FISHERY REGULATIONS.
As was generally anticipated, thf
changes proposed In the new fishery
regulations, a draft of which has just
been Issued by the department at Otta
wa, are not sweeping, and follow to 8
great extent those which were In force
last season. The report sent from Ot
tawa some weeks ago tq the effect that
the usual cannery licenses were to be
done away with, has turned out erro
neous; they are provided as before. The
reduction of the license fee from $20 to
$10, which will no doubt be hailed with
satisfaction by the fishermen, is one of
the changes, and another is the exten
sion of tho weekly prohibitive hours
which it la Intended Bhal) be from Sat
urday morning at 6 o'clock to midnight
on Sunday, whereas last season fishing
began at 6 o'clock on Sunday evening.
These are the most important feuturer
noted In the proposed bill which th
minister of marine and fisheries ha
made public, with the request that prac
tical suggestions by those Interested ir
the fishing Industry should be made at
to any alterations that may be deslrabli
In the new code. IJrltish Columbia

The financial history of the past ea:
is unquestionably without precedent
Never before has there bean such wide
spread distress among financial instltu
tlons and business mod. Flnt, the sil
ver bill aroused fear, at home ant
abroad, that the country would get upor
a silver busts; and then came 'hreat
ened tariff legislation, wMch has put i
wet blanket upon commercial ontsr
prises of almost every kind, and throw
thousands ot working people opt ot m
ployment. The very decided move ir
business which was promised, by tin
majority party, as soon as -he sllvei
purchase law was passed, has not come
and as to the future, It is evident tha
there will be no change until the ques
tton of tariff is settled. Our natura
resources are magnificent, and the re
vival of trade must come eventually
when we shall again be prosperous and
happy. The present year cannot witnes:
such a general disturbance in buslnesi
as has characterized tho period Jus
passed. Thero would be an Immediate
revival of business were it not for thi
tariff agitation in congress. Thus. th
vital Interests of sixty millions of peopl
are in the keeping of the national log
Ulature, and the demand Is for prompt
action. It is uncertainty, coupled with
the fear of tariff changes, which is kill
Insr business.
There is every reason for belief tha
the early consummation of Astoriu't
long-cnerished railroad dream is al
hand, if the property owners prompt!
show the proper spirit. Information It
at hand, and from the mot reliable
source, that m soon as the title to th
land subscriptions shall have been past
cd upon, the contract will be signed
for the construction of the road. In
view of the great depression in busi
ness throughout the country, and the
quletnw of business affairs in this city,
there Is cause or congratulation In thf
knowledge that a few short weeks wU
herald the arrival of an era of pros
perity sui h as has never beore beer
experienced. Without a railroad It Wll'
b but a matter of a few years untF
our property-owners ore bankrupt; with
on will come good times that will bt ,
ii.uiu.iiy beneflcuU to all. The moot;
needful thin now Is expedition )n get
ting the subsidy raised. Why there
should be any hesitation m making
such an Investment as the one pro
posed. Is not easily explained. ' The
holders of realty can readily reach the
goal of their choice, be it poverty or be
It affluence.
