She immediately pointed the re . volver end fired, apparently missing the object of her aim, but hastening his de parture. The courageous lady then sent onother shot after the retr:atlns figure, again missing, however. She then se cured the window and retired. No clew has so far been obtained as to the identity of the would-be burglar. COUNCIL PROCEEDINGS. A Short Session of the City Fathers Last Evening. The minutes of the preceding meeting were read and approved. A petition for a liquor license from Alex. Gilbert was granted. A petition from A. Booth & Co. for permission to continue their net-racks out toward the channel was referred to the committee on wharves and water frontage. A petition signed by a number of the leading business firms, asking for a re duction In the amount charged for li censes for free delivery wagons, was referred to the committee on ways and means. Property owners on Elm street petl tioned for the Improvement of said street from Bonneville avenue to boun dary line between Adair's Astoria and Alderbrook. Referred to the committee on streets and public ways. Earth Wall asked that the city taxes on his property In Shively's Astoria be remitted, the reason advanced for the request being that the house had been destroyed by the recent land-slide. The petition was granted. A short discus sion ensued on the legality of the propo sition to grant the petition without the passage of either an ordinance or a resolution. A communication was read from the proprietors of the Budget, claiming that The Astorlan was publishing the city printing in minion type, instead of In nonpareil, and asking that the contract for doing the work be taken from The Astorlan and given to the Budget. Re ferred to the committee on ways and means. The committee to whom, was referred the claim of W. A. Sherman for ser vices In making up the tax roll reconv menaea mat. one-nan or me claim, or $250, be allowed. Report adopted. The committee on streets and public ways reported as follows in the matter of the request of R. R. Marlon for the passage of an ordinance authorizing the street committee to enter into contract with him for the removal of earth from the crossing of Seventh and Olne'y streets; "Permission to remove earth from above crossing was granted, but It was expressly stated and understood that no obligation was assumed by the city to pay anything for It. We believe that to allow a claim of this nature would be to establish a precedent and unfair to bidders for public work gen erally." The report was adopted. The report of the street committee on the remonstrance against the proposed grade In Unlontown was adopted. The report of the committee on streets and . public ways on numbering and naming the streets of the city was laid over. " . The pay-roll of the city surveyor for February was ordered placed on file and warrants ordered drawn for the amount. - Similar action was taken in the mat ter of the road pay-roll for February, and the street pay-roll for the same month. Warrants were ordered drawn for the payment of salaries of city officers and for fire allowances, Similar action was taken on the police pay-roll for February. Street Superintendent Chadwlck re ported that he had given due notice of the dangerous condition of the roadway to Alderbrook," and asked. that having performed his duty he be relieved from any further responsibility in the mat ter, his warnings having been disre- garded in some instances. Referred to the street committee. The police report on electric lights for the month of February was read, and the auditor instructed to make the proper deductions. An ordinance was read for the first time granting a franchise for a street railway to the Bay Railway Co. Upon motion the ordinance was recommitted. The ordinance providing for the li censing of laundries was placed on its final passage and lost by a vote of 5 to 2, Messrs. O'Hara and Thomson voting aye. An ordinance was passed appropriate ing the sum of $250 out of the police fund for the use of the hoard of police commissioners, BIU3 were ordered paid as follows; Astoria Iron Works, $63.55; J, S. Del linger, $17.50; C. J, Trenchard, $95.25; Clatsop Mill Co., $10.30 and $3.78; W. L. McCroskey, $4, A number of claims were referred to the respective committees. . Councilman O'Hara offered the fol lowing resolution, "Resolved, That the auditor and po lice judge of the city of Astoria be and are hereby authorized to advertise for bids for the purchase of $10,000 of municipal bonds, said bonds to run for ten years, and to bear Interest at the rate of 6 per cent per annum, said bonds to be issued by the city of Astoria for the purpose of funding certain indebt edness of said city for street improve ments." The sentiment of the council was that an ordinance should be" passed If any action was taken in the matter. Mr. Bergman was in favor of borrowing i money and paying contractors who had been waiting for some time for their money, Mr. Barker and Mr. Scher- f7kau view of the sltua- tion, ani thought that something should be done In the matter, Mr. Thomson be. Heved that money should be borrowed, ,8 po8Slble at t per cent an(J th9 war. Mr, Thomson made an extended and able argument in favor of his stand. Leander Lebeck asked permission to "J stated that he had been waiting for months for money which had been promised him when he bid on certain work. The promise of the struct committee to raise the money necessary to pay for the work hud not been kept, and Mr. Lebeck urged it would bo a great injustice if he was compelled to accept 85 cents on the dollar for his warrants. The resolution was finally adopted unanimously, A motion was carried to the effect that the ways and means committee look Into the matter of engaging an at torney to attend to the Interests of the city In the tax cases before the supreme court. Judge McBride Sets a Number of Coses for Trial. In the circuit court yesterday, before Judge McBride, a motion for continu ance in the case of Eva Wallman vs. Theodore Bracker was allowed, and the case set for trial on Friday. The mandate of the supreme court was entered and Judgment entered in accordance therewith in the case of M. S. Warren vs. M. C. Crosby et al. In the case of C. Elander vs. C. Olvls, the motion for continuance was allowed and the case set for trial May 10. The case of the McCague Savings Bank vs. E. G. Rogers et al. was set for trial May 11. May 8 was fixed upon for hearing the case of the McCague' Savings Bank vs. J. T. Ross.. In the case of D. K. Warren vs. W. W. Wheiry & Co., a motion for Judg ment upon the pleadings was argued and submitted. The case of the McCague Savings Bank vs. H. C. Thompson was set for trial May 7. The case of the same plaintiff vs. B. & H. G. Van Dusen was set for trial May 8. THE COUNTY COURT. The county court yesterday resumed the' regular monthly session, transact ing the following business: Lars Bergsolk, a native of Norway, was admitted to citizenship. In the matter of the petition of C, Boldlng and others for a county road, Commissioners McGuire and Carruthers voted to allow and Commissioner Wood en to disallow. In the matter of the estate of Mrs. T. Corcoran, an order was made continu ing the hearing of same until the first Monday In April. R. R. Cole, supervisor of road dis trict No. 4, was allowed 20 pieces of 2x12 lumber, 12 feet long. A remonstrance was filed against al lowing the petition of Bolding and others for a road, the "remonstrators, by their counsel, objecting to all the proceedings In the matter of laying out said road, and also to the matter of damages, and refusing to allow or con sider the matter of damages or appoint ing viewers of damages; and as to the claims of damages, it appears that they were filed before court met, but were not presented before court proceeded to vote on the matter of allowing the peti tion of Boldlng and others." The court allowed the exception and gave until the first Monday In April to file bill of exceptions. Petition of Cushlng Post, No. 14, for $53.25 for relief extended was allowed, and a claim of $37.32 for discount on warrants disallowed. An order was made allowing witness fees to M. Devereux, C. Peterson and John E. Logan. A complaint was filed by W. J. Ineralls and others, against H. R. Colt and Wm. Hartel, for not attending to their duties as road supervisors. Tht document was laid on the table. In the matter of bonds due the coun ty, it was ordered that the district at torney proceed on all bonds as in his Judgment might be collected.
