Senator Pelter said recently that he "hopes to speedily see the day when every , woman will have every rights every privilege and every advantage" that he has. 'And the wind censed blow ing. The executive committee of the na - tlonal board of steam navigation was called to Washington, D. C, last week to take action on a bill presented to congress providing that no engineer or pilot of a boat should be allowed to work more than ten hours a day. The bill la looked upon as disastrous to western shipping, and an effort will be made to detent it In the committee. The genial Dr. Oliver Wendell Holmes, the "Autocrat of the Breakfast Table," and the only autocrat the American public will tolerate, Is recov ering from his recent Illness, which was an attack of grip, but which, on i:c count of his advanced years, caused much apprehension. He has the good wishes of friends In both this country and Europe for his speedy and com plete recovery. Joseph Keupler, tho cartoonist of i'uck, who died in New York Inst week, killed himself by overwork. He gave himself no rest, although he possessed a fortune of over half a million dollars. In this respect h seemed to have be- com thoroughly Amerlcanlsted, and the demon of unrest possessed him thor oughly. Had he remained In Austria hucIi a sum would have been a princely fortune, but he probably would not have accumulated that much money In twice or thrice the number of years. Lieut. Clov. Sheehan, of New York, one of the men who promised Geo. Goss the necessary financial aid to build the Astoria And Portland railroad, pretends that his only- altu in public life Is to leave an unsullied reputation to those who will come aftor him. A man may have an ambition to leave a million or two of money to those who come after him, but If he hasn't the millions, how can he leave them? The case seems to be somewhat similar to Mr. Sheehan's unsullied legacy scheme. Sir John Thompson Is In an agitated state of mind about this country's in trillions toward Canada. Sir John de clares In rffeet that he has It straight that tho Vnlted States has "paid agents" gJng about the Dominion like a ronrlng lion, sowing sedition, Insurrec Hon, and so forth, and that he can call the turn on these agents. He doesn't mention names, however, and there is a ut.'lv.m that Sir John is seeking to erect a magnificent, tppearing facade on very little foundation. Sir John's Idea of It Is that those Insidious wnlwwrii art) trying to accumulate Canada's niar- oven MVS the would not stop at sub- stitutlng "old glory" for the "meteor flag." This is all very sad, but the fun niest thing Is that he "points to the present depression In the United States as a reason for abiding by the present policy ' of the government" of Canada. Attorneys In Oklahoma, who make a specialty of securing divorces, are mail ing circulars setting forth that "service of summons upon defendant may be made personally or by publication. There is no statute requiring corrobora tive proof, as In South Dakota." This illustrates forcibly the need of action to prevent the enactment of loose divorce laws by states and territories. South Dakota recently improved Its law slightly by lengthening the time of residence required before beginning an action for divorce from three to six months. 'It Is now proudly proclaimed that. "Oklahoma territory has been at' trading attention as a divorce centre," as its statutes requlro only ninety days' residence, as was the case in South Da kola before the change made last win ter. According to the Boston Herald, John Sherman Is to bo credited with twice aiding the democratic administration to overcome the democratic party "upon such momentous commonplaces of pub lic honesty" as the stoppage of the pur chase of silver and the timely issue of bonds both measures meaning the preservation of the national credit by the continuance of '.he policy of specie payments. The Herald says: "His posl tlon Is one In favor of as Infrequent changes in the tariff as possible In the Interest of business, and It Is a good one. We hope it. will be carried out by refraining from changing the tariff that shall be adopted this year for sev erol years In the future. We think It will be." This Is a highly cultivated case of presumption, for the people In the states where there are diversified industries and real elections plainly mean to smash the democratic tariff policy when they elect the next con gress. As far as has been lenrned, there Is no prominent democrat who thinks he Is or can bo satisfied with the Wilson bill or any other bill than can be en acted at this time. Whatever Is done, the tariff reformers propose to call the first step. OREGON ITEMS. Trains overland have all been bite the past week In Eastern Oregon on ac count of snow blockades. Skating parties are using special trains at The Dalles to carry them to Snipe's Lake, where they can enjoy the spot t. The people of Albany are again en Joying their street railway, the motor that was partially destroyed by fire having be-? n rebuilt. Miss Etta Minor, of Hcppner, by mis take took a dose of morphine last week, thinking It was a headache powder. Her physician, by bard work, restored her to consciousness, and she Is now Just able to be out. It coat a sinner up at Heppnor Ji0 to settle with the Judge for dluti'ibl.ig a bapllsslng. The butter at Baker City this Fonson Is the worst ever known. The dealers lay it on the weather. New candidates nro springing up like mushrooma In Union county. It Is now thought that the list will run up to &0. Huntington has a skating craze, but fortunately for tho health of tho people attacked, the skating is done with steel on Ice In the open air, and not on roller skates In skating rinks. An exchange Is authority for the statement that a new party has been formed In the southern part of the state called the "Poor Man's Party," and that It Is spreading rapidly. THI3 LiHRARY ASSOCIATION. An Appeal From tho Members for Financial Assistance. To the Public: We desire to cnll your attention to a, few facts In regard to the Astoria Public Library, which hits proven Itself a groat success In many ways. Thorj are over nlno hundred vis itors to tho reading room each month the library contains 1.461 cloth and 202 paper bound books, making a total of 1.603 books. Perhaps you think that is small as compared to Portland's library of iO.OOO volumes, but that was estab lished 25 years ago. and our Astoria Iub!lo library only two years. The Portland library has always charged 9.60 per year subscription rates, al though this winter they have reduced their subscription to i".50 per year. Per haps It was a mistake on the wrt of the Astoria Public Library Association to place the subscription rates as low as $3 per year, but they wished to make It as nearly free as possible, to bring It within the reach of all. Tho Library As sociation so far has been able to keep out of debt, but the dull times coming upon us caused a great many to be un able to renew their subscription, ami it the library hod not found soma kind friends last summer who have been giv ing, some a dollar, some 60 cents, per month. It would have been unable to keep open until this time. Notwith standing these donations, the library has only kept open thus far by draw- cn , rocrve f, whK.h ai ow exhausted. The library is not for the benefit of any particular set, or sect, or faction of people, but for all. As was stated in ft former article, the ladles canvassing committees found so many people out of town, or being out of their places of business, that they missed seeing them last summer, and In consequence their list of monthly do nations were not as larpe ns they otherwise, would have been. You will see by looking over the names there are 46 who have been contributing to help along the library during this financial strait. This list does not mean those who take out the regular $3 subscrip tion, although some in the list have both subscribed and donated the extra amount. The association haa a pre pared list of 170 names of those whom they thought would be glad to contrib ute to such a worthy cause. You may be reasonably sure your name Is on the list. Will you, not call at the library rooms this week, any afternoon, be tween 3 and 6:30, or in the evening, be tween 6 and 9:30 o'clock, and leave your name, as it is really very trying and discouraging for the ladles to be obliged to go out and usk for money, which they will be under the necessity of do ing this month, unless you will kindly spare them by going yourself to the library rooms and subscribing 50 cents or tl per month, as you feel able. Please don't pass this by, but give this matter your earnest consideration, and do your utmost to help the library association in this their hour of need. The following is the list of donutors: D.
