MORE ABOUT WATER.
A Still Indignant Mousi-keep Replies to
Mr. Parker.
It seems the' "Indignant Housekeeper"
is not satisfied with the explanation
offered by Chairman Parker. We do not
wish to appear sarcastic, but beg to
suggest that if it is the earth our es
teemed correspondent wants, why of
course she can have plenty of water
with it. Now we may anticipate that
she would reply to this by saying "It
is only a new water syBtem she is af
ter," but, on reflection, must she not ad
mit that the woman (or man either, for
that matter) who cannot be reconciled to
a chronic state of uncleanllness by the
chairman's explanation, must be very
hard to suit Indeed? If our housekeeper
is not satisfied that she ought to con
struct water works for nerself, as has
been so kindly and pertinently suggest
ed by the chairman, let her go to the
river for her supply of the element.
However, as The Astorlan husn't the
money in its custody that might be
used to build water works, it can only
commend the subject, with the follow
ing additional letter from "Indignant
Housekeeper," to those who have:

When I saw by the heading of an
article In Saturday morning's edition of
your paper that "Chairman Parker
makes a statement," I thought, now we
shall know all about It, and hear some
good reasons, why we do not get our
new water works. After I had read and
reread the article, I was still in the
dark, for I could not find one word
about new water works, but I did read
that at least one of the present board
had been In the businens for twenty
years. Well! they tell us that "experi
ence is the best teacher." If so, surely
twenty years of tuition under one teach
er, ought to hi-ve produced some re
sults lp. advance of present appearances.
Of all crude, "old-timey" ways of sup
plying a city of the size of ours with
abundant water, the present one takes
the palm. Is this not the same way
that the water supply was brought to
the city when it was a little fishing
hamlet, twenty years ago? only the
pipes are longer, as of necessity they
have been obliged to go farther away
after the supply. Now, I am a woman
and a housekeeper, Mr. Parker's in
sinuatlolis to the c mtrui y notwithstand
ing, and I may have asked questions
that I had no business to, as women are
apt to do, but I do not need to be told
that the board are properly courteous.
I know that. Will that build new water
works? As to the other two adjectives
of praise, he bestows on them "live and
less mossbock," I have my doubts, but
these attributes are a side Issue. What
I want to know Is, why we do not have
new water works? Is there any reason
for the delay? If so, will Mr. Parker,
or any other one of the board, tell us
what It iB? Not a lawn or garden in
town is allowed to use water for Irri
gating, not even if they are willing to
pay for it. The last three days we
have had a little better supply of water.
I was Just about to write for which we
are grateful, but I won't say that; it is
our right. We pay for it, but we are
not by any means sure that this will
continue, as long as there Is only a lim
ited supply at the fountain head. The
Idea of an individual tank for every
house Is not an original one by any
means. Every well built house is sup
posed to have such an appurtenance
somewhere around. How many are
there In Astoria kept filled by the As
toria Water Company? There are
windmill tanks, rain water tanks, but
how many supplied by Astoria Water
Company with water? If .we pay the
company for a supply of water sufficient
for our families, in advance too, it is
the business of the company to see we
get it, and If they cannot keep us in
water except we have a reserve, it is
their place to furnish each family pay
ing their monthly rate of tax for water,
with a receptacle, tank or whatever it
may be' called, to hold the water, and
thus, as Mr. Parker puts it, the plumb
ers and carpenters who would "like the
job just now of fixing up things," would
be under everlasting obligations to the
company for the "Jobs" thus given
them; How many poor families living
in rented houses can afford to take the
bread out of their children's mouths to
furnish work for impecunious plumbers
and carpenters so as to supply the faml-
lv water?
No! No! Mr. Parker, it is the place of
the board of water commissioners to
furnish the city of Astoria with an
abundant supply of water. Why don't
you do It?

Chicago, 111., ceased writing business in
the State of Oregon on the 12th day of
March, 1894. and has re-insured all its
outstanding policies in that state with
the Fireman's Fund Ins. Co.. of ban
