a, general election, Mr. Gladstone with
his homo rule measure, would be defeat
ed. Success tteems to depend .upon the
support of votes to be obtained through
sido Issues. The prejudices of "England !
have not been conquered. Mr. Glad-
stone haa dono much to liberalize his
country, but he hesitates to adopt the
extreme measures of the labor unions,
and to strike at the church and the
land. If he should try to go on, he must
undertake u most harassing and tcll
ous struggle, with no certainty beyond
the exhaubtlon of his strength. He has
aged pvroeptlbly within the yer, It Is
claimed by his friends, and his 8l?ht
and hearing are bad. It Is not within
reasonable expectation that he should
have many years of severe application
to public affairs before him. Perhaps
he thinks sometimes, if not all the
time, that his sixty years In Parliament
are enough. If the liberal party Is to
live after hlmlt should be able to walk
alone before he goes. If .It Is a mere
personal party, It must soon be dlBor
ganlzed, without respect to any one
human life. If Mr. Gladstone should re
tire, the probability Is Lord Koscbcrry
would be his successor.
The Inhabitants of Boston do not pro
pose to allow Chicago, New York and
Brooklyn to do alt the consolidating. A
bill has been Introduced Into the Massa
chusetts house providing for the annex
atlon of all towns within ten miles of
the state house, and all on the shore
from Marblehcad to Hull. The towns
iro first to vote on the question as to
whether they want to be absorbed by
the Huh or not, and then the Hub will
vote as to whether they will accept any
additional towns. This makes the con
solidation question still more interest
Ing, and a good many people will watch
what the combined wisdom of Boston
will do about It.
IMPORTANT TO SHIPMASTERS
Copy of a Law Which is Frequently
Violated Here.
From time to time captains of ves
sels entering tho river are fined for vio
lations of the statutes In falling to re
port to the custom house here before
proceeding to Portland. The law ex
pressly states that a copy of the mani
fest of every vessel entering the river
shall be left at the custom house. The
following Is a copy of tho sections bear
ing on the question:
Section 2GS8. Tho master of every
vessel entering the Columbia river from
the sea, and bound for Portland, In the
district of Willamette, shall exhibit his
papers to tho collector of the port of
Astoria, and deposit with him a sworn
cony of the manifest of cargo. If the
vessel is laden with domestic nierchun
dlso or merchandise in bond for Port
land, the collector at Astoria shall per
mlt her to proceed to her placo of des
tination; hut If she has dutiable mer
chandise on board not bonded, ho shall
muse sr customs olllcer to proceed on
board the vessel to Portland, who shall
h that no goodi are landed from such
vessel before her arrival and entry at
the latter port. The necessary expenses,
Including tho per diem of such olllcei
tnd the expense of his return to As
toria, shall be paid by the master of
such vessel ta the collector of customr
t Portland, for the use of the ITnltei'
States, before jermlt shall be given tc
unload. -
i See. 2589. All vessels clearing from
Portland, In the district of Willamette
and bound to Bea, shall, on arrival at
Astoria, In the district of Oregon, re
port to the collector; and the master of
every vessel so reporting shall leave a
copy of his manifest, including any ad
dlt tonal cargo, taken on board after
leaving Portland, with tho collector at
Astoria, and thereupon shall be allowed
to proceed to sea. The master or other
person In charge or command of any
vessel entering tho Columbia river from
the sea or clearing from Portland and
bound to sea, as described In this sec
tlon, who shall neglect to exhibit his
papers, or to report to the collector,
or to deposit his ' manifest, as herein
required, shall be liable to a penalty of
lioo.
Sec, 2590. When a vessel shall arrive
t Astoria, In the district of Oregon
from the sea, having merchandise on
board for that place, and also for Port
laud, In the district of Willamette, such
vessel shall enter at Astoria and dls
charge such portion of her cargo as Is
destined for that place, whereupon the
collector shall cause her hatches to be
closed and sealed, and shall then per
mit her to proceed to Portland In charge
of a customs officer.
