The ship John Cook, which finished loading In Portland on Thursday, Is 'on the way down the river. 1 Anyone having a house of six or more rooms to let can find a good tenant by applying at The Astorlan office. The schooner Novelty, Capt. Lewis, cleared yesterday for Valparaiso with 565,502 feet of lumber, valued at ,14. 241.26. Notices have been posted by Street Superintendent' Chad wick stating that the Alderbrook roadway Is dangerous for travel. ., r. i There will be the usual services In the German language at the Congregational church this afternoon at 2:30. J.- O. Sehmld, pastor. The collection of county taxes was begun by the sheriff yesterday morning, the first to pay being Capt. Phil John- son, of this city, who contributed $140.45 toward the support of the coun ty. There will be services today ' at the Norwegian Evangelical Lutheran church, above Columbia cannery, Up- pertown, at 11 a. m. and 7:30 p. m.,,Rev, L. Nlssen, officiating. All are welcome! The next service will be the first Sun ' day after Easter, the first Sunday of April. , ' . A deed was filed yesterday for rec ord by which E. J. Ford conveyed to 11 Jj. ' '' In a notice of the meetings at which Mr. Braekhus has been speaking it we stated that he was holding forth at the Norwegian Lutheran church. Thing and Miss Rosetta Sherman took place yes terday afternoon at the residence ol the bride's parents, Rev. Dr. Garner officiating. The happy young couple left on the Telephone for Portland last evening, en route to Cali fornia, where they will remain for a month. Scotcher & Olbbs, and already it Is stated that If the combine Is effected the work of packing salmon during the coming season will be dis tributed among only three or four can neries. Following upon the report by the owner -of the British bark Trafalgar, of Glasgow, lately arrived at Melbourne, from Batavla, In charge of the third mate, the captain and other officers hav ing all died at sea. the committee of Lloyd's has awarded a bronte medal for meritorious services to William Photton, third officer; Hugh Kennedy, sallmaker, and John Lee, steward, of this vessel. Prof. Bloss' Lecture at the Congrega tional Church Last Evening. The lecture last evening by Prof. J. M. Bloss, of CorvalllB, wa greatly ap preciated by the University Lxteimlon cl&3S. It .was upon the subject of "Agricul tural Education," giving a specific de scription of the work done by the col ic at Corvallis. And it was a revela tion , to know how extensive that work nvw is. The college Is more exactly a polytechnic school, of which agricul tural 'training is but one department. li embraces also a mechanical depart ment. Including wood, Iron and machine work's photography, engraving and printing; a department for young la dles, In which sewing, cooking, house keeping and hygenlc living are taught, and the United States experiment sta tion. All students perform, labor an hour a day, and pursue a definite pro gressive course In manual training, along with' their other studies. The considerable funds, derived from avails of certain lands, together with state appropriation and the United States ap propriation for the experiment -station, furnish the basis for a great institu tion. President Bloss brought and left spec imen of work done by the students, which will swell the museum of the As toria high school. This evening he delivers an address at'; the' Congregational church upon "Soleixce and Religion as the Elements Of Progress," and tomorrow evening the lecture Will be upon the "Effects of the CW.ll War Upon Education." (President Bloss, with his Intensely keen and practical mind, his plain and Vigorous handling of his subjects, and his quaint and friendly humor, is easily one of the most Interesting speakers that have visited Astoria. He is ac companied by Mrs. Bloss, whose ac quaintance, as well as that of the presi dent, the members of the class v. ere delighted to make. A DIFFICULT TASK. The Manzanlta made another attempt yesterday to discharge the cargo of 20 tons of coal on the lightship, but ow ing to the heavy swell was unable to make the transfer. To do the work it Is necessary to employ only small boats, and at the present time of year It Is here : where the difficulty lies. The 'stupid conclusions of the Tacoma pa pers that the lighthouse tenders have been bar-bound for several weeks only show their absolute Ignorance of the condition of things, and their quick ness to seize on an untruth and expa tiate on its moral In order to boom their own vicinity. Puget Sound, minus its soup kitchens, breakneck city sites and teredoes would really be a habltnble place. SCHOOL ELECTION. An Ordinance Providing for Taxing, Licensing and Regulating Bar Rooms and Drinking Shops and Places Where Liquors Are Sold Within the City . of Astoria, The City of Astoria does ordain as follows: Section 1. That no person or persons shall, In the . City of Astoria, Clatsop County, Oregon, either directly or indl ractly, In person or by another, sell, I arter or deliver, or knowingly permit 1 ) be sold by another, or for or on his i- :count, or otherwise, any wine, malt o.' spirituous liquors in less quantities :-.':an one gallon, without first obtaining d license so to do from the City of As ! jrla, In the manner in this ordinance 1 jreinafter. provided. Provided, that : jthlng In this ordinance shall be con ( irued to apply to the sale of liquors for i ledicinal purposes, made by a regular licensed pharmacist upon a prescription therefor made by a regular licensed physician