MR. CAVE'S SENTIMENTS.
In all the ptess comments on the
speech of the Rev. Mr. Cave at the un
veiling of the confederate monument at
Richmond, Va., on Decoration Day, not
one word of censure or condemnation
can be found In any southern paper.
The accounts of the speech as published
throughout thlB section arc profusely ln
terlnrded with the parenthetical expres
sions "Tremendous Applause," "Great
ApHlause," etc., and yet these are the
people who ore continually decrying
What Is termed the bloody shirt senti
ment of the north. They do not seem to
realize that the best evidence of the
tolerance and forbearance of the north
Ih to be found in the fact that In any
other country on earth, under whatever
form of government, this man Cuve
would now be languishing In prison
awaiting trial for seditious behavior, If
not for tho graver offense of treason
Itself. One of the anomalies of our gov
ernment which never ceaseB to excite
tho wonder of well Informed foreigners
Is that not only are such traitors as this
man Cave (and there ure many of them)
allowed to run ut. large, but more amaz
ing still some of the menlio were moat
active In fomenting the rebellion and
who, after they had succeeds! In start
ing the strife, actuully reddened their
swords In the patriotic blood of the na
tion, are now occupying the highest and
livrnt responsible offices under the gov
ernniont and laws they sought to de
stroy. To add to the singularity of the
spectacle these men are known by their
repeated public declarations never to
have repented their former betrayal of
the country, but on the other hund they
glory In their record, and dare to an
nounce even on the floors of congress
thietr firm and unalterable opinion that
they were right then and that they hold
to tho same convictions still. Home of

As a part of the civil service record of
the present administration It Is both sig
nificant and Interesting to note the
cluuiges In the force employed in the
interior department since Hon. Hoke
Smith, of Ueorgla, took charge. There
have been no less than 876 dismissals,
and 422 reductions In this department
alone. Of the dismissals 30 per rent
were- men who served in the union
army, and of the rvdiictliwis 37 per cent
were of the same clans. In addition to
thosj peremptorily dls.-nlised. thetv were
84 forced resignations, of which nearly
one-hull were men who hnd served In
tho union army. lie has made during
the same time about the sumo number
of appointments as dismissals, consider
ably dver one-half of which have been
from tho southern states.
In the election of 1890 Oregon throw
71.400 votes, says thi Orvgonlun. The
vot of the State this year la about 15,KW
more. The proportion of votes to popu
lation In 1K) was t to 4 1-t On this pro
portion the pollution of the state has

Rut there has been a loss of at least
3,000 Votes by tho flood , of. this year.
Tile total number of voters therefore
should be about 90,000 now, and the pop
ulate 385,000. Next year the state cen
sus will be taken, and the population
will 'be found to exceed 400,003,
It seems from the. proceedings of the
Populist convention In Kansas yester
day that, having worn out every other
fad It Is possible to think of, these peo
ple are now preparing to take up the
woman suffrage question.
Mr. Haveymer's testimony before the
bribery Investigation shows conclusive
ly that Improper Influence was brought
to bear upon the committee making up
the sugar schedules of the tariff bill.
The tariff bill aa It now stands is en
tirely satisfactory to the sugar trust
and Mr. Havemeycr doesnt hesitate to
say so. .
CHRISTIAN ENDEAVOR WORK.

Much Interest has centered in the
Christian Endeavor work tn Life-Saving
stutUns, and at the International con
vention In Montreal, Canada, nn nd-
vnnced movement was made by adding
the llfcht houses and light ships- to the
work; also Including the United King
dom of Great Rrltaln In the field of
operation. Men were chosen to repre
sent Kngland, Ireland, Scotland and
WnleB on the International committee,
which consists of representatives from
every state and province where life
saving stations, light houses and light
ships are located. Rev. S. Edward
Young, Asbury I'aik, N. J., Is chairman;
Rev. J. Lester Wells, 188 Grand street,
Jersey City, N. J., Is secretary. They
delivered addresses at the Montreal
convention, the former speaking of the
spiritual wa-nts and the latter of the In
tellectual and physical needs of the
crews. The life-savers of the world are
the. bravest men, and continually hazard
their lives for others; they guard 20,000
miles or more of dungerous coasts and
have rescued more than a million peo
ple from shipwreck. As the moat of
tl.em are Isolated from home and Mends
it Is highly fitting thut world-wide sym
pathy should be extended to them, also
to the men connected with the light
houses and light ships, upon whom ves
sels freighted with precious lives de
pend for rafety. Christian Endeavor so
cieties, located near, stations or light
houses are recommended to conduct ap
propriate services for the crews and
also furnish comfort ba-s, books, maga
zines, papers, mltB, mufllers, wristlets,
socks, yarn caps and the like, for the
comfort of the surfmen. Those who de
