A SHORN SAMSON. One of the ablest, most intrepid and Independent admirers and supporters of Drover Cleveland has been Harper'i Weekly. It has performed great ser- vlco in his behalf In time past. It now dubs him a "Shorn Samson," and re- lews his record In a manner Intensely uncomplimentary to the latter purt of his reign. It discovers a great contrast In his methodu no and during his first term, and In effect says the statesman has dwindled Into a politician and so lost his most distinguishing and popular rharacteristlc, "Ha is no longer," it says, "as he wag eight years ago, the leader of his party, He Is not, we re peat, an appreciable factor In the po litical situation," This must be galling to the president's cuticle, but the ex corla'lon is continued: "He Is helpless because ho has atondonei the methods of his first term, and hns become a poli tician. He won hla unique place In American politics because it was his praa'lce to appeal to public opinion, and he did not appeal in vain." The using of patronage to further partisan pur poses is hen discussed, and the article conoludes 'as follows: "It is still open to him to retrieve in part the mistake that he has made, and the retracing of his steps ought to bo made easier by the consciousness he must share with his felluw citizens that, up to date, his sec ond administration must bo classed as a failure." the contrary policy. The theory of accident or coincidence, with absence of intention, will not answer. It Is an open secret that the sugar trust, personally represented at Wash ington by President Havemeyer, desired such a sugar schedule as was adopted by the committee, and Mr. Carlisle can rot plead Ignorance of that fact at the time when he took a hand In the affair. He must have had some special reason for the active and effective part he played In the construction of this par ticular portion of the tariff bill. What that reason was, he does not state; and his sllenc? In such a relation, where the clrcurrstances so plainly call for an explanation, Is the kind of a mis fortune that should not happen to a man of his position and reputation. OREGON NOTES. The country has full confidence In the personal Integrity of Secretary Carlisle, says the Globe Democrat. Ho has never been suspected of any kind of corrup tion In office, and nobody believes him onpablo of being Influenced by moreen ary motives. But his testimony beffie the senate Investigating committee ccr tninly places him In an unpleasant light, to sivy the least. He acknowledges that ha formulated tv sugar schedule provid ing for a duty of 40 per cent ad valorem on low grade sugars and 45 per cent ad valorem on refined sugars. This sched ule, ho says, In an excusatory way, was not adopted by the committee: but he evades the foot that the schedule which was adopted did not differ from the one that he proposed except In the respect of making a uniform duty of 40 per cent ad valorem, with an additional duty of one-eighth of 1 per cent on re fined augurs. Moreover, It was at his Instance that the t4me for the duty to lake effect was extended to next Jan uary, thus permitting the nM'.rers to Import raw sugars free of that duty until that time. In short, according to . his own story and the official records to which It relates, he recommended an adjustment of the matter that was de cidedly in the Interest of the sugar trust, and the schedule now passed practically conforms to the one that he prepared. It Is charged that this arrangement was made In consideration of a contri bution of $5(0,000 by the sugar trust to the Democratic campaign fund In 1S92, Mr. Carlisle denies that ho was In fluenced by any pledge or agreement of that anri. GranUng this to be true, then what was It that Inspired this ac'lon? It will not do &r hint to say that he was trying to carry out the promises made by hi J party to the Ieople on the subject of the tariff, for he was In reality flatly sntiignnlxlng those promises. He cannot even claim thit he was following his personal opin ion as previously expressed, for he has always been known as a five sugar r"n. In his annual report, discussing the revenue question, he did not at ggest a duty on sugar, lut Impliedly favored The Pioneers of Polk county are hold ing their reunion at Dallas. There Is only one town on the face of the great throbbing state of Oregon that has a baseball team with uniforms, and that town is McMlnnville. The SaJemi Democrat has gone out of the neighborhood to find cause for rais ing a kick, and it finds fault with the printing bill of Marion county. Mr. Milton W. Ford, of Salem, has waded through the stream of single life long enough, and was married yester day to Miss McNnmiira, of Dallas. An optician, with a stock of glasses, could make money at Salem. The pet of the town, a squirrel, was killed by a merchant, who mistook It for a rat. Those people In Benton county who could not afford to attend the midwinter fair ore now raising money to go to Portland and view the effects of the flood. The foreman of the Eugene Register Is keeping his face clean now, prepara tory to tho teachers' lnstltute,whlch will be held In close proximity to that office July 16. The Hon. M. J. McMahon, of Portland will bo the orator of the day at McMInn vllle, where an old-fashioned Fourth, with a tug-of-wa.r, a greased pig and all you can drink for five, will be celebrated.
