that prices will remain unchanged. The committee appointed by the Ath letlo Club to solicit subscriptions for the regatta, are meeting with success so fur as they have cunvaMsed, and It Is hoped those of the cltlsens who have not yet been called upon will respond liberally when asked. It would seem that Georgie Gould has not developed enough extra speed with the Vigilant to entitle him to any gov ernment bonus. The board of equalization will meet at the office of the county clerk and publicly examine the assessment rolls of Clatsop county for the purpose of coriectlng all errors of valuation or description of lands or other property. It la the duty of all persons to ap pear at that time if they wish correc tions made, as no corrections or altera' tlons can be made by any ofilcer after the adjournment of the board.
