I The Democratic party took control of public affairs by virtue of the votes of a certain element having the confidence to believe t'.iut after over a quurter of a century of discipline It would im prove Itu clniices f usefulness, and Jus tify this confidence by broad and stales manlike legislation, free from sectional or party bias, and for the good of ttie whole country. Hut It was a disappoint ment from the first, and there has never been such a pronounced reversal of opinion with regard to the principles and capacity of any party. In no single Instance has It come up to its promises or made proper use of Its opportunities. Instead of pursuing a Judicious nnd sen sible course, it hua acted In a persistent ly foolish und reckless manner. The same old rule or ruin spirit has domin ated the southern wing of the party, and thwarted the few better disposed efforts of the northern minority. All tho performances f the party have tended to discredit Its motives nnd to prove it seriously lacking in honesty and consistency. It hus done nothing whatever to promote the welfni of the country In any purtlculur.