or surgeon, In the regular course of such physician's or surgeon's practice to a patient, and for medicinal purposes only. Any person violating any of the pro visions of this section shall be deemed guilty of a misdemeanor, and upon con viction thereof before the police Judge, shall be fined not less than Twonty-flve Dollars, nor more than Two Hundred Dollars, or by Imprisonment In the city Jay until such fine be paid, not to ex ceed One Hundred days. And It Is here by made the duty of the Chief of Police and each police officer of the city to make complaint to the City Attorney of each and every violation of the provi sions of this ordinance, and such viola tion must be prosecuted by such at torney. Section 2. Every person applying for a license to sell wine, malt or spirituous liquors, In less quantities than one gal lon, under the provisions of this ordin ance, shall pay Into the city treasury the sum of Four Hundred Dollars per annum, and In no case shall any license be issued for a less period than one year, and no license shall be in ary manner transferable. Provided, fur ther, that the Common Council shall re serve and have the right to revoke a license at any time. Section 3. Before a license shall issue, as provided in this ordinance, the ap plicant shall petition the Common Coun cil in the manner provided in Section 4 of this ordinance, and shall also, with said petition, present to the Common Council a bond in the sum of Five Hun dred Dollars, with two or more suffi cient sureties, payable to the City of Astoria, conditioned that the applicants shall keep an orderly house, and will In all things comply with the provisions of this ordinance during the period of one year from the date of such license. Attached to said bond shall be the affi davit, verified by the oath of the sure ties, to the effect that they are free holders of the City of Astoria, and are In the aggregate worth the sum of One Thousand Dollars over and above all Just debts and liabilities, exclusive of property exempt from execution. The applicant shall also presant with such petition and bond, a receipt of the City Treasurer for the amount of money de poblled for such license, to-wlt, $400. Section 4. The petition required by this ordinance shall state: 1st The name of the applicant. 2nd Whether such appilcant has be fore held, or holds at the time of the application, a license, and If so, at what time such ileense has or does expire. 3rd The number and street where such house Is situated where the liquors are to be sold. Such petition shall be'verlfled by the applicant, or if more than one, then by one of said applicants, stating that such petition Is true.. The receipt of the Treasurer men tioned In Section 3 of this ordinance shall state that the amolint paid by such applicant is paid for liquor license, to be refunded in case the Common Council shall refuse to grant the petition of the nppllcant otherwise upon the Issuing of such license to go Into the Police Fund of said City of Astoria. Section 5. Said petition shall be granted on condition of the approval of the bond by the Mayor, and said Mayor shall examine the bond of the applicant and either approve - or disapprove the same. Upon the provisions of this or dinance being complied with, the Aud Itoor and Police Judge shall issue such license to such appilcant. Section 6. The peace bond given by the applicant, as provided in this or dinance, In case of any violation of any of Its provisions or conditions, shall be liable to be prosecuted therefor in a civil acton, and It shall be the duty of the City Attorney to prosecute the bond given by such applicant for any viola tion of itfl provisions. Section 7. Any keeper of a bar-room or drinking shop, or place where liquors are soul, wno shall permit any breach of the peace or disturbance of public or der or decorum, by noisy or disorderly conduct on the premises, when It Is In Ills power to prevent the same, or who shall sell or give any Intoxh ating liquors to any person already intoxicated, or any person under the age of legal majority, or who shnll allow or permit any minor to remain in or about any bar-room or drinking shop, or place where liquors are sold, or who phall permit any the atrical or minstrel show, exhibition or concert to take place In such bar-room or drinking shop, or place where liquors are sold, or who shall permit any minor to be or remain in any theatre or place of amusement in which intoxicating liquors are sold, shall be deemed guilty of a misdemeanor, and upon conviction thereof before the Police Court, shall be tlncd not less than twenty-live nor more than one hundred dollars, or by Impris onment la the city Jail not less than twelve nor more than fifty days, or both. In the discretion of the court, and shall forfeit the license to such bar room, or drinking fchop or place where liquors are sold. I Section 8. Each and every place where wines, malt or spirituous liquors are sold, bartered or delivered, shall he deemed a bar-room, or drlnklng-shop or place where liquors are sold, under the provisions ot this ordinance. Section !. Each and every person having a license under the provisions of this ordinance phall exhibit the same at all times, while the same Is in force. In his or their place of business, and persons violating the provisions of this section shall, upon conviction thereof before the Auditor and Police Judge, be fined not to exceed fifty dollars, or by Imprisonment in the city jail not to exceed twenty-five days. Section 10.
