Mr. Wattorson, with many other lead ing Democrats, is dlssatlHlled with the record of his party since It has con trolled all branches of the government, and he expresses a mournful regret that the gains of the party In the popular estimation, after so many weary years of patient and persistent striving, have been dissipated In one short year of t rule under Its present rulers. Of course he places tho blame on the men who hapien to lead the lutrty, but the fact Is Its failure can bo more Justly as signed to tho principles and defects ot the pnrty Itself. The sober truth Is It can never be successful ns a ruling party. As has been said, "It Is eupeiv tlally a negative party, lilted only for protest and resistance," a party l great pretension und little performance, and constitutionally dlsnualliled for the work of government. Tho very breath of lis life la petulant and ohsllnato dis position to everything of Republican rlgln and tendency. H has not experienced an alllnnullve Impulse since the war. There is no con structive ability In lis stuteinanshlp mi practical senso In Its efforts to for mulate a policy or achieve an object. ts present situation Implies a kind ( leNponsiblllty with which It Is not fa miliar, and to which It Is not equal. So long us It was In the minority, with nothing to do but to And fault and In lerposo objections, It got along very well. In the senso that It was not found out, because It was not put to uny ado imUe test. It could easily denounce the course of another party and make a vigorous show of devotion to other and untried plana and methods; but now that It Is placed where It Is expected to prove the superiority of Its boasted wis dom. It turns out to bo a miserable dls- npiMilntment. The people are not blind to this slgnlllcant fact. They know what alls the party that Is making such a mesa of the business of the govern ment. Its Inherent and hopclcs:! Inca pacity has been thoroughly disclosed, and It Is very well understood that It? failure to profit by Ita victory and to redeem its pledgee Is to bo explained nccordtng to ft theory which should for ever prevent It from carrying another natlonul election. It up If accepted. Whether the com mittee conclude to accept the offer In the form laid down by Mr. Lutz or not. It ought to form a basis upon which an agreement of some kind can be reached and the suspense under which the poo plo have labored so long finally re- llevcd. An exchant'o says: "Tho man who takes a fair and honorable defeat, or even a defeat that was brought nhout by questionable means, without a mur mur, Is the man who stands high In the estimation of his fellows. That is the spirit of game In the thoroughbred that all men admire." It appears that the fruits of the splen did victory won by a Republican ad ministration over the Intrigues of Eng land and Germany In Samoa, and with such a fearful Indirect loss of life, too, are to be surrendered to England by the present head of the state depart ment. mmm There Is talk. In certain quarters of putting a mongrel county ticket In the field. To some of the good men who have been mentioned for places on such a ticket, The Astorlan has this piece of disinterested advice to offer Don't do It. . The subsidy committee will please bear In mind that It Is "hope deferred that maketh the heart sick." WILD HOGS IN WASHINGTON. According to the Olympiun-Trihune, there Is terror among the people living on Mud Bap Point, caused by the roam ing through that country of a drove or wild hogs. There are one or two dozen of Iho beasts. They have lecn breeding there for about seven years, becoming wilder oil the time, but not until the last two months have they made them selves dangerous. They live mostly on the skunk cabbage growing In the swamps, but as this class of provender has run low, they have become further enraged with hunger and are seeking other food. A few days ago they took after a fleet-footed pony and ran him Jown, killing him Instantly. The resi dents of the Point have found It neces 3iiry to keep their stock within doors. Occasionally, however, an animal has become loose and lost Its life by the at tacks of the boars. LET THE BABIES ROMP. Do not discourage the baby from US' Ing his muscles because of rumpling his clothes, or even taking the Bhlne off your furniture. His little limbs are worth moro to him, and perhaps to you too, when, mothers, you are old, and have to depend on them, than the pol Ished legs of your table. Little girls have to play an Imixirtnnt part In their life, eM3clnlly when they come to work for another baby life. So do let the girls have some niUBculnr development as well as the boys. Mr. Wulterson Is very severe on the Coxcy movement. Would It be Impolite to ask the colonel If he remembers a certain other proposed trip to Washing ton, In which a drove of sheep or a flock of lambs, or something of that kind, was to cut a prominent flgur a few years ago? ODD CONCEITS IN MILLINERY. Atrocious combinations of color are the newest features in millinery, which Trows brighter ns the season advances, a bunch of fuschla colored roses In dif ferent shades and clusters of violets on one hat are a special Parisian fancy. A Jaunty adaptation of the "mortar board" Is one of the eccentric- shapes. The skull piece Is of gilded straw, the flat plat?ait of velvet and In the place where the tassel ought to be Is a big paste buckle. New York Sun. THE ERA OF MUSCLE. This is, an athletic age. Everybody wauls to' be strong. The erase for It him well nigh reached that singe af fects both sexes and even childhood. The pugilistic, phase of this fad in young America Is by no means morally promising, But It Is one thing to be en Jowed with vigor and nnother to be JANdowed with muscle. Super muscu larity la often Induced by physical effort perilous to health and calculated to shorten life. The vigor which means a regular and elllclent discharge of the physical functions. Is the first medium M which all may safely aim without causing ruptures or breaking blood ves sels. Hostetter's Stomach BitUtrs Is largely conducive to a gain In vigor of this sort, since It stimulates and assists digestion, promotes regular bilious se ;'ivllon and keeps tho bowels In order. Sleep, that grand recuHrtor of ner vous vigor, Is encouraged by It. and It remedies malarial, rheumatic and kid ney troubl. There Is no risk taken by Jolnln Hill's lot clubs.
