Vesti-rday's Orcgonian contains a long
letter from Hon. C. W. Fulton, reply
ing to Senator Cogswell's remarks upon
Uu votu on the Durham bill at the
list session of the legislature. It is
ivureely likely that Mr. Cogswell will
mako any reply for the simple reason
that there was no ground for dls-
usslon. Mr. Fulton shows clearly that
bis ruling was correct, and that there
being a quorum present (Including
those who did not vote, but who were
counted as voting In the negative) the
sixteen votes In the uilh matlve were
nudlctent to pass the bill.
